CALL TO ORDER:
Meeting called to order at 8:00 P. M. Honorable Mayor Harry V. Custer presiding.
ROLL CALL:
By -Clerk. Councilmen present were J. A. Avery, L. E. Bonnett, Lee J. Craig,
C. S. Milne and T. R. VanHoy. C. R.*Combs, S. A. Connell and City Attorney
Richard G. Patrick arrived at 8:05 P. M.,
READING OF THE MINUTES:.
Minutes of meetings held December,29th, 11anuary 5th, 1954 were read and approved.
PRINTING BID, 8 POINT TYPE:
Question brought up relative to six point type and less being .used for legals
since acceptance of Tri City Bid. Motion made by Bonnett, seconded by Craig
that the City Clerk write Tri City Herald to furnish the 8 point solid type.
Motion carried.
BILLS & COMMUNICATIONS:
JAY ROBINSON'S VOUCHER:
Voucher presented in the amount of -0300.00 for drafting time on preliminary
studies of asco City Hall from August 18th to September 22, 1953• Motion
made by Avery, seconded by Bonnett that bill -be allowed. Motion carried by
roll call vote of seven (7).
BIDS: LIQUID CHLORINE:
Two bids were received, opened and read as follows:

Motion made by Avery, seconded by Combs that bids be turned to City Engineer
for recommendation.. Motion carried.
Engineer reports that the above bids are identical. Motion made by Avery, sec-
onded by Connell to accept the bid of Pennsylvania Salt. Motion carried by roll
call vote of seven (7).

Two�bids were received, opened and read as follows:

Motion made by Avery, -seconded by Combs to turn bids to City Engineer for rec-
ommendation. Motion carried. City Engineer reports that the General Chemical
Division has submitted the lowest bid. Motion made by"Avery, seconded by Combs
to accept the low bid of the General Chemical Division. Motion carried by roll
call vote of seven (7).
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
D. A. SPEER, BLOCK 147, PASCO LAND COTS FIRST ADDITION:
Mr. Speer and Mr. Brown were present in the interest of having the alley in this
block vacated. They desire to erect a building to be used for a nursing home
and they expect to install their own water and sewer lines. Procedure for vacat-
ing was explained. Mr. peer will take care of that immediately. Motion made
by Bonnett,,seconded by Avery that a public hearing be held on Tuesday, 8:00 P. M.
February 16, 1954 on the vacation of this alley. Motion carried.

T COUNCIL CHAMBERS JANUARY 19, 1954
CIVILIAN -DEFENSE, GROUND OBSERVERS CORPS:
Mr. G.eck spoke to the Council relative to making a few changes to the
operational control tower being used by the G. 0. C. and requested stairway
correction and hand rail installation. Motion made by Avery, seconded by
Borin'ett that stairway correction be -made -subject to approval of the Airport
Committee. Motion carried. Expense to be paid from the Civilian Defense
Budget.
TAX: WAIVED:
The G. 0. C. also requested that -the Council waive admission tax bn dance they
gave on'December 4P-19530' Motion made by Milne, seconded by Connell granting
request. Motion carried. ,
EARL HOOVER, SPIC 'N SPAN:
Mr. Hoover was'advised-by the Council that the Street Committee did not report
favorably'on cutti'ng'curb'and_parking for loading and unloading on lot direct-
ly south of the shop; they did recommend that a loading zone be painted and
one'parking'meter taken out in front of vacant lot for a trial period. Motion
made -by Milne,'seconded by Connell authorizing loading zone -at 109 So. 4th.

DEPARTMENT OF HIGHWAYS (FISH POND):
A letter was read frorn-T; P. Doyle relative to approaches to the Columbia River
Bridge, --Fish f(ond'area, stating that the Contractor would pvobably not excavate
to -'A depth of 4. or -5 feet. Motion made by Bonnett, - secorided by Craig that the
Mayor notify Mr. 'Doyle- that until the --Fish Pond situation has been straightened
out they ;will not honor borrow pit agreement at the Airport. Motion carried.
SNOW ON THROUGH STREETS:
Motion made by Craig,'secohded by -Mine that the Mayor take up with the State
Department and"the Governor, the fatter of taking care of snow on our streets.
Motion carried.
LOWER COLUMBIA BASIN SPORTSMEN'S ASSOCIATION, INC.
A letter was read from Bi11*Elrod, Secretary of -the Association, relative to
oil and' -gasoline flowing down the'drainage ditch in back of the dike which
comes from the -Port of fiasco area, thus creating a serious condition for the
fish.- City Engineer states he notides-:thls,some time ago and brought it to
the ' attention -of- the Poll -t tion Control Commission. Motion made by Bonnett,
seconded'by Craig that --t he'City Engineer contact the Port of Vasco and the
Pollution Control Commission to'see what can be done other than an injunction
to stop this -practice. Motion carried.
Motion made by Bonnett, seconded by Milne to send copy of Mayor's letter to
Doyle, also akswer of'Jan. 20th letter, all three copies to Sportsmen's Assoc-
iation. Motion carried.

JAMES STREET EXTENSION: GLEN R. MUDD & GEO. T. HOWSER, Jr:
Letters from the hbove mentioned -property -owners requesting that James Street

be constructed between North -Arthur -and th6—State Highway. Motion made by
Milne, seconded by'Avery to cut -street through, 60' gide as far as dedicated
and 30' on balance. Motion carried.
AMERICAN LEGION POST NO. 34 (WAIVE BUSINESS LICENSE):
j A letter from Ralph York was read requesting that Business License on Amateur
Boxing be waived, proceeds to gotto Stadium Pond and other public projects.
Motion -made by -Bonnett, seconded by Avery to waive burliness license for worth-
while civic projects. Motion carried.

