Custer presiding. By Clerk. Councilmen present were J. A.-AVery, L. E. Bonnett, C. R. Combs, Lee J. Craig, C. S. Milne and T. R. VanHoy. City Attorney Richard G. Partick was present. READING OF THE MINUTES: Minutes of meetings held June 2nd, 16th, and July 7, 1953 were read and approved. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. PARK BOARD BUDGET INFORMATION: Mr. Mercier and Dunnavan discussed Airport Pool operating as part of the City Park system also purchase of equipment pertinent to its functioning. They were advised to set up $11,000.00 in the budget for Airport Pool. Budget allocation fIr Boat Basin. Unable -to estimate at this timer expeot to hold meeting with Mr. Christisen of the Army Engineers in a few days. Receipts can be estimated for $500.00 rental fees on Yacht Basin. PARK AREA, 80 ACRES up river in Franklin County. .Army Engineers are desiroue of urrniEthis-7o the City of Pasco. C. E. HENRY'S PROPERTY, W. COURT STREET: A letter was read from the Planning Commission designating desire to concur with the City Council on issuance of Building Permit to C. E-. Henry for addition to his present building on West Court, for toilet and'wash room purposes'to meet requirements of Benton Franklin County Health'Department instructions. Motion made by Avery, seconded by Coipbs to aacept­concurrenae_and order Building Insp- ector to issue -temporary permit to Mr. Henry. Motion carried. BIDS, POLES AT AIRPORT:- Bids IRPORT: Bids called for this date, notice was read. -One bid received and read,as follows: John Miller bid .10� per running foot for any or all poles over 30 feet long. Motion made by Bonnett, seconded by Connell that 900 feet -of 30' poles be accept- ed. Motion carried. To be sold as per.Ordinance. BIDS, TRACTOR,AIRPORT: Preston Tractor Company submits two bids as follows: 1949 Ferguson Tractor $1,295.00 Sales Tax 38.85 $ 1033.85 1949 Earthmaster Tractor 895000 Sales Tax 26.85 921.85 Motion made by Avery, seconded by Combs to OK purchase of either tractor subject to approval of the Airport Committee and Airport Manager. Motion carried by roll call vote of seven (7). BIDS, BOILERS AIRPORT: No bids were received. Motion made by Bonnett, seconded by Avery giving Airport Committee and Manager authority to negotiate. Motion carried. PUBLIC HEARING: VACATING NORTH & SOUTH ALLEY,, BLOCK, O'KEEFE'S ADDN: Notice of public hearing was read. No objections were registered either by letter or in person. Motion made by Bonnett, seconded by Combs to grant vacation as per petition presented. Motion carried. (See Ord. No. 756) PUBLIC HEARING, VACATING NORTH & SOUTH ALLEY; BLOCK 6, HELM'S SECOND ADDN: Notice of public hearing was read. No objections were registered either in person or by letter.. Motion made by Bonnett, seconded by Avery to grant request as presented by petition. Motion carried. (See Ord. No. 757) REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT: cCOMMUNICATIONS: Dr. _D._E. FERGUSON, TEMP. BUILDING PERMIT: A letter was read from the Planning Commission extending concurrence on building permit for addition to Dog Hospital to accommodate City Dog Warden's apprehended dogs. Motion made by Avery, seconded by Craig to grant temporary permit pending adoption of Ordinance No. 763. OCCUPANCY tC-2 & C-3: A letter was read from the Planning Commission requesting and recommending that an ordinance be drawn changing regulations in Ordinance No. 444 by adding another 8 section governing enterprises carried on in these zones (See Ord No. 762) REGULAR MEETING PASCO, WASHINGTON COUNCIL. CHAMBERS Wm. P. HARPER & SON & COMPANY:;. JULY 21, 1951 A letter was read drom this Company stating they would attend a meeting July 22, 1953- BUNNING-RAY INSURANCE COMPANY: A letter was read, attached endorsement mentioned blanket fire policy excluding the Pasco Naval Airport and Intake Pumping Plant. RESIGNATION (GEORGE WILHELM): A letter was read from Mr.'Wilhislm tendering his resignation from the Planning Commission. Motion made by Bonnett, seconded by Avery to accept the resignation. Motion carried. APPOINTMENT: T. G. OVERLIE: Mayor Harry V. Custer recommends'the"appointment'of