ROLL CALL: By Clerk. Councilmen present were J. A. Avery, L. E. Bonnett, C. R. Combs, S. A. Connell, Lee J. Craig and T. R: Van Hoy. C. S. Milne Absent. City Attorney Richard G. ratrick was present. READING OF THE MINUTES: Minutes of meeting held 'March 2, 1954 were read and approved. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: RACING PROGRAM: (ADVERTISEMENT) Mrs.'Kenneth Montaney,-Kennewick, requested'the Council to igaive the business license fee As -she -terms this activity a noxi -profit -organization. Motion made by -Bonnett, seconded -by Avery to waive license fee sub.aect:;to Chamber of Commerce approval. Motion carried. HAROLD BROOKS SPORTSMENS CLUB FOR BOYS:' Life Insurance of Omaha which sponsors a blub foi, boys between the*ages of 8 and 16. They request that License fee be waived. Motion made by Bonnett, seconded by'Craig to waive license upon receipt of letter from main office confirming said program. Motion carried. GALE LUX,. WATER EXTENSION ON WEST BROWN: Mr. Lux requested water service be extended to his property. Following a°dis cussion he was advised that at least 75% of -the property owners would have to pay front footage, therefore request was denied. MR. ARMSTRONG, So. 10th & Ainsworth: Appeared before the'Council'as-spokesman for a petition presented at a previous date relative to crossing and street improvements between A Street & Ainsworth. Motion mmde by Bonnett, seconded by Avery to turn this to the Street Committee to investigate and see what can be done. Motion carried. - UNION OIL SERVICE STATION, H. KIDWELL: Mr. Kidwell desires to'make a 4ater hook-up on West Court Street, 300' west of Chase, outside the City limits. 'He'was advised that property should be platted; Ordinance is being drawn to set up rates and charges for similar cases. BUILDING INSPECTOR, LYLE COONEY: Requests Building Inspector's salary from February 15 to February 28, 1954; stated he made inspections up until he went to the hospital on February 22nd grid stated that he was denied sick leave and vacation time put of Building Inspectors Department last year. -Motion made by Connell,'seconded by Avery granting salary between February 15 and February 28, 1954• Motion carried. REGULAR ORDER OF BUSINESS RESUMED: EAST SIDE SEWER SYSTEM: A letter'was'read from the Benton -Franklin District Health Department, Dudley N -.'Beall, Supervising Sanitarian, expressing an opinion on the need of sewer emtensions to'certain parts of'the Pasco Eastside and strongly recommending that every consideration be given the project. REFUND, fAWRENCE MARTINI, 1228 E. 10th Ave, Kennewick, Wash: A letter was read from City 'Engineer George R. Fisher, stating that according toterms of Ordinance -No. 625 and agreement on water service extension through blocks 17 and 24, Pasco Improvement Companys 1st Addition, Mr. Lawrence Martini is due a refund in the amount.of $600.00: Motion made by Avery, seconded by Combs authorizing a refund. Motion carried by roll call vote of six (6). EMPIRE ELECTRIC PROPOSAL: A letter was read from J. A. Hull of the Empire Electric submitting proposal for electric work on furnishing and installing necessary conduits, fittings, etc., for telephone service and out door bell at the Sewage Treatment Plant Building for $70.00. Motion m de-by'Aver,y, seconded by Craig authorizing installation in the amount of 70.00. Motion carried by roll call vote of six (6). Ic �� 56 PASCO, WASHINGTON GROUND OBSERVATION CORPS: A letter was read from Airport Manager 00" V. Cotton relative to juveniles stand- ing watch in the control tower for the G. '0.'C. One case recently, the youngster cut out a considerable amount of control and--- telephone cable shutting off airline control of radio -range station and their teletiype equipmeht. -The Committee recommends that no one be allowed in the tower under the age of 18 and further that some form of identification be issued to the parties -who are standing watch. Motion made b y-Craig,'seconded by Bonnett that -recommendation of the Airport Committee be carried out. Ground Observers Corps to be so notified. Motion carried. LUMBER BILL: A statement from the aladison Lumber & Mill Company in the amount of $12.61. This statement should be taken through the Civilian Defense Committee for authorization as'payment will have to be mad4 from this fund. Motion made by Avery, seconded by Connell to turn statement back to'the Ground Observers Corps with letter to carry bill through proper channels. Motion carried. • PDLICE CAR, BID