A little later in the meet- ing the Committee made their report. Motion made by Connell, seconded by Avery recommending the acceptance of the Twin City Construction Company bid as it is the lowest and best bid. Motion carried by 7) roll call vote of seven ( . VACATING BROADWAY STREET, BLK 146, PASCO LAND CO'S 1staADD: Notice of public hearing was read. No objections registered by letter 6r in l person. Motion made by Bonnett, seconded by Milne to instruct the City Attorney to draw an Ordinance covering vacation. Motion carried. VACATING RIVER STREET, RIVERSIDE ADDa Notice'of public hearing was read. No objections registered in person or by letter. Motion made by Bonnett, seconded by Craig to instruct the City Attorney to•draw Ordinance covering vacation. Motion carried. WIDEN LUCAS STREET: A letter was read from B. Ivor Hale stating he proposes to build thirty (30) new homes in North Lucas Addition and requests that the City widen Lucas to an 80' Street. Motionmade by Bonnett, seconded by Avery to turn to Street committee for study and recommendation. Motion carried. OILING PEARL/STREET: A letter was read from Mrs. B. H. Winkler, 916 Pearl Street requesting that Pearl Street be oiled, also reports on out door toilet next door. Motion made by Avery, seconded by Connell to turn to Street Committee for recommendation. Motion carried. SPRAY PROGRAM: A letter was read from Dudley N. Beall stating arrangements are being made to service equipment and hire local residents to operate equipment. No action taken. ROOFING MATERIAL -AIRPORT: A letter was read from O.,,V. Cotton, Airport Manager requesting call for bids on one,car load of 26 guage galvanized metal roofing containing 850 squares. Motion made by Craig, seconded by'Avery'authorizing City Clerk to call for bids as re- que�sted on Tuesday, July 6, 1954; Cotton to furnish specifications. Motion carried. R & K MASONRY CONSTRUCTION COMPANY: A letter was'read from Kenneth D., Bennett, notifying the City that Luther Quigley owes the above mentioned company $594.25 for labor and material used in new rest Pasco room at City Park. i' I; Craig states building is ready for acceptance only for a few minor finishings. Motion made by Craig, seconded by Avery that warrant be held up for clearance on work and pro9f that indebtedness has been .taken care of. Motion carried. VACATIONS: A petition was read requesting that -the following located Streets be vacated of. all public use. Margaret between Mead and Illinois; Henry between Mead and Ill- inois in Stadium ark Addition, also utility strip in Blocks 11 and 12. Motion made by Bonnett, seconded*by Craig to turn.to Street Committee for investigation and recommendation. Motion carried. REFUND, BUILDING PERMIT, LEE CLAYTOR: Lee Claytor requests'a refund of $10.00 paid for Building Permit; changed hisrmirid relative to building: Motion made by Craig to authorize refund. Motioh died for want of a second. Motion made by Bonnett, seconded by Craig to turn to the Building Committee. Motion carried. UNDER COMMITTEE REPORTS: Motion was made by Bonnett, seconded by Milne authoriz- ing refund of 010.00 on Building permit. Motion carried by roll call vote of seven (7). Motion made by Bonnett, seconded by Connell that Building Inspector be instructed to notify applicants that fee will be held in the amount of $5.00 or 20% whichever is the greater in the event the permit is not used. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: Jo, Walker spoke about bad crossing near Inland Glass Company where 11th Street crosses the track; also bad condition of Columbia Street. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT: REPORTS FROM OFFICERS: Karl Casey requests to purchase property.- Street Committee asked for more time; same was granted. CURB LOADING ZONE, 218 W. Lewis: Street Committee recommends granting this request. Motion made by Bonnett, sec- onded by Combs accepting the Committees recommendation. Motion carried. Chief of Police to be so notified. SIDEWALK, WEST BROWN: City Engineer requests more time;.same was granted. SIDEWALK,. INLAND GLASS: Inland Glass an West Lewis, VanHoy reports that they have block top for sidewalk. Building Inspector to write firms in that location relative to constructing side- walks and curbs and check John Horrigan's curb. Campbell's Market driveway in parking area, curb return or ramp up to