T. G. Overlie to succeed Geo- rge Wilhelm on the Planning Commission: Motion made by Bonnett, seconded by Avery accepting the appointment. Motion carried. PARKING, AT PASCO SENIOR HIGH SCHOOL: A letter was read from Victor L. ­Wulff, -attached print showing additional parking space being requested along -Henry -Street on the South. Following review of print and discussion with the'City Engineer motion'*as made by Avery, seconded by Milne to accept proposition as'presented'relative to additional parking on Henry and Aurelia as per letter from V. L. Wulff, Architect. Motion carried. Sidwwalks were discussed. Motion made by Aver7,toereque6tbhat sidewalks be built on Lucas and Court. Motion withdrawn. 'Motion made by Avery, seconded by VanHoy to turn this to the Street Committee for recommendation at next meeting.. August 4, 1953• Motion carried. JUDGE P. V. SULLIVAN: .Leave of absence. Motion made-by'Avery;'seconded by Combs granting leave f6r one month starting July 13th and accepting appointment of 0. C. Adams. Motion carried. REPORTS FROM COMMITTEES: DOG WARDEN: Carroll.S• Newton will act as Dog Warden for -90 days trial basis @ $340.00 per month. Dr. Ferguson will board -dogs picked up for .80� per day. Mr. Newton to keep detail account; he will receive calls through the Police Department. The Committee recommends that this be-giveih A trail. -Motion made by Avery, seconded by VanHoy to accept committees recommendation. Motion carried. Starts work on July 229 1953. SPRAYING SACAJAWEA PARK:: Motion made by,Connell seconded by Combs authorizing the Health Department to spray Sacajawea Park with the City Equipment and the ;State furnish material. Motion carried. STREET CROSSING AT SYLVESTER PARK, WEST END: e Police and Street Department will paint crossing lane. STREET COMMITTEE: Recommends 5' sidewalks in Residential areas. Motion made by Bonnett, seconde7 by Combs to concur with the Street Committees recommendation. Motion carried. WATER: Charge of $1.00 for use of sewer where well water is used. Reports have ee en made that the neighbors of well owners are being supplied water from wells. City Attorney to.check Water Ordinance and Health Department to check use. A meeting relative to changes in'water charge before next regular meeting to decide on Water & Penalty charge was suggested. PURCHASES: City Treasurer, Office Chair '475.00 Water Department; 53 gals motor oil, 42.58; Aulfate of Alumina $1,616.80; Lime §241-54_. Park Department; 55 lbs, Rope $35.12 ;I Motion made by .Avery, seconded by Bonnett authorizing all purchases except the City Treasurers' purchase of a chair. Social Club License for ,Sadie Rowe to be issued on trail basis pending ability to conduct an orderly place. R. H. White Card Table License Application held up pending suitable location. H. L. Fry, Granger, Washington, selling Glaris. Motion made by Bonnett, seconded by Craig that Fry be notified to take out merchants license. Motion carried. AN ORDINANCE TO AMEND'SECTION ONE OF ORDINANCE NO. 444, APPROVED AUGUST 3, 1939, AMENDING ORDINANCE NO. 435, PERTAINING TO REGULATIONS AND RESTRICTIONS OF THE LOCATION AND USE OF BUILDINGS AND LAND WITHIN THE CITY OF P,ASCO, PROVIDING FOR THE CREATION OF TWO ADDITIONAL DISTRICTS TO BE KNOWN AS COMMERCIAL DISTRICTS C-2 AND C-3, AND PROVIDING FOR THE REG- ULATION AND USE OF BUILDINGS AND LAND WITHIN SUCH COMMERCIAL DISTRICTS C-2 AND C-3 Motion made by Avery, seconded by Connell to give Ordinance No. 762 the first reading. RESOLUTION NO. 331: STATE HIGHWAY BETWEEN 8th AND LEWIS AND -NEW COLUMBIA RIVER BRIDGE Resolution No. 331 was read accepting stage,2 and stage 3, upon completion of four paved lanes between 8th and the Bridge, with turning traffic provided for at 9th and 11th on Lewis. Parking will be restricted during construction upon request by the State Department. Motion made by Bonnett, seconded by Milne to adopt Resolution No.'331. Motion carried by roll call vote of seven (7). Motion made by Avery, seconded by Bonnett that any portion of Resolution No- 331 omitted when adopted, the Mayor is hereby authorized to make corrections. Motion carried.
