P.T.A.. School Childrent CROSSING STREET:
A letter was read from Mrs. Steve Bowerman referring to the hazardous con-
ditions existing at North 4th and Court Street endangering school children
on their way to and from school. Motion made by Avery seconded by Bonnett
that this be turned to the Street Committee for investigation and report.
Motion carried.
E. S. Burge, Reimbursement
A letter was read from Mr: Burge, relative to three (3) locations on West
Agate Street namely 903, 904, and 911. Two (2) lots per building site now
using septic tanks, contrary to Ordinance. Motion made by Avery seconded
by Bonnett that the City Engineer inspect premises and report as to the atti-
tude of these property owners in taking care of this violation. Motion carried
REFUND, George L. Thompson
Mr. Thompson requests a refund for his Building Permit paid by him in the a-
mount of $176:00. The permit covered construction of the Longfellow School
in July 24, 1950 which should have been exempted from charges. Motion made
by Avery seconded b Van Hoy authorizing the refund. Motion carried by roll
call vote of six (6.
WESTON REDI-MIX INC., Bond
A letter was read from Dunning -Ray Insurance Agency stating that it was ex-
tremely difficult to get a bond of this type. He is corresponding with various V
companies as to possibilities of this bond being issued to him. No further
action taken at this time.
PASCO AIRPORT - SURPLUS ITEMS
A letter was read from 0. V. Cotton stating his desires to sell the following
items:
One (1) building
two 02) 100,000 gallon water tanks.
Motion made by Bonnett seconded by Milne to'refer this back to the Airport
Committee and Manager for the minimum price. Motion carried.
CORPS OF ENGINEERS - THREE �3) LOCATIONS
A letter was read from the Corps of Engineers, F. S. Tandy, to the City Engi-
neer relative to the following locations:
(1st) Railroad and Wabhington Street. We have
no authority to widen out side curve at
this location.
(2nd) Health Department OKs.sewer outfall trench
method since pool level will be raised.
(3rd) River Street between 8th and 9th; Peter
Kiewit Sons Co. requested to replace
Oil Surfacing at this location and some
sort of perforated drain to be installed.
hTER LEVELS; Old Fresh Water Intake Lines
A letter was read from the Corps of Engineers, F. S. Tandy, stating that the
removal of the Intake Pipes would ,not take place until a pool elevation of
three hundred and twenty-four (324)' or greater could be maintained.
CITY BOILERS
A letter was read from Fire Chief, L. A. Matthias stating that the second
Notice had been received from the Pacific Indemnity Co. relative to making,, -,re-
pairs to the City Hall boiler. Motion made by Bonnett seconded by Avery
authorizing repairs to be made. Motion carried.
LIBRARY BUDGET
A letter was read from the Library Board requesting $3,000.00 for general
repairs in 1954 and setting out numerous corrections that could be taken
care of in the 1953 Budget.
AIRPORT DELINQUENT ACCOUNTS
The following delinquent accounts were turned over to the City Attorney for
action:

