Custer presiding. ROLL CALL? BY Clerk. Councilmen present were J. A.'Avery, L. E. Bonnett, C. R. Combs, S. A. Connell, Lee J. Craig, Co' S. Milne and T. R. VanHoy. City Attorney Richard G. Patrick was also present. READING OF THE MINUTES:- Minutes INUTES:Minutes of meetings held April 21st, 22nd and 23rd, 1953 were read and approved. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: CALL FOR BIDS: STREET OILING PROJECT NO. 25:. Three bids were received, opened and read as follows: McAtee & Heath - - - - - - - - - - - - - - - - - - - - 19,900.00 Box 4187 Zta. Vail - - - - - - - - - - - - - - - - - - - 17,590.00 Spokane Highway Pasco, Washington Motion made by Bonnett, seconded by Avery to turn bids to the Street Committee and City Engineer for recommendation. Motion carried. Following study of bids the Committee r4commends the acceptance ofthe low bid submitted by L. 'U. Vail in the amount of 617,590.00. Motion made by Bonnett, seconded by Avery to accept the Committees recommendation. Motion carried by roll call vote of six (6). RICHFIELD OIL STATION,. MAIRE & NORTH lath AVENUE: Mr. W. H. Loop, Representative for Richfield Oil Company requests the Council to . waive enforcement of sidewalk 0rdinance No. 6.88 on Maire Street Will ll submit a letter agreeing to construct sidewalk when the City desires this installation. Following a short discussion Mr. Loop.was advised to comply with the Ordinance. GUN CLUB: Mr. L. M. Cronin, Wm. Bailey and H. F. Hutchinson, Jr., were present ,in the int- erest of agreement submitted by the Pasco Gun Club, Inc. in settlement of $6,u00.00 claimed by the Gun Club. Letters of '"`ay 21st and June 15th also agreement were read. A discussion followed. In conclusion motion was made by Craig, seconded by Avery that agreement be signed and money be paid. Question debated. Motion carried by roll call vote of five (5). Bonnett voting "No". Mr. Croningstated that John Harrigan would sign and seal with their incorporation seal. FISH POND: Mr. William Elrod and ""r. Jackaon of the Sportsmens Association were present. A letter was read from the Pasco Water Follies Association outlining activities and members of the Water Follies Association. Fish Pond Area was discussed as it is now ready for use, having been recently stocked with legal sized fish. Children under 16 years of age will be active during this celebration; the Sports- men's Association will erect signs and are volunteering to as ist with supervision of the fish pond area during this celebration. a ORDINANCE NO. 755: AN ORDINANCE ESTABLISHING AT -JUVENILE FISHING POND, SETTING UP RULES AND REGULATIONS FOR THE CONTROL_ THEREOF, AND PRESCRIBING PENALTIES Motion made by Bonnett, seconded by Avery to give Ordinance No. 755 the first reading by title. Motion carried. Ordinance No. 755 was read by title. Motion made by Bonnett, seconded by Milne that Ordinance No. 755 has been given the first reading by title only. Motion carried. Police Committee empowered to assist with Policing until Ordinance becomes effective. Motion so made by Bonnett, seconded by Craig and carried. 2050 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JUNE 16, 1953 • I �I PETITION, VACATE ALLEY BLOCK 81 STADIUM PARK ADDITION: A petition presented by John E. Adams, Minister.of the Pasco -Kennewick Presby- terian Church requesting to vacate the east and west alley,Block 8 Stadium Park Addition was read.At present there is a short sewer line in this block. Motion made by Bonnett, seconded by Avery,that alley in Block 8, Stadium Park Addition be closed if the Church purchases the entire block. Motion carried. j REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT: � II II DRIVE INN, FRED HUBER, 10th & AINSWORTH: Mr. Huber's letter was read requesting permission to black top a strip of street on 10th & Ainsworth in lieu of sidewalks. Motion made by Bonn6tt, seconded by Avery that Huber be informed to comply with eXisting ordinance. Motion carried. STREET DEPARTMENT MOTOR GRADER: A letter was read from City Engineer George R. Fisher reporting a general over- hauling job was needed on the grader; unable to take it out of service until the oiling program is completed. CONSTRUCTING SIDEWALKS ON 10th & AURELIA STREETS: A letter from G'ity Engineer George R. Fisher was read relative to questions on sidwwalk construction. 1) Is the City to establish lines as well as grades? 2) In commercial lone where dwellings are located will it be necessary to construct sidewalks 91? 