Cunningham & Assoc Engineering services 3,000.00 Total 180650.12 GRAND TOTAL 700331.28 COMMUNICATIONS: CLAIM: JOHN HOLMQUIST A letter was read from Minnick and Hahner Attorneys relative to the above claim, Accident occureid at the Pasco Airport; Association,Aviation,Underwriters are requesting that the City execute and return four (4) copies of the Agreement submitted herewith called, RESERVATION AND SUBROGATION.AGREEMENT, following con- sideration and letter the City Attorney recommended that the Mayor and City Clerk be authorized to sign the Agreement. Motion made by Bonnett. seconded by Craig authorizing the Mayor and City Clerk to sign Agreement as presented. Motion carried. STATE DEPARTMENT OF HEALTH A letter was read from Emil C. Jensen, Chairman, Division of Engineering & Sanitation, calling attention to the Inland Empire Water Works Short School to be held at the Statd College of Washington at Pullman, November 19, 1953. Motion made by Bonnett seconded by Avery that the City Engineer or some member of the Water Department be assigned to attend. Motion carried. LIBRARY REPAIRS A letter was read from Mrs. Kidwell, Librgry Board Chairman, requesting that the City call for Bids on repairs to the Library Building* Data of work on file' at the Library. Motion made by Bonnett seconded by Plilne giving the Library Board permission to call for Bids, Tuesday at 8:00 o'clock P.M. on December 1, 1953 on repairs to the Building. Information to be furnished by the Board. Motion carried. CURB CUTTING: PASCO AUTO A letter was read from Alexander Hargis, Representative for the Pasco Auto re- questing permission to construct two new driveways through the curb. Sketch attached. Motion made by Craig seconded by Avery that the request be granted subject to approval of the City Engineer and according to the existing Ordin- ance. Motion carried. Motion carried by a roll call vote of six (6). DIRECTIONAL SIGNS A letter wa.s read from Paul D. Sutley, Minister of the First Congregational Church petitioning the Council for permission to erect church sigpsson the Spokane and Walla Walla Highways, location to be worked out with the City Engineer. Motion made by Craig seconded by -Milne that the letter be returned and party by advised to take this up with the State Highway Department. Motion carried. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. WATER EXTENSION - SIDE WALKS - SEWER LINE - REIMBURSEMENTS Mr. Casey Sheppard spoke to the Council regarding Water extension to serve his property on North Arthur off Couft Street. Reimbursements for sidewalks`and' street; installation sewer extension also discussed. Regarding sidewalks, Mr. Milne read a letter from the State Highway Department stating that.they antici- pate making a study and traffic count at North 4th and Court Streets during the month of November, 1953 and will submit a report of their findings. Milne pre- sented a sketch showing needs at 6ourt and North 4th Streets. Mrs. Whitemarsh states she does not favor giving property for sidewalks at 4th and Court, account her renter needs that property for parking space. The Council requests four curbs be installed. Motion made by Bonnett seconded by VanHoy to concentrate on sidewalks on the South side of Court Street and work out loca- tions on the North side. Motion carried. Motion made by Milne seconded by Craig that the Mayor write to the Chief of Police to place a Patrolman at 4th and Court to assist School Traffic. Motion carried. No action taken at this time on Casey Sheppard's questions. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT REPORTS FROM COMMITTEES: II TELEVISION No report SIDEWALK - SYLVESTER AND MURRAY Milne presented a sketch showing suggested corrections for sidewalks and curbs on Murray and Sylvester. Motion made by:Bonnett seconded by Milne that sidewalks be installed according to plan submittod', 'by-the' Straet- Committee and City y Engineer with suitable driveways for.businesses with parking areas 'inside sidewalk; subject to approval of City engineer and Street Committee. Motion carried. PLUMBING CODE (ADOPTION) jl Adopting the Plumber's Code. by reference was.suggested.„ Motion made by Bonnett seconded by Connell that a copy of the Plumbing'Code be turned to the City Atto- rney and City Engineer for study. Tower on same pro- position entered into with'Heminger City. Insurance was discussed. Decision tabled to the next meeting. CLAIM - WATER DAMAGE-- K. C. MAHAN Mayor Custer, referred to damage to Mahan's residence,acc.o_rnt break in the Water .. main)no.t being paid. Wlhed.to know who or what was causing delay. Insurance adjustor.Mr.'Wood has made no settlement. Motion made by Connell seconded by Craig that the City Attorney find out status of situation. Motion carried. Recreation, 3 card tables: Motion made'by Bonnett seconded by Craig to hold up card table license for report from Chief of Police. Motion carried. Mo- tion carried. - BUILDING COMMITTEE REPORT CITY HALL �. Milne recommends that the Building Committee working on the City Hall con- sists of the entire Council, Mayor as chairman and suggest that a four months study of the situation be made.Motion made by Milne seconded by Craig that the Mayor notify Jay Robinson, Architect that his services terminated as of September 22, 1953. Motion carried. BOND ISSUE WATER EXTENSIONS AND RESERVOIR Requesting 6800,000 issue instead of %500,000 is favored by the Mayor, this was discussed with the Council and suggestions made'by the Bank was related by the Mayor in conclass16n. PUBLIC -HEARING VACATING NORTH AND SOUTH ALLEY, BLOCK 3, PETTIT'S SECOND ADDITION Notice of Hearing was read; no protests were made in person or by letter. Motion made .by Avery seconded by Milne that an Ordinance be drawn vacating alley as requested. Motion carried. ENGINEER, HOLLY A. CORNELL Mr. Cornell submitted a letter and preliminary Draft of contract documents for the construction of Water transmission lines and five million gallon reservoir. He suggested bids be called Thursday 8:00 otclock P.M., December 100 1953 that a Special Meeting be held at that time. Motion made by Avery seconded by Craig to call for bids on construction of Water transmission lines and five million gallon reservoir, Thursday, 8:00 o'clock P.M: December 10, 1953 and that a Special Meeting be called for that purpose time and date. Motion carried unanimous. MISCELLANEOUS DEPARTMENT OF HIGHWAYS WEST LEWIS STREET CONNECTION A letter to George R. Fisher read October 202 1953 with reference to plans showing curb and gutter to be constructed across Indian* Street between Dakato-and Illinois to avoid a flat intersection between Indiana and the new highway. ;Approaches to the new highway will be constructed for private improvements immediately adjacent. This State neglected having this plan approved. A discussion followed with regard to disadvantage property owners, not immediately adjacent to the highway, would be put to. Street Committee Chairman favors granting request as State has burdon at present.. Motion made by Connell seconded by Avery -to turn to the Street Committee and Street Department for report. Motion carried. HAWK DISTRIBUTING COMPANY, 4201,. W. COLUMBIA '.: SIDEWALKS Street committee to recommend location of sidewalks at this point. APPOINTMENT FINANCE COMMITTEE Mayor Custer, City Treasurer and one councilman constitutes the Finance Com- mittee. At this time the Mayor appointed L. E. Bonnett as a member of the Finance Committee. Motion made by Craig seconded by Milne approving the !' appointment. Motion carried. NORTHERN PACIFIC RAILWAY COMPANY Vacating West Ainsworth from "A1,1 to Lucas.