RESIGNATIONS, LIBRARY BOARD & PLANNING -COMMISSION:
A -letter was read from A. M. Haylett,-tendering his regignation as. a member of
the Library Board effective January 1, 1954-
A letter was read from Mrs. Ellen E. Sullivan tendering her resignation as a
member of the Library Board effective as of December 31, 1953•
Motion made by Bonnett, seconded by Milne to accept the above resignations from
the Library Board. Motion carried.

IPASCO, WASHINGTON
REGULAR MEETING COUNCIL CHAMBERS JANUARY 19, 1954
A letter was read from E. W. Newman tendering his resignation as a member of the
Planning Commission effective January 5, 1954.
Motion. made by Milne, seconded by Bonnett accepting the resignation. Motion
carried.
SEWAGE DISPOSAL PLANT CONSTRUCTION:(TIME EXTENSION REQUEST)
A letter was read from Mr. -Edmiston to the Council via John W. Cunningham &
Associates Office requesting an extension of time beyond January 22, 1954
and ending with the ' settlement of the current labor dispute. F. S. `Zeid1hack's
letter of January 14, 1954, recommending that -"no -action be taken.on.this re-
quest at*-th6 present"time: Motion made 'by Avery, seconded by"Connell accept-
ing the request of the John W. Cunningham & Associates. Motion carried.
PASCO ENGINEERING DEPOT:
A letter and sketch was read -and considered from Jay W. Doverspike regarding
installation -of destination signs within the city limits -indicating direction
to the _dep'ot. -Motion inadeby Craig, seconded by Milne that answer to the re-
quest be delayed. Motion carried.
UTAH OIL REFINING COMPANY, 719 RIVER STREET:
A letter was read stating a railroad spur is to be constructed along the River
Street side of their warehouse property and request that a concrete sidewalk
not be installed. Motion made by Milne, seconded by Avery that the sidewalk
provisions of the -Ordinance be waived and an agreement be drawn up that same
will be constructed if and when requested by the City Council. Motion carried.
BOAT BASIN:
A letter and license received -from F.Z. Tandy, Corps of Engineers, U. S. Army,
Walla Wallas Army -License executed by the Governor -in triplicate covering Pasco
Boat Basin area -for public park and recreational -purposes. Motion made by Conn-
ell, seconded -by -Combs authorizing the ayor to sign license upon approval by
the City Attorney. Motion carried.
SEARS, ROEBUCK & COMPANY, FIRE HYDRANT:
A letter was read from R. J. Begey requesting the installation of a Fire Hydrant
at the corner'of 11th and A Streets. Motion made by Avery, seconded by Milne
that a'Fire Hydrant be installed at 11th & A Streets under supervision of the
City Engineer. Motion carried.

Tuesday, 8:00 P. M., February 16, 1954- Motion carried by roll call vote of
seven (7).

Application-appiroved_by the Plarining'Commission'for temporary occupancy. Manager
Coffee was present and stated that"the heavy equipment had been moved down to
South 5th and Ainsworth, R-2.' Discussion followed. He was informed by the City
Attorney that -this type'of bi:siness is -not allowed in R-1 according to Ordinance
No. 435; office calls only corns-titute a business. Motion made by Bonnett, sec-
onded by Milne to turn application to' City Attorney. Action tabled pending
investigation and opinion. Motion carried.
CITY FINANCE COMMITTEE:
Bond issue received.$1000000.00 to be returned to funds with interest; excess
funds deposited on short term loans.
RESOLUTION NO. 338:
Authorizing payment of Interest Bearing -Time Warrants issued to pay for the
immediate construction costs -of the -Primary Sewage -Treatment Plant from the
proceeds of 'the Water & Sewer Revenue -Bond -Sale was read. Motion made by
Avery, seconded"by Bonnett to adopt Resolution No. 338. Motion carried by roll
call vote of seven (7).
RESOLUTION NO. 439:
A resolution authorizing a transfer of $19,000.00 from the "Water & Sewer Rev-
enue Bond 1954 Construction Fund" to the asco Water Revenue Fund was read.
Motion made by Avery, seconded by Milne to adopt Resolution No. 339- Motion
carried by roll call vote of seven (7).
RESOLUTION NO. 340: ($326,000.00 - 90 days: $180,000.00 - 60 days)
Authorizing the investment of -inactive funds and funds in excess of current
needs of the City of Pasco was read. Motion made by Craig, seconded by Milne
to adopt Resolution No. 340- Motion carried by roll call vote of seven (7) -

Motion made by Bonnett, seconded by Milne authorizing the City Trea'surer'toemake

LAND USE MAP:
Wendell Brown informed the Mayor he has a -land use map that might be used to a
good advantage; offering same to the City. Motion made by Bonnett, seconded by
Milne authorizing the City Engineer to"prepare ground work to enable civic clubs
to assist with survey. Motion carried.
CLAIMS:

Firemen's'Fund Group asking for reimbursement in this amount. City Clerk to for-
ward voucher. Motion made by Bonnett, seconded by Craig to allow reimbursement.
Motion carried.
OSCAR V. & L. C. COTTON:
Claim of $197.72 for damage to private car on December 24, 1953, at Airport.
Motion made by Bonnett, seconded by Milne to notify Wendell Brown Agency. Motion
carried. City Clerk to so do.