REGULAR MEETING
AIRPORT BUILDING -REPAIRS
PASCO, WASHINGTON
COUNCIL CHAMBERS

The Airport Advisory Committee recommends repairs to buildings at the Airport
which would call for a PURCHASE BY BID of the following items:
(1) 820 squares of 26 gauge standard corrugated
galvenized roofing
(2) 2,119 linear feet of 28 gauge ridge roll -
(3) 19 rolls of 28 gauge 14 inch wide volley,
f.o.b. Pasco, 90 days delivery
(4) 1,600 pounds of lead headed roofing nails
(16 kegs)
Motion made by Bonnett seconded by Connell to'ADVERTISE FOR BIDS as requested,
specifications to be furnished by the Airport. Call set for Tuesday, November
172 1953. Motion carried.
PUBLIC UTILITY DISTRICT #1 (P.U.D. #1) GUY WIRES
A letter was read from the P.U.D. relative to permission to placing Guy Wires
and bracings on City Property in the vicinty of James Street. Motion made by
Avery seconded by Bonnett that this be turned over to the City Attorney for
opinion. Motion carried. The letter was turned over to the City Attorney at
this time.
TELEVISION; Franchise Blue Mountains Television and Cable Corporation
A letter was read from the Tri City Television Manager, L. G. Dix,, under date
of September 20, 1953 briefing the Council on activities, experience, equipment,
and financial status of the company and competitors. Also, they requested a
duplicate franchise not be granted at"this time. A letter was also read from
Cameron Sherwood and Robert A.Comfort, Attorneys at Law, representing the Blue
Mountains Television and Cable Corporation and whereby submitted Application,
Notice'of Hearing and Ordinance. Motion made'by Avery seconded by Bonnett that
both letters be turned over to the Television Committee. Motion carried. The
Committee consisting of Bonnett, Combs, Milne and Avery.
BIDS; Rewiring Intake Controls_
Two (2) Bids were received, opened and read as follows:
(1) Pasco .Electric - - - 1;084012
(2) Duke's Electric Service - - - $ 1,493.00
Motion made by Connell seconded by Avery to turn bids over to the City Engineer
for recommendation. Motion carried. Following a study of the Bids, the City
Engineer recommends the acceptance of the lowest Bid. Motion made by Avery se-
conded by Combs to accept the lowest Bid of the Pasco Electric Comany in the
amount of $1,084.12. Motion carried by a roll call vote of six (6�.
VACATING NORTH AND SOUTH ALLEY, BLOCK THREE (3)2 P'ETTIT'S SECOND ADDITION
A petition submitted was reviewed and found to be in order. Motion made by
Bonnett seconded by Milne to hold a PUBLIC HEARING, Tuesday, November 3, 1953
on this vacation. Motion carried by a roll call vote of six (6).
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
EASTSIDE DEVELOP14ENT
Mr. Cleveland Williams made inquiry as to progress being made on Eastside improve-
ments such as, lights, streets, and sewer extensions. The P.U.D. #1 reports that
they have a program on this and -the work will soon be under way. The L.I.D.
sewer project is being shapped up by the City Engineer, and the streets are
under consideration. The Mayor asks that they set up a program of Volunteer
Labor to help with the many projects. There is lots of preliminary work to be
done before installations start.
RADIO INTERFERENCE
Mark Seaman reports that the traffic light at Murray and Sylvester treats an in-
terference in that area. Motion made'by Milne seconded by Avery that Avery
check for corrections. Motion carried. .
OIL PIPE LINE, PORT DISTRICT
Mr. Scott Roff requests an easement from the City to run a pipe line across,sec-
tion thirty-four (34), Hardy Addition, City owned property. Motion made by
Bonnett seconded by Van Hoy that the City Attorney draw up an Easement in case
the City wishes to use or sell the property or relinquish as they desire to so
do. City
carried.
JAY ROBINSON, ARCHITECT
Mr. Robinson submitted a report on his findings and basis for drawings and sketches
plus blue prints. Discussion followed. Jay Robinson read his report, then sus-
pending the idea of constructing a City Hall was brought up. Motion made by
Bonnett seconded by Avery that due to limited finances, that Jay Robinson's services
as Architect by terminated, as of September 22, 1953 and final bill for services

rendered be presented. Lotion failed to carry on roll call vote. Avery, Bonnett,
and Milne voting "yes"', and Combs, Connell and Van Hoy voting "no", therefore, no
confirmative vote. A revised plan was suggested by Jay Robinson and filed with
the Council se:weral sheets of plans. Motion made by Bonnett seconded by Connell
to suspend with any other action until sketches are reviewed. Motion carried.
BUILDING COD PLUMBING
The Building Inspector, Lyle E. Cooney, states that the Building Contractors and
Plumbing locals are desirous of having the City adopt a Plumbing Code Ordinance.
Motion made by Avery seconded by Milne to turn this over to the Building Commit-
tee for report. Motion carried.
REGULAR ORDER OF BUSINESS RESUT11ED BY 'UNANIMOUS CONSENT:

BELL TOWER VALUATION
Valuation*of Bell and Tower costs of transfer and removal of control wires was
discussed. Motion made by Bonnett seconded by Combs that Heminger City be given
the'Bell for $100.00 plus costs of moving control wires to the City Hall Build-
ing, then allow $100.00 for removal of the Tower. Motion carried.

- REJECTED LICENSE APPLICATION
Motion made by Bonnett seconded by Avery that Pete Ephrem's application to sell
books on Palmistry and Phrenology be denied and a refund of $5.00 be made.
Motion carried by a roll call vote of four (4). Combs had been excused by the Mayor.
STREET COMMITTEE
WATER `STANDING AT 3rd AND LWIS ON SIDEWALK
Mr. A. T. Hostetter requested that this be taken care of. Motion made by Milne
seconded by Van Hoy that the City Attorney write to Mr. Hostetter requesting that
he make this correction immediately. Motion carried.
DIRECTION SIGN, Methodist Church
The Reverend Anderson requested authority to install a sign on the City Street
at 6th and Lewis indicating the location of the Methodist Church. he wishes to
place the sign on the south of Lewis in the parking strip. Motion made by Milne
seconded by Bonnett that this be tabled for further study. Motion carried.

Five ('5) departmiah.t.-purchases were authorized. Motion so made by Connell seconded
by Avery and motion carried by.roll call vote of four (4).