REQUEST: A letter was read from Captain Glenn Sickels relatiive'to calling for bids on Police Car as setup in the 1954 Budget. Motion made by Bonnett, seconded by Avery granting request and setting Tuesday, 8:00 P. M., April 6th the date for opening bids. Motion carried. PETITION,, VACATE NORTH & SOUTH ALLEY, BLOCK 49 O'KEEFE'S SECOND: A petition signed by property owners adjacent to this alley petitioning same to be vacated, presented by C. S. Churchman, in accordance with Ordinance No. 650. Motion made -by Bonnett, seconded by Avery to hold a public hearing on Tuesday, April 20, 1954• Motion carried. REPORTS FROM COMMITTEES: EAST SIDE L. I. D.: Sewer trunk on -East side. Was discussed. The need is urgent. Assessed val- uation approximately $111;000.00. Financing this project for sewer mains would riot 'be feasible.. -Motion made by Connell, seob'nded by Avery that Combs, City'Engineer;'Water Committee and City Attorney work out a'solution and inv- estigate the possibility of L. I. D. Bonds. Motion carried. HOUSING AUTHORITY,. WATER CONTRACT:. Contract for Water Service at l''avy Homes expired on February 28, 1954- Motion made by Avery, seconded by Connell that the Davy Housing Project be charged commercial rate same as any other comparable business in Pasco. Motion carried. PURCHASES: - PARK DEPARTMENT: Repair parts for mower $72.74; Pipe, elbows, valves, $46.74; Hose $111.00; Trae'Pruner $5.25; Tennis Net $55.00; Baseball Head protectors 09.00. WATER DEPARTMENT: Rebuild impellai� shafts $190.04; Meters, adapters, ells, elbows, drills, oil, & mist. parts 1,345.13 SEWAGE TREATMENT PLANT: Fertilizer $61.80 Motion made b y Avery, seconded by Connell -authorizing purchases as submitted.. Motion carried by roll call vote of six (6). BUSINESS LICENSE APPLICATIONS: Motion made by Bonnett, seconded by Combs that restrictions requested by the Planning Commission on occupancy be complied with. Motion made by Bonnett, seconded by Connell to turn this to the Street Committee for relief and Park Board Department for seeding. Motion carried. Motion made by Craig, seconded by Avery that the Street Department be advised to clean up alley in Block 6, Pettit's Second Addition. Motion carried. TREES AT COURT HOUSE: Engineer to cheek location of trees at the Court House on north side. May be on County property. SURVEY LINES - to make correction in Pettit's Addition. No report. AIRPORT LEASES: Three leases"presented by Airport Manager, signed by Airport Committee as follows: Motion made by Craig, seconded by fiver; authorizing the 14lay6r and Clerk to sign when approved by the City Attorney. H, Kidwell, term to expire January 28, 1959 UNDERGROUND GASOLINE TANS, PUMP INSIDE BUILDING (MURPHY MOTORS). A letter was read from Acting Fire Chief Paul Akridge with recommendations. Motion made by Avery, seconded by Connell to authorize installation in accordance with recommendation. Motion carried. Motion carried. 2158 PASCO, WASHINGTON BY PASS ORDINANCE:. Police Committee and -:members of the Chamber of Commerce to meet with other groups to assist in forming by pass ordinance. EXHIBITION: General Elecgric Motor Coach, 9:00 A. M., Tuesday, 'larch 23rd, in P. U. D. Paring Lot and all metabers invited to attend. ANTENNA ORDINANCE: Copy of Richland's-Antenna Regulations consisting --of eight pages was not read. Mr. Fisher feels that with-& few changes to fit Vasco, -this could be used. Same was turned to the City Attorney for study. WATER SYSTEM INVESTIGATION (PART 2 - 1954) Report submitted by -Consulting Engineer Cornell. Copies furnished Council members; he then- spoke relative to water system improvements on Page 34 of the report, items 1, 2, 3, 4--& 5 were discussed and explained. Motion made by Bonnett, seconded by Avery authori,,ing Engineer to go ahead with items 1 to 4 inc. (Motion withdrawn) Motion made by Bonnett; seconded'by Avery authorizing City Engineer and Consulting Erigineer to prepare specifications on items 1 to 4 inc'.-for call for bids, callable on Tuesday 8:00 P. M., April 4, 1954• Motion carried. REDI-MIX MORTGAGE: Same has -not been received by the City. They were instructed to pay back taxes on property by the City Attorney who wrote their main office in Portland, Oregon. SEWAGE PLANT; Construction to be completed within a week or ten days. WELCH CASE:: Set for hearing the 25th of March, 1954• CISCO & VALLEY CONSTRUCTION CASE: At a stand still. City BUDGET REPORTS: City Clerk furnished each member a copy of the February 1954 budget report for all departments.
