REGULAR MEETING COUNCIL CHAMBERS NOVEMBER 17, 1953
SEARS, ROEBUCK & COMPANY SIDEWALKS:
A letter was read from R. J. Begey requesting the City to defer sidewalk construct-
ion for the time being at West A and 11th Streets. Motion made by Bonnett, seconded
by VanHoy that Sears, Roebuck & Company b6 n6tified to follow conditions of the
Ordinance. Council expects to take steps to get sidewalks in that area. Motion
carried.
STATE HIGHWAY,•COLUMBIA RIVER -BRIDGE CONNECTION:
A letter was read from R. H. Pyle, attached two prints of the access plan as
r, approved by the State Highway Commission for the Columbia River Bridge to 8th
Street and P. S. H. No. 11 connection, submitted for City files to bring same
up to date.
BLUE MOUNTAIN TELEVISION CABLE CORPORATION:
jj A letter was read from Robert A. Comfort, Attorney, requesting a public hearing
on November 24, 1953• Motion made by Bonnett, seconded by Avery that they be
notified it will be impossible to hold a public hearing on November 24, 1953 as
suggested. Motion carried.

REMOVING TREES (5th & CLARK STREETS):
A letter was read from the MarKay Shop and Marvin J. Nelson requesting that the
large trees in the parking strip be removed. Motion made by Connell, seconded
by Avery to turn this to the Street Committee for investigation and report:
Motion carried.
REZONING BLOCKS 27, 28, 29 & 31, RIVERSIDE ADDITION - R-2 TO C-2:
A letter was read from the'Planning Commission recommending that an Ordinance be
drawn.. Motion made by Avery, seconded by Bonnett that City Attorney draw up an
Ordinance as requested. ' Motion carried.
REZONING LOTS 1, 2, 3 8r4, BLOCK 7, HELM'S ADDITION - R-2 TO C-1:
A letter was read from the Planning Commission concurring with the rezoning.
Motion made by Avery, seconded by Bonnett that the City Attorney draw an Ordinance.
Motion carried.
REZONING: 4th & YAKIMA STREETS:.
A letter was read from the Planning•Commission approting the petition as submitted
if process of law has been carried out according to City Ordinance.
A PETITION opposing the change was read; same signed by sixteen property owners
in the area. A letter was read from Mayor Custer challenging the validity of two
signatures on the petition, i.e. John Klundt and Father Schmitz. Following a
discussion motion was made by Bonnett, seconded by HanHoy that upon City Attorney
attesting the validity of,signatures and 51% the request be granted. Motion
carried by roll call vote of six (6).
PETITION, 4th & COURT:
A petition presented by the P. T. A. relative to traffic conditions during school
crossing hours. Motion made by Connell, seconded by Avery that the P. T. A. be
advised that we have received a letter from the State and they are taking traffic
count and will advise their findings, Motion carried.
PETITION, WEST LEWIS:'
Resisting vacation of that portion of West Lewis lying between Illinois and Dakota;
State Highway desires to lcurb streets, thus -creating a dead end. Motion made by
Bonnett, seconded by Craig to answer the State Highway Department to the effect
that the Council can see no reason for streets to be curbed. Motion carried.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
SEWER & WATER,. EAST SIDE:
Mr. Wilson, 620 So. Beech desires to know status of L. I. D. Sewer & Light program.
City Engineer read findings' thus far on L. 1. D. Sewer; cost appears to be higher
than valuations. City Attorney to report on trunk lines. Property owners paying
for installation of laterals was considered. on October 6, 1953• Harry Hudlow
reported -the East side light program would be underway in the near future.
TANKERS PARKING AT 10th & AINSWORTH:
Mr. Kidwell and Mr. Armstrong discussed the "A" Street rruck py-pass also tie in of
Ainsworth to the new highway. They request that Ainsworth be kept open.

REPORTS FROM COMMITTEES«
PURCHASES:
Motion made by Avery, seconded by Combs authorizing purchase of Water Statements
and postage in the amount of 4100.00. Motion carried by roll call vote of six (6).
6" or 8" WATER LINE TO PORT DISTRICT:
Water Committee reports they recommend the installation of a 6" or 8" water line
to the Port District, and the 4" line to be taken out could be used at the Cemetery.
Motion made by Avery, seconded by Combs authorizing the change as recommended and
using the 4" line at the Cemetery. Motion carried by roll call vote of six (6).
Motion made by*Avery, seconded by Craig authorizing the Sexton to,go ahead with
money available in the 1953 Budget. Motion carried by roll call vote of'six (6).
FIRE PROTECTION (SEARS, ROEBUCK & COMPANY):
A request to install a sprinkling system in their building for fire protestion,
the cost or rate was made by Sears, Roebuck & Company. Following a discussion
the Committee recommends that the Water charge be one-half meter charge. Motion
made by Avery; seconded by Bonnett to go on record authorizing the one-half meter
rate charge. Motion carried by roll call vote of six.(6).
SEWAGE DISPOSAL PLANT SHOWER:
A shower is needed in the plant. City Engineer and Resident Engineer request
authorization;to make installation; cost would be approximately 0341.00. Motion
made by Cornell, seconded by Craig authorizing installation not to exceed $400.00.
Motion carried by roll call vote of six (6).
TRUCK BY-PASS.ORF BRIDGE:
Pass between Chase and "A" Street; three traffic lanes were discussed also locat-
ion of a man -hole and left hand turns. Motion made by Avery, second6d by Combs
that the Mayor be authorized to write Mr. Doyle relative to Illinois Street turn.
Motion carried.

Motion made by Bonnett, seconded by Avery to give Ordinance No. ?71 the third
reading. Motion carried. Ordinance No. ?71 was read. Motion made by Bonnett,
seconded by Avery that Ordinance No. ?71 has been given the third reading.
Motion carried. Motion made by Bonnett, seconded by Craig that Ordinance No. 771
be adopted. Motion carried by roll call vote of six (6).

AN ORDINANCE VACATING THE NORTH AND SOUTH ALLEY
OF BLOCK THREE, PETIT'S SECOND ADDITION TO PASCO
Motion made by Bonnett, seconded by Avery to give Ordinance No. 772 the third
reading. Motion carried. Ordinance No. 772 was read. Motion made by Avery,
seconded by Bonnett that Ordinance No. 772 has been given the third reading.
Motion carried. Motion made by Avery, seconded by Combs that Ordinance No.

reading. Motion carried. Ordinance No. ?73 was read. Motion made by Avery,
seconded by Craig that Ordinance No. 773 has been given the third reading.

CHANGE THE DESIGNATION OF THE BONDS AUTHORIZED
THEREIN FROM "WATER AND SEWER REVENUE BONDS,
1953" TO "WATER AND SEWER REVENUE BONDS, 1954">
AND TO SIMILARLY CHANGE THE DESIGNATION OF THE BOND
REDEMPTION FUND CREATED THEREIN AND AMENDING THE
PROVISION RELATING TO THE ISSUANCE OF ADDITIONAL

CALL FOR BIDS ON GASOLINE, PRINTING AND LAMPS:
Mqtion made by Avery, seconded by Bonnett that call for bids on gasoline, lamps
and printing contracts be held on Tuesday, December 15, 1953• Motion carried.