3) What time limit on this work if any, does the council wish to establish? This was turned to the Street Committee and City Engineer. POLICE JUDGE: Mayor Custer appointed 0. C. Adams as Judge protempore from June 16th to June 18th, 1953. !; RUUD CONSTRUCTION COMPANY: A letter was read from Virgil L. Beecher of the Ruud Construction Company stating they agree to have road blocks constructed and flares maintained when nedessary also to leave street in same condition as when it was closed.. KURTZMAN PARK (DEED AND LETTER): it A letter was read from H. Kurtzman in answer to a letter of thanks from the Mayor. He gave his permission to use the Kurtzman name for the Park. The Deed on 5 acres ,more or less, recorded May 26, 1953, Vol. 81 Deeds, Page 584. Motion made by Milne, seconded by Avery to name the park located on the east side'Kurtzman's Park". Motion carried. AGREEMENT, WATER SERVICE ( JOHN M. GARRISON):- Agreement ARRISON):-Agreement on extension of a water line to serve 112 lots on Brown Street, Buck's Second Addition was read. Motion made by Avery, seconded by Combs accepting the agreement subject to City ;Attorneys approval. Motion carried.if li NORTLIERN PACIFIC EASEMENT BETWEEN LEWIS & "A" AT LTTCAS & SHIP: A letter was read from Northern Pacific Superintendent C. E. Dorfler (File 9359) making inquiry relative to City agreeing to bear the entire cost of placing cross - Ing if aut6matic flailing light crossing signals are required either now or in the future; the Northern Pacific wants something from the City to the effect they will i' bear the expense before easement is granted. Motion made by Avery, seconded by Milne to turn this to the Street Committee. Motion carried. Milne, Craig & Combs. JOHN HORRIGAN. SIDEWALK CONSTRUCTION 10th & LEWIS: A letter was read from J-)hn Horrigan requesting that.the City hold in obeyance the enforcement of Ordinance No. 688 until grades have been established. Motion �I made by Connell, seconded by Avery that request be granted on holding up construct- ion of sidewalk for grades from State Highway. Motion carried. VACATE.ALLEY, BLOCK 6, HELM'S SECOND ADDITION: A petition was presented signed by effected property owner and complying with Ord- inance-No. 650, requesting that the north and south alley in block 6, Helm's Sec- ond Addition be vacated. Motion made by Bonnett, seconded by Avery that a public hearing be held Tuesday, July 21st, 1953• Motion carried. VACATE ALLEY, BLOCK 3, O'KEEFE'S SECOND ADDITION: A petition was presented signed by effected property owners and complying with Ord- inance No. 650 requesting that the north and south alley in block 3, O'Keefe's Sec- ond Addition be vacated. Motion made by Avery, seconded by Connell to hold a pub" lie hearing on Juesday, July 21, 1953• Motion carried. A discussion followed relative to making purchases at home. Bonnett suggests that when ever possible that the City purchases be made at home. READING OF ORDINANCES:. UNFINISHED BUSINESS: j CAST IRON PIPE & FITTINGS: City Engineer George R. Fisher reports the Weston N. Lewis Plumbing Company has for sale some 6, 8-& 10 inch cast iron pipe and fittings; all new material; they will sell at 10% discount; he is particularily interested in the 10". Motion made by Avery, seconded by Milne authorizing the amity Engineer to negotiate with Weston N. � Lewis Plumbing Company for material needed. Motion carried. i PORT OF PASCO RELOCATION OF SEWER: The City requested reimbursement on this from. the Army. City Engineer to check and report. Cost of relocation was $1,850.00. BOAT CLUB: Park Fund Voucher signed by Peter Kiewit Sons & Company in the amount of $1,800.00 was discussed. City Attorney advised that the payment be made from General Fund. Motion made by Bonnett, seconded by Milne instructing the City Attorney to draw an Emergency Ordinance. Motion carried. LICENSE prepared and presented by the Government was read regarding Boat Basin. Motion carried. !j HOWARD GRAHAM (TWIN CITY CONSTRUCTION): Mr. Graham has a welding machine at this location for heavy equipment repair. Motion !' made by Connell, seconded by Milne that a business license will not be issued at this location. City Attorney to so notify. Motion carried. AIRPORT BOILERS FOR SALE: The airport has eight (8) 300 h.p. boilers, 125 lbs working pressure, minimum price $5,000.00 each; detail -description from Airport. Mayor recommends that they be sold by the manager. Motion made by Bonnett, seconded by Avery accepting the Mayor's recommendation. Motion carried. NEW BUSINESS: RESOLUTION NO. 330, PA,SCO WATER FOLLIES INC. Pasco Water Follies Inc „ are requesting by Resolution authority to license concess- ions; use of.streets; swimming pool; parks and to locate a carnival on Ainsworth. Motion made by Avery, seconded by Craig to adopt resolution as read, subject to liab- ility insurance. Motion carried by roll call vote of six (6).
