Councilmen- present were J. A. Avery, L. E. Bonnett, C. R. Combs, S. A. Connell, Lee J. Craig, C. S. Milne and T. R. VanHoy. City Attorney Richard G. Patrick was also present. READING OF THE MINUTES: Minutes of meetings held May 4th and May 5th, 1954 were read and approved. COMMUNICATIONS: TRI CITY SAFETY COUNCIL (BY-PASS): A letter and resolution was read, signed by Wm. Wiseman, stating three objections to the present "A" Street truck by-pass across the -Railroad tracks. Objections were set out and signed by Shell Oil Company, Grange.Cooperative Wholesale and Inland Petroleum Transportation Company. The Safety Council suggested using First Street and the Underpass. Motion made by Combs, seconded by Milne to allow use of alternate until proven unsatisfactory. Motion carried by roll call vote of five (5). Bonnett and Connell voting "No". CASEY & SONS: A letter was read from K. W. Casey requesting to purchase Lots 11 to 16 inc. Block 35, Riverside Addition. Motion made by Bonnett, seconded by Combs to turn to the Building & Property Committee.. (Combs, Connell & Milne) Motion carried. WHITE RIVER LUMBER COMPANY: By letter requ4sted to be protected on material purchased for utility building at Volunteer Park by L. E. Quigley. Motion made by Bonnett, seconded by Craig to mail copy of Barnes letter to Quigley. Motion carried. Clear account before pay- ing Quigley. COLUMBIA SHEET METAL, 218 W. Lewis: Stanley 0. Jacobsen requests a loading zone on 1st & Lewis. Motion made by Craig, seconded by Milne to turn to Street Committee for report. Motion carried. ALLEN FRAZER, 900 Block on West Brown: A letter with nine (9) signers are interested in having a sidewalk constructed at 924 W. Brown. Motion made by Bonnett to turn to City Engineer for sidewalk construction at property owners expense. Motion carried. JOHN W. CUNNINGHAM & ASSOCIATES -SEWAGE 'TREATMENT PLANT: A letter,,awas read from F. S. Zeidlhack enclosing three copies of release of con- tract in connection with work of W. B. Edmiston & Son;on signing release in trip- licate and 30 days after issuance of final estimate the contractor is entitled to his retained per cent of $33 825.37 as set forth in release. Engineering bill also enclosed in the -amount of 66,849.49 as per contract of November 23, 1948.' Motion made by Avery, seconded by Bonnett accepting release of contract upon appooval of the City Engineer. Motion carried by roll call vote of seven (7). SANITARY STORM SEWER PIPE LINE. A letter was read from the Corps of Engineers, Walla Walla District, enclosing proposed form of Easement Deed to convey Easement to the City, relocated under contract No. AA -45-164. Eng -2304. City Attorney to approve form and return for Army execution. Motion made by Avery, seconded by Combs to accept form on the approval of the City Attorney. Motion carried. Motion made by Avery, seconded by Combs tot urn to Consulting Engineer and City Engineer for study and recommendation at an'adjourned meeting on May 19, 1954 at 12 o'clock noon, Wednesday. II; A little later in the meeting the Consulting Engineer Cornell reported findings on bids. Lww bidder is Waterworks Supplies Company of Portland, but their bid is based on "dipped and wrapped" fittings which cannot be used and they propose to furnish only half the gaskets required. In view of'these discrepencies, and since it is important to -place the order now, it is recommended that award be made to next lowest bidder, Hydraulic Supply Mfg. Company of Seattle fot total cost of j700.40. This is 412.88 more than the low bidA°. Motion made by Avery, seconded by Connell to accept the recommendation of the �i I; Consulting En sneer Cornell and award bid to Hydraulic Supply Mfg. Company,,the lowest complete bidder, in the amount of 700.40. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: TELEVISION: i' Mr.�Dix of the Tri City Television Service spoke to the Council in answer to a letter from mayor Custer of ,April 21, 1954, requesting a letter of plans on prog- ress anticipated to improve the television reception. Mr. o i p p p Dix spoke of different plans considered but that they were now going ahead with the Micro -Wave length ji petition and collins equipment installation. Council is free to invite other companies to render service;the specified time has elapsed as set out in Ord- inance No. 728. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT: I� �. I �I SID PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS MAY 18, 1954 SPRAYING: All members of the Council feel that the spray program is far behind schedule and numerous complaints have been registered. Mayor to write to Health Dept. FIRE EQUIPMENT: SII Mr. VanHoy reports that following an investigation in the Fire Department he recommends that'an Emergency? Ordinance be drawn for necessary purchases. Motion made by Van Hoy, seconded by Craig instructing the City Attorney to prepare an Emergency Ordinance in the amount of 323.60 for purchasing additional fire equip- ment. Motion carried.. OUTSIDE TO1,LETS BEING ERECTED ON EAST SIDE: Combs states that on 17 available hookups only one has taken advantage. Motion made by Connell that tlis,be ,turned to t -he Health Department. Motion withdrawn. Motion made by Bonnett, seconded by Craig to refer to the Water & Sewer Committee for investigation and definite recommendation. Motion carried. YACHT BASIN IMPROVEMENTS & NEEDS: Were discussed. More space needed from Army Engineers. PLANNING COMMISSION LAND USE MAP: Motion made -by- Bonnett,, seconded by Craig that the `J'ayor authorize the Planning commission to go ahead end revamp Ordinance to present to Council, appointing a special committee of citizens to assist with rezoning work. Motion carried. BUDGET: City Clerk presented each member a copy of the April Budget Report of all dep- artments. READING OF ORDINANCES: ORDINANCE NO. 790: AN ORDINANCE VACATING THE NORTH AND SOUTH ALLEY OF BLOCK 4, O1KEEFE15 SECOND ADDITION TO PASCO Motion made by Avery, seconded by Connell to give Ordinance No. 790 the second reading by title only. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS ORDINANCE NO. 788: AN ORDINANCE REGULATING SHE USE OF PUBLIC AND PRIVATE SEWERS AND DRAINS, PRIVATE SEWAGE DISPOSAL, THE INSTALLATION AND CONN- ECTION OF BUILDING SEWERS, AND THE DISCHARGE OF WATERS AND WASTES INTO THE PUBLIC SEWER SYSTEM: PROVIDING PENALTIES FOR VIOLATIONS THEREOF: AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE MAY 18, 1954 Motion made by Bonnett, seconded by Craig to give Ordinance No. 788 the third reading.