sidewalk; ramp favored by Council. NO SIDEWALKS ON 9th south of Lewis; Fergeson of Kennewick owns property on South 9th. Mation made by VanHoy, seconded by Bonnett that property owners between Lewis and Columbia on South 9th be notified to install sidewalks and curbs on both sides of 9th Street. Motion carried. BID CHECKS, YACHT BASIN JOB: $400.00 checks submitted with bids of L. W. Vail and Weston Redi-Mix, Motion made by Bonnett, seconded by VanHoy to return check of Weston Fedi-Mix. Motion carried by roll call vote of seven (7). CITY LOT on Columbia between 2nd & 3rd being used for public parking; a discussion . relative to renting or selling was entered into. Motion made by Bonnett, seconded by Craig to turn this to City Property Committee for recommendation. Motioncarried.. Combs, Connell & Milne. WATER CHARGES for School District in Stadium Park Addition, Block 10. Motion made by Avery, seconded by Bonnett that School District be charged on front'footage basis of front footage on Margaret, -Mead, Sylvester and Illinois, except the pro- posed Stadium. Greene Cleaning & fixing 616 East "A" REPORTS FROM OFFICERS: !t II CITY HALL BUILDING: �I At the Council meeting of February 2, 1954 (due to a number of suggestions and alternates offered regarding the proposed building of a new City office -building) I the Council voted to take no further action on the construction of the new prop- osed building for 90 days and in the intervening period to study the merits of the various proposals. The 90 day period has now arrived and the study has been made: The Council has carefully considered the merits of all the various suggest- ions, has contacted a sufficient number of property owners for a cross section of j opinions and has unanimously approved the City owned property adjacent to the Present City Hall for the new structure. jIn 1940, the City Council approached the School District regarding the purchase of this property advising that they desired it for the building of a new City Hall. The School Board, in a spirit of co-operation, agreed to and sold the property to the City for this purpose.. It has been agreed the new building would be constructed in two (2) units. The first unit to consist of the offices and Police Department (with monies that have �I been accumulated by various Councils for this purpose). The second unit is to I consist of a new Fire Station. The two(2) units are to be designed to co-ordinate into one building when the second unit is constructed. When the second unit is j. constructed the present City Hall will be wrecked to make room for the new Fire i! Station. With the erection of the complete City building and Fire Station, we will have an area for parking of approximately 75 by 140 feet. This will be ample room for the parking of the City employees cars as well as all customers transacting business at any of the City offices. j The new City building is an improvement to our facilities that has been long over- due. Its needs has been recognized by many previous Councils who have laid the ground work and accumulated much of the money we are now spending. I am sure we will all be proud of and appreciate the new building when it is completed; which will probably be in November or December. The present City nall w,,s built in 1910. It has deteriorated to a point that maked it unsafe and for this reason it is our desire and intention to replace it with the new office building and fire station as soon as it is possible. • I Mdtion was made -by Craig, seconded by Bonnett to proceed with contemplation of the City Hall Building. Brandt Gessel be engaged as Architect at 4% of construction costs as completed, for drawing of Aland of the City Hall Building and written specif- ications (15 copies); City to do supervising. U BOOK PUBLISHING COMPANY: CODIFICATION: Rough draft mailed to City Attorney; he suggests that as many councilmen as possible go over this file for study and corrections, if deemed necessary. Motion made by Connell, seconded by Combs that Bonnett go over this file with the City Engineer. Motion carried. READING OF ORDINANCES: ORDINANCE NO. 792: AN ORDINANCE TO AMEND SECTION SIXTEEN (16) OF ORDINANCE NO. 625, RELATING TO WATER .HOOK-UP CHARGES AND WATER RATES OUTSIDE OF THE CITY LIMITS OF THE CITY OF PASCO Motion made by Bonnett, seconded by Avery to give Ordinance No. 792 the first reading.
