Custer. presiding. ROLL CALL: By clerk. Councilmen present were: J. A. Avery, L. E. Bonnett, C. R. Combs, S. A. Connell, Lee J. Craig, C' S. Milne and T. R. Van Hoy. City Attorney, Richard G. Patrick was present. READING OF THE MINUTES: The minutes of the meeting held October 5 and 6, 1953 were read and approved. COMMUNICATIONS: BIDS ON PIPE, FITTINGS AND VALVES Opening of Bids on Pipe, Fittings and Valves. Legal Notice on Call for Bids was read. Fisher, Mr. Cornell recommended a Special Ideeting to award Bid. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT, to hear from visi= tors. F.U.D. #1 STREET LIGHTING Mr. Harry Hudlow, present, states they are now ready to install lights in the Foster and Meridian Additions. Contract to be submitted for approval in the near future. There are approximately bne hundred (100) lights to be --install- ed, on the old contract. Will be working on the Eastside Project in two or three weeks and hope to finish all installation by the first of the year. Plan and map submitted on light locations. Motion made by Milne seconded by Craig to accept the plan. Motion carried. MR. TITUS"-' LIGHTS ON WEST LEWIS Mr. Titus of the P.U.D. #1 spoke relative to removing lights on West Lewis, account, Highway construction and requests that the council advise the type of lights preferred for replacement. Light Committee, VanHoy, Milne and Craig to meet with Mr. Titus at the City Hall, Thursday, October 22, 1953 at 11:00 o'clock A.M. SOUTH 5th STREET - GRADDING Mr, Ardell Curtis, present, requests that South 5th Street be gradedi1down past Block 19, Riverside Addition. A warehouse is being constructed in this block. Street Committee to render decision. Milne, Craig and Connell will meet Thursday, October 22, 1953 at 11:00 o'clock A.M. TELEVISION --- Tri City Mr. L. G. Lix, present, submitted a financial report which was turned to the Television Committee at this time. The Television Committee consists of, Bonnett, Combs, Connell and Avery. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT: COI!IJUNICATIONS CONTINUED PASCO, WASHINGTON REGULkR MEETING COUNCIL CHAMBERS OCTOBER 20, 1953 PUBLIC HEARING VACATING CHARLES STREET Notice of Hearing was read. No protests made by letter or in person. Mr. Epp was present in behalf of the Eastside School stating this property was needed for play ground purposes. Motion made by Craig seconded by Bonnett to turn this to the City Attorney for Vacation Ordinance. Motion carried. OCCUPANCY BUSI NESS11(,> A letter was read from Karl Krudwig relative to occupancy requested by G. & M. Plumbing and Heating, 1911 North Arthur. His investigation shows this location to be between the State Highway and Arthur Street, a tenta- tive C-1 Zone, at present P-2. Applicants, Gorval Gray and Robert D. Mitchell. No equipment or material will be stored on the premises until changing of zoning is completed. SPORTING GOODS AND REPAIRS, 716 North Murray Street Applicant, Richard S. Curtsinger. Krudwig reports the address has been changed to 1221 S. 4th, R-2 Zone. The business is for Hobby purposes. Planning Commission to decide on occupancy. CHLORINATOR: SEWAGE TREATIdIENT PLANT A letter was read from the City Engineer, George R. Fisher requesting a CALL FOR BIDS on a Chlorinator machine. Bids to be opened November 17, 1953. Motion made by Avery seconded by Combs authorizing CALL FOR BIDS onChlorinator callable November 17, 1953, Tuesday at 8:00 01 -clock P.M. Motion carried. AIRPORT SURPLUS SALE A letter from O.V. Cotton stating the Advisory Board set a minimum price of $500.00 for each elevated water tank and $50.00 on a frame building to be advertised for sale, was read. Motion made by Avery seconded by Bonnett to call for bids as requested Tuesday at 8:00 o'clock P.I{1I.3 December 1, 1953. Motion carried. BONDS Mr. Vadman discussed Bond Sales with the Council. He thought this would be a good time for an outright sale. He could present contract and price at this time. He was informed