Findings reported shortly thereafter and recommending the low bid of Foster & Marshall Companv. Motion made by Bonnett, seconded by Avery to accept the recommend- ation and award the bid -to Foster & Marshall at effective rate of 3.17727% and re- turn certified check in the amount of $409100.00 to Willard B. Vadman. Motion carried by roll call vote of six (6). BIDS, AIRPORT BUILDING & TANKS: No bids received on Water Tank sale. Two bids received on Building sale as follows: Lincoln C. Mahaffey, Jr. $116.00 W. E. Darling 55.00 Motion made by Bonnett, seconded by Craig to turn the bids to Airport Committee for recommendation. Motion carried. 2114 PASCO, WASHINGTON BIDS, LIBRARY REPAIR: One (1) bid was received from Evan C. Allstrom as follows: New material with guarantee $1,063.64 Without guarantee 684.24 Motion made by Bonnett, seconded by Combs to reject bid and authorize the Librar Board to negotiate up to $1,000.00. Motion carried by roll call vote of four (4T. (Connell and Avery in City Engineers Office) COMMUNICATIONS: NAZARENE CHURCH (STREET): A letter was read from B. Weston Tucker, requesting that Foster Avenue in Church's Second Addition be graded through. Motion made by Bonnett, seconded by Combs to turn this to the Street Department for report and recommendation. Motion carried. WESTON CONCRETE CONST CO: I) WESTON REDI MIX, INC. ; BOND OR SECURITIES: A letter from the City Attorney to Lyle Weston, under date of.November 23, 1953, was read into the records, relating to securities, requesting that a financial statement be furnished immediately as stated in letter of November 5, 1953; this would give the Council a chance to study report before meeting on December 5, 1953 at which you state you will appear. Deeding gravel pit property to the Cit to be held in escrow was suggested pending full performance. (Letter to be filed DEPARTMENT OF HIGHWAYS: A letter of November 25th with prints attached was read regarding proposal for the intersection of Indiana and the new Highway. If desired they will allow curb opening for driveways between Indiana and Dakota Street Intersections. Application or.decision of this plan will be appreciated in the near future; contractor about ready for this work. Following a discussion with Mr. Skidmore, who appeared for property owners, in this location, protested curbing or narrowing street; they favor leaving curb off and making an apron; property owners will install sidewalks. Motion made by Bonnett, seconded by Avery that the Mayor write to the Department of Highways stating that all property owners on that street have no the City Council that they do not want any portion of street curbed off. Motion carried. FILTRATION & PUMPING STATION ALARM SYSTEM : CORPS OF ENGINEERS: Washington water pumping plant to pump effluent from the Filtration Plant was com- pleted by the Government without'installing highwater alarm in filtration plant to indicate failure of pumping plant to start, account exorbitant cost of installation between pumping plant and Filtration plant, therefore this item was deleted from contract. If the City still desires to have this installation made and will furn- ish, without cost to the government, a pair of wires in the buried line between plants; an effort will be made by this office to install the alarm system. Motion made by Bonnett, seconded by Avery authorizing the City Engineer to con- tact F: S. Tandy, Ctrl. Corps of Engineers, proclaiming this to be their responsib- ility.' Motion carried. BID - c CHLORINATOR: A letter was read from John W. Cunningham & Associates recommending the purchase of the Wallace & Tiernan Chlorinator in the amount of $3,685.00. Motion made by Avery, seconded by Craig to accept the recommendation of John W. Cunningham & Associates and purchase the Wallace & Tiernan Chlorinator in the amount of 030685.00. Motion carried by roll call vote of six (6). TRUCKS FOR STREET 'DEPARTMENT : A letter was read from CitY Engineer requesting permission to call for bids on two dump trucks for the Street Department with two used trucks to be turned in. Motion made by Bonnett, seconded by Combs authorizing call for bids to be opened Tuesday, December 15, 1953• Engineer to furnish specifications. Motion carried. REG TIT LAR ORDER OF BUSINESS SET ASIDE: Po` U. D. #1: Mr. Titus discussed installation of lights on West Lewis; the kind, spacing, cost, etc. Motion made by Avery, seconded by Connell to accept proposal on fluorescent type lighting on 47 units as per Ordinance No. 739 on file. Motion carried. Mr. Titus to submit proposal in a letter. Two Street Committee members, after looking the situation over, recommend that trees be .removed. SIDEWALK AT LIFT STATION: Motion made by Craig, seconded by Avery that sidewalk be constructed at the lift station. Motion carried. PORT OF PASCO EASEMENT PIPE LINE: Easement not received to conform to city council's request. City Attorney to follow yp on this. EAST SIDE L. I. D.: Discussing ]hhe East Side L. I. D. improvements; they need lights, roads, water mains and laterals. Petitions handed in up to this time represent renters and property owners. The Council wish a petition signed by property owners. Motion made by Bonnett, seconded by Connell that the East Side Improvement Assoc- iation be notified that the City Council want a petition signed by property owners only. Map to accompany letter.
