PASCO, WASHINGTON
REGULAR MEETING
CALL TO ORDER:
Meeting called to order at 8:00 P. M. Honorable Mayor Harry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, S. A. Connell
and Lee J. Craig. J. A.,Avery, C. S. Milne and T. R. Van Hoy arrived late. City
A ttorney Richard G. Patrick arrived late.
READING OF THE MINUTES:
Motion made by Bonnett, seconded by Craig to suspense with the reading of the
minutes at this time. Motion carried.
COMMUNICATIONS:
CARNIVAL LIUENSE WAIVER:
A letter was read from Fred L. Houston, Commander, Franklin County Post No. 34,
American Legion reguesting the City Council to waive the $35.00 per day licehse
fee on carnival from June 21st to June 27th, 1954, to be located across the street
from the Richfield Oil Station on North 4th. Motion made by Bonnett, seconded by
Craig granting the request. Motion carried.
STREET NUMBERS AND ADDRESSES:
,A letter was read from the Chamber of Commerce presenting a recommerndatio.n on
altering street names and,house numbers also a list of discrepancies itemized
by the Post Office Department. Motion made by Bonnett, seconded by Craig to
place this in the hands of the Street Committee and City Engineer. Motion
carried.
GOOD WILL TOUR:
A letter was read from the Chamber of Commerce relative to a good will tour on
July 12th, suggesting that the Mayor or some one to represent the City go on the
trip which will cost approximately $60.00. Motion made by Combs, seconded by
Avery that i°`ayor pro tem attend. Motion carried 3 to 2. Combs, Avery and Connell
voting "yes"; Bonnett, Craig voting "no".
PROPERTY: PORT OF PASCO:
A letter was read from the Port of Pasco reguesting to purchasds or have trans-
ferred to them City property bounded by Ainsworth Street on the North, Northern
Pacific Railway property on the east, 10th Avenue on the west and the Columbia
River on the south. Motion made by Bonnett, seconded by Craig to turn this to
Property Committee. Motion carried.
H. Kidwell was present and expressed a desire to purchase by bid or auction City
property between Karl Casey's and the river.
U WALLA WALLA DISTRICT ENGINEERS:
SANITARY STORM SEWER LINE RE -LOCATED: DA-45-164-ENGRS. 2304
Deed to convey easement, following Petition by the Government to abandon and
vacate. This letter to be considered as a formal petition that the City take
action by resolution to vacate and abandon the portion of the sewer line which
has been re -located. Property description enclosed.
WALLA WALLA DISTRICT ENGINEERS, TRACK XX -3455:
A letter was redd from F. S. Tandy referring to Government track XX -3455. A
portion of premises leased from the Northern Pacific Railway by the Pasco Light
and Water Company by virtue of condemnation proceeding, Civil No. 924; the
United States of America is now vested with the fee title to said track of 4.60
acres. Now, the United•States of America hereby intends to terminate said lease
Tract XX -3455, thirty (30) days from receipt of this notice. They also demand
II removal of all material and personal property owned by the City, but, removal
shall not apply to Water mains used in connection with the City domestic water
pumping plant; may remain, by virtue of terms and conditions contained in navig-
ation Permit for works in navigable waters issued to the City on November 21,
1923 as notified February 14, 1951. Motion made by Bonnett, seconded by Milne
to turn to City Engineer and City Attorney for ueport. Motion carried.
NORTHERN PACIFIC RAILWAY COMIA NY PERMIT',77461, SEWER PIPE LINE:
A letter was read from J. T. Moore with duplicate of agreement terminating Permit
No. 74698 by Permit No. 77461, covering sewer pipe line crossing west of Ains-
worth Avenue. Motion made by Avery, seconded by Bonnett accepting agreement.
Motion carried.