that the unanimous opinion of the council members was to call for bids. Motion made by Avery seconded by Combs to instruct Sheff-telman to draw detailed Ordinance for 500,000 Bond Sale calable for Tues- day at 8:00 o'clock P.M. on December 1, 1953. Motion carried. SCHOOL TRAFFIC PROBL�1 Four High school students discussed with the counsil, Traffic Regulations issued by the school and City traffic laws in conclusion. Motion made by Graig seconded by Connell that the Police Committee have Police Department send traffic officer to High School and authorized to find out about school laws. Motion carried: Councilman, J. A. Avery exused at this time. PROPERTY PLAT - INLAND HARDWARE COMPANY A letter was read from J. G. Bailey stating that R. C.. Lenfesty, President of the Company is expected to be in Pasco the latter part of this month at which time a plat will be prepared to submit to Planning Commission. DEPARTMENT OF HIGHWAY WEST LEWIS STREET CONNECTION A letter to George R. Fisher was read from R. H. Pyle stating that to avoid a flat intersection between Indiana and the- Highway the curb and gutter to REGULAR MEETING PASCO, WASHINGTON COUNCIL CHAMBERS OCTOBER 20, 1953 be constructed between Dekota and Illinois across Indiana, advise if this .meets with your approval.. Motion made Combs seconded by Van Hoy to turn this to the Street Committee and City Engineer. Motion carried. NORTHERN PACIFIC RAILWAY COMPANY EASEMENT RW 5541 (W 13413) Mr. Moore s-bmitted letter and file in duplicate consisting of easement and sketch on a connecting street between Lewis and "A" Streets near Ship Avenue. In the letter they request in exchange and by Ordinance the Vacation of that portion of West Ainsworth Street lying between the South line of West I' "A"t h North-South center line of section 31 Motion made by S reet and the ort Bonnett seconded by Craig to turn this to the City Engineer. Motion carried. t CAPTAIN GRAY ELEMENTARY SCHOOL A Permit }of sidewalk and driveway at the school was presented by the architect, Iver. V. L. Wuff for files and supervisory work. This was turned to the City Engineer. REPORTS FROM CORIMITTEES: PURCHASES Motion made by Bonnett seconded by'Craig that the following purchases be authorized. Motion carried by a roll call vote of six (6),. CIVIL SERVICE COMMISSION: 500 Civil Service Application Blanks 500 Civil Service Physical Examination Blanks - - - - - - - - 50.00 STREET.DEPARTMENT: Patching mix - - - - - - - - - - - - - - - -- - - - - - - - $ 490.00 WATER DEPARTMENT Meters, Values, Lime, nipples, etc TELEVISION Held up, no report. FIRE PROTECTION TANK FARM PORT DISTRICT - - - - - - - - - - - - - $ 669.42 Fire chief, L.. A. Matthias, recommends a larger water main to service this project. Fire protection no.t ample. The change is very urgent as the hazard is great. READING OF ORDINANCES: s ORDINANCE NO. 770 AN ORDINANCE AT,IENDING ORDINANCE NO. 435, AND BEING AN ORDINANCE AMENDING THE ZONE CLASSIFICATION OF BLOCK 4 and LOT 1 OF BLOCK 5, . PETTIT I S SECOND ADDITION TO PASCO, FROM RESIDENTIAL R-2 TO COM- MERCIAL C-1. Motion made by Craig seconded by Combs to give Ordinance 770 the second -,read- ing by title only. Motion carried. RESOLUTION NO. 335 A RESOLUTION APPROVING A RIGHT OF WAY EASEMENT TO PUBLIC UTILITY DISTRICT ,#1 OF FRANKLIN COUNTY, WASHINGTON, A MUNICIPAL CORPORATION. Resolution No. 335 was read. Motion made by Craigtseconded by Bonnett to adopt Resolution No. 335. I:iotion carried by a roll call vote of six (6). CLAIM: WALTER KENWORTHY Mr. Kenworthy presented a claim through G. W. Fulk to cover damages to his basement in the amount of $40.22. Motion made by Tililne seconded by Bonnett to turn this to the City Attorney. Motion carried. Motion made by Bon- nett seconded by Combs that a special meeting be held at 8:00 o'clock P.M. October 27, 1953, to take action on bids. Motion carried. REPORT A copy of the September Budget report was furnished each member of all Departments, by the City Clerk.
