Motion carried by roll call vote of seven ( 7) . COMMUNICATIONS: PASCO WATER FOLLIES, INC. A letter was read from David Gallant, President, requesting to use City equipment and personnel on a cost basis for cleaning and leveling location on Railroad prop- erty between third & fourth Streets. Motion made by Avery, seconded by Connell to appoint a committee to investigate and give authority to act; street committee to meet at 10:00 A. M., Thursday, July 8th, 1954 at the City riall. Motion carried. CITY PROPERTY, BLOCK 35, RIVERSIDE ADDITION: A letter was read from E. H. Kidwell requesting to purchase Lots 11 to 16 inclusive Block 35, Riverside Addition for construction of a petroleum products bulk plant; -this was referred to property committee. ° CHAMBER OF COMMERCE: A letter was read from Sid Carl, President, stating the Retail Merchants Assoc- iation would appreciate the opportunity to present a plan or proposal for operating the parking lot adjacent the City ball. DISTRICT HEALTH DEPARTMENT: A letter was read from Dudley N. Beall, in answer to a letter of complaint re- garding out door privies; also attached was a resume of activities of the san- itation division, containing 4. sheets. ASSOCIATION OF WASHINGTON CITIES: A letter was read from the Association of Washington Cities expressing their appreciation for exhibit displayed at Spokane convention. WALLA WALLA DISTRICT ENGINEERS, SANITARY STORM SEWER: A'letter was read from Ralph J. Curry; quiteclaim deed attached, also easement for Right of Way (Pipe line). When approved and signed return to .Walla Walla Office, thence to tinder Secbetary of the Army for execution: QUONSET HUT:: A letter was read from 0. V. Cotton requesting permission to sell the but as sur- plus property account having to be moved from present site. --Motion made by Milne, seconded by Avery that the Airport Manager and Committee be authorized to negotiate sale; $50.00 minimum price. Motion carried. FRANKLIN-BENTON TITLECOMPANY, CERTIFICATE OF PLATS: A letter was read from Wm. F. Luhman setting out discrepancies in certain plats as follows: Replat of Foster's Addition, Block 5, Lot 21 has been omitted and two Lots No. 23 assigned. Lyndale Addition, dedication for street not dedicated by recorded owner therefore streets are not properly dedicated. A certificate of plat was referred to as a service from the Title Company and means of correcting tentative plats and redorded ownership. Motion made by Craig, seconded by Milne authorizing the City Attorney to draw resolution for certificate of. plat. Motion carried. INTERMOUNTAIN MORTGAGE COMPANY, FAIRBANKS CONSTRUCTION CO: The Federal Housing Administration would like a letter from the City of r'asco accepting streets and sidewalks on Dakota Street,, North Beech sidewalks and curbs, known as the Fairbanks Housing Project and the Garrison Housing project. Motion made by Milne, seconded by Craig to turn to City Attorney and City Eng- ineer to answer the letter. Motion carried. PETITION: A pe-tition signed by seven property owners was read petitioning to have the alley off Clark between 5th & 6th posted for 10 m.p.h. speed limit. This was turned to the Street Committee. REFUND: James Wilson requests refund of $5.00 on Business License Application. Motion made by 14`lilne, seconded by Avery authorizing treasurer to make refund. Motion carried by roll call vote of seven (7). 2200 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JULY 6, 1954 REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: "A" STREET TRUNK LINE: Mt. Elliott and Mr. Bailie are interested in connecting meat plant to sewer. Motion made by Milne, seconded by VanHo,y to turn this to the Water Committee for report at next regular meeting. Motion carried. REGULAR ORDER OF BUSINESS RESTTMED BY UNANIMOUS CONSENT: RESOLUTION NO. �L: A RESOLUTION CLARIFYING THE WATER & SEWER CHARGES FOR THE NAVY HOMES PROJECT was read. Motion made by Avery, seconded by Craig to adopt Resolution No. 347. Motion carried by roll call vote of six (6). Combs out of the room. RESOLUTION NO. 348:: A RESOLUTION ABANDONING AND VACATING THAT PORTION OF THE EXISTING SANITARY -STORM SEWER LINE, which has been relocated was read. Motion made by Bonnett, seconded by Craig to adopt Resolution No. 348. Motion carried by roll call vote of six (6). Combs out of the room. RESOLUTION NO. 349: AUTHORIZING THE PASSO WATER FOLLIES, INC., A COMMUNITY CORPORATION, AUTHORITY TO LICENSE CONCESSIONS, USE OF S"'REETS, USE OF SWIMMING POOL, PARKS, PERMIT FOR CAR- NIVAL was read. Motion made by Avery, seconded by Milne to adopt Resolution No. 349. Motion carried by roll call vote of six (6). REPORTS FROM COMMITTEES: STREET COMMITTEE: Chairman Milne read and submitted a resume of street needs in program form; classify streets as to primary and secondary; zone according to improvements necessary; financing by L. I. D, Bonds, General Obligation Bonds and State Gas Tax, Work can be done by City Engineer with available help to be set up in the 1955 budget; suggests the following council action: 1) authorize elevetibft survey 2) dccept program in general way on a tentative basis so details can be compiled 3) proceed Vigorously with curb and sidewalk program; - suggests general obligation bond election in the fall of 1955; storm sewer system could be completed in the tfalltbf 1956; streetspavtng�, couldube.Lcoinpleted 1 as-ifast,�ds the people want it completed. Decision on booklets held up. Motion made by Bonnett, seconded by Milne to order 100 printed copies from the Tri City Hevald for the time being. Motion carried. (VanHoy, Milne & Craig) TREES ON NORTH SIDE OF CLARK STREET, BETWEEN 4th & 5th: -Taking out trees in this area was mentioned then turned to the Street Committee for recommendation. Motion so made by Milne, seconded by Connell and carried! BUD BROODER (ENGINEER): Mr. Brooder is using his private car for City business account no -city car avail- able. Motion made by Milne, seconded by Avery authorizing Mr. Brooder to use gasoline from the City pump for City business and charge to the Water Department. Motion carried.