MIMEOGRAPH BIDS:. �.
A.letter was read from the City Clerk requesting to call for beds on an Electric ,
Mimeograph Machine to be purchased by Water, Clerk and Police Departments.
Motion made by Bonnett, seconded by Avery to call for bids on Tuesday, July 6,
1954 at eight o'clock P. M. Motion carried.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
RURAL FIRE DISTRICT NO. 3:
Four members of the District were present. Mr. Perry McKeehan stated the need
of a fire district just west of the City limits. The district would purchase
truck and maintenance service and requests the City to man truck and furnish
building. Motion made by Avery, seconded by Bonnett to turn this to the Fire

& Light Committee for study and report. Motion carried.

CITY PROPERTY ON COLUMBIA, LOTS 11 & 12, BLOCK 22, NORTHERN PACIFIC ADDITION:
Gil Burgund, operator of a Bowling Alley at 313 W. Columbia is requesting use
of this lot for his customers during the evenings for which he will black top
same up to a cost of $1,500.00 and install lights; would like lease to run con-
currently with his building lease which has six (6 more � y g ) re years .
MURPHY MOTORS:
A letter was read from Murphy Motors, Inc., stating they are anxious to secure
use of this property by lease for a period of five (5) years at a -monthly rental
of $50.00 from Junel°1, 1954, or further discussion for mutual agreement. Motion
made by Avery, seconded by Milne to turn to property and Docks Committee. Motion
carried.

BUILDING, VOLUNTEER PARK (LUTHER QUIGLEY):
The Park Board Chairman notified the City Clerk by note that the building was
completed. Motion made by Craig, seconded by VanHoy that the building be accepted
as recommended by the park Board. Motion carried.

REPORT ON PETITION ON VACATING STREETS IN STADIUM PARK ADDITION FOR SCHOOL:
Street Committee recommends granting the request.
RESOLUTION NO. 346:
A resolution fixingtime and lace for
p public hearing on petition to vacate that
portion of Margaret Street that lies between the westerly line of Mead Avenue and
the Easterly line of Illinois Avenue and also that portion of Henry Street that
lies between the westerly line of Mead Avenue and the easterly line of Illinois
Avenue, all located in stadium Park Addition to Pasco, Franklin County, Washing-
ton and that utility easement heretofore designated as existing in an easterly
and westerly direction in Blocks 11 and 12 of Stadium kark Addition with the
exception of ten (10) feet utility easement with the center line of said ease-
ment 15 feet north of the south line of Henry Street as projected at the hour
of 8:00 P. M., Tuesday, July 20, 1954. Motion made by Milne, seconded by Avery
that Resolution No. 346 has been read. Motion carried. Motion made by Bonnett, ca
seconded by Combs to adopt Resolution No. 346. Motion carried by roll call vote
of seven (7).

Mayor Custer appgints Edwin L. Dunnovan to succeed himself on the 'ark Board,
term expiring May 17, 1957. Motion made by Bonnett, seconded by Combs to accept
the Mayor's appointment. Motion carried.

Contractor Ivor Hale requests cutting streets through Foster Addition to North
Lucas Addition. Motion made by Milne, seconded by Bonnett to instruct the Street
Department to grade Pearl Street through to North Lucas Addition. Motion carried.
BY-PASS STGNR!
Street Committee recommends the purchase of three by-pass signs. Motion made by
Milne, seconded by Connell that three signs be purchased-reflectorized type.
Motion carried by roll call vote of seven (7).
DUKE'S ELECTRIC:
They wish to install underground conduit across Pacific to ,Seaberg Buick. No
action taken.
IRS. B. H. WINKLER:
Letter with reference to oiling Pearl Street. Street Improvement L. I. D. could
include this area. Building Inspector to check on removal of privy which is on
city property. Motion made by Bonnett, seconded by wombs that the City Engineer
answer letter. Motion carried.
Mayor Custer to write Health Department notifying them what their duties are.
Motion carried.
AGREEMENT', SIDEWALK FOR NELSON-SEABERG:.
Motion made by Milne, seconded by Avery authorizing `v'ayor to sigh agreement.
Motion carried.
