�j PARKING ON LEWIS, B. B. HORRIGAN:
A letter was read from Judge Horrigan relative to parking in front of his resid-
ence, stating that a space could be painted east of the Bus Stop. Motion made by
Avery, seconded by Bonnett that a study be made on widening Lewis between Sixth �I
ii and Seventh as there is a traffic problem there. Recommendations to be.made.
Motion carried.
CONGREGATIONAL CHURCH SIGNS:
A letter was read from Mr. Su.tley regarding request to erect directional signs
A letter attached from T. P. Doyle setting out policy adopted by the State High-
way Department and that the State Juris4iction regarding signs such as sign
pannels extending from curb to curb or outside edge of shoulder. Motion made by
Bonnett, seconded by Milne that letter be turned to Street Committee and contact
Mr. Sutley. Motion carried.
STATE HIGHWAY DEPARTMENT TRUCK ROUTE:
A letter was read from T. P. Doyle relative to the use of Illinois Street as the
westerly terminus of a'proposed extension of truck route. Deceleration lane not
an immediate necessity:; proper turning radii were planned for the movement of
large combination vehicles and will provide whatever additional lane widths as
may be necessary.
PIT SITE AND HAUL ROAD (DEPT OF HIGHWAYS):
A letter was -read from'Frank"M. Stocking, Right-of-way Engineer, relative to
right -of -entry which was -signed and returned. Airport Manager 0. V. Cotton
requests that somewhere a -clause be injected into the agreement that the High-
way Department take care of'soil erosion which will undoubtedly be created
when activity starts. Motion made by Avery, seconded by Bonnett to approve
permit subject to opinion of the City Attorney. Motion carried.
SEWAGE DISPOSAL PLANT FENCE:
A,letter and sketch was received. Letter read relative to two plans for fencing
this project.
Plan 1
Utilize the present west fence cutting in an 18 foot
driveway-gate•and a 4 foot entrance gate on the west
line and enclose the operational area only with a 7
foot high climb proof chain link fence and'also pro-
vide a 12 foot gate in the east fence line. Remove
the present barb wire fence along the north line
within the area only, and enclose the entire balance
of the property on the east and south with a cheap
barb wire fence, or none at all if agreeable to the
depot personnel. The sole purpose served by the barb
wire fence is to mark the boundaries of the city prop-
erty.
Plan 2
Enclose the entire City property with a 7 foot climb
proof chain link-feneb-iztilizing the present west
fence as in the plan above.•
They favor Plan No. 1.
Motion made by Avery, seconded by Bonnett recommending the acceptance of Plan 1
subject to requirements of the Army. Motion carried.
BOND ISSUE,.. $ 800,000.00, WETER,, ROBERTS & SHEFFELMAN:
A letter was read from James Gay to the City Attorney submitting original and five
copies of Ordinance -No. 775, set up to include successful bond bidders, interest
rates and maturities and requesting this be passed immediately, excerpt and
affidavit of publication.
SIDEWALK AT SEARS, ROEBUCK WAREHOUSE:.(llth & A)

A letter was read from Mr. Begey stating they would pay their share when install-
= ation was made. Motion made by Bonnett, seconded by Craig to furnish Sears, Roe-
buck a copy of Ordinance No. 688 and inform them that they must comply. Motion
carried.
Re: $800,000.00 FOSTER & MARSHALL:
A letter was read from Donald A. Meyer, relative to printing bonds, delivery, etc.

PLANNING, E. T. LINDNER:
A letter was read from the Planning Commission requesting finances for sectional
maps and future planning survey. Building Inspector Lyle Cooney is willing to
assist with this as he would like a map for his file and use. Motion made by
Bonnett, seconded by Milne approving purchase from Building Inspectors Budget.
Motion carried.
P. U. D. PROPOSED BUILDING NEAR INLAND HARDWARE:
A letter was read from Harry H. Hudlow stating the P. U. D. is interested in
water extension for use at their warehouse and is interested in sharing in in-
stalling pipe line. A plat has not been filed of this area. Motion made by
Bonnett, seconded by Milne to turn this to the Water Committee. Motion carried.
P. U. D. LIGHTS, WEST LEWIS:
As requested the following chart of costs was submitted on 36 authorized fluor-
escent street lights:
8 units to be installed on existing poles @ 2950'00
28 units to be installed on new poles 325.00

A letter was read from 0. V. Cotton stating a refund of $200.00 is due the Sears,
Roebuck & Company account error"in rent payment. Motion made by Bonnett, seconded
by Milne authorizing the refund. Motion carried by roll call vote of six (6).
PUBLIC HEARING,. VACATING AINSWORTH BETWEEN SHIP & A STREETS:
Notice of Public Hearing was read, also petition to improve extension,on Ains-
worth and not vacate street, signed by 27 signers. Mr.. Armstrong and Mr. Kid-
well want street left open for business and emergencies. Mr. Downey desires
to have street left open as the traffic pattern is bound to change in this area.
Preston is of the same opinion. Motion made by Milne, seconded by Combs to not
vacate street. Motion carried.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
AINSWORTH BETWEEN 10th & 11th STREETS:
Mr. Armstrong and Preston request that this street be repaired; bad holes on
edge of oiling. No action taken. '
17ESTON REDI-MIX AGREEMENT (DUANE TABER):
Mr. Taber spoke as attorney for Weston Redi-Mix. Agreement was discussed; the
City is'asking more security as the hole is much larger than when areement and
the $10,000.00 bond was accepted; $20,000.00 bond not obtainable. 9101.000.00
bond now on file and deed to gravel ptt property placed in escrow. Following a
lengthy discussion motion was made by Bonnett, seconded by VanHoy to accept deed
on property, continuation of $10,000.00 bond and deed to be placed in escrow as
security of performance. Grade to be set by City Engineer." Motion carried.
Supplemental agreement to be taken care of by City Attorney.

A petition was presented signed by Eastside property owners requesting an L. I. D.
Sewer Installation. Motion made by Bonnett, seconded by Milne that petition be
checked for accuracy. Motion carried.

WATER COMMITTEE READY TO REPORT ON RESERVOIR & TRANSMISSION LINE BIDS:
A letter was read from Consulting Engineers Holly A. Cornell submitting a summary
on the three lowest bidders on each contract including alternate. Motion made by

CURBS, (COSTS)
Motion made by Milne, seconded by Connell that the City pay for setting back curbs
when widening at cities request and curbs have been constructed by property owners.
Motion carried.

A discussion was entered into relative to sidewalks, property, island and curbs.
No action taken.
FOSTER STREET, CHURCH 2nd ADDITION:
Motion made by Milne, seconded by Connell that Foster Street be graded through as
requested by the Nazarene Church.. Motion carried.
FIRE CHIEF'S CAR REPAIR:
Motion made by Bonnett, seconded by Craig authorizing repairs to Fire Chief's and
B uilding Inspector's Car, not to exceed $275.00 and to be paid from Building
Inspector's Budget. Motion carried by roll call vote of six (6).

E.W.M. to the City of Pasco for a reservoir. This document is being processed
and will be forwarded'to the Commissioner in Washington. No objection to proceed-
ing with construction; this letter can serve as permit to enter on the property.
