REGULAR MEETING COUNCIL CHAMBERS JUNE 2, 1953
CALL TO ORDER:

Meeting called to order at 8:05 P. M. Honorable Mayor H. V. Uuster presiding.
j The newly elected officers having taken their oath of office were seated as follows:.

City Attorney R. G. Patrick took office .April 1st, 1953 following the resignation
of Orville Be Olson.
Mayor Harry V. Custer, 4 year term, took office the first of May, following the
j! resignation of Mayor John Beck.
Retiring members Raymond Hicks and T. G. Overlie were not present.

BILLS:
Current bills against the City were presented as follows. Motion made by Avery,
seconded by Bonnett that all vouchers properly signed and approved be paid.
Motion carried by roll call vote of seven (7). Motion made by Bonnett, seconded
i by Milne that tbo-. amount of Health Department be cut in half"to correspond with
the incoming taxes, thus authorizing the amount of $2,709.15, which is,half of
the allocated sum. Motion carried.

INSURANCE CHECK $303.50:

A check from The Metropolitan Casualty Insurance Company to the City of Pasco
covering damaged pump by E. L. Wiggins, account accident at intake plant; Wiggins
has replaced the pump and should receive this check. Motion made by'Bonnett, sec-
onded by Avery to endorce check and turn to Wiggins. Motion carried. Mayor endorced
the check.
E. E. MATHESON - OCCUPANCY, 1001 W. YAKIMA:
A letter was read from the City Attorney stating that the Court would probably de-
clare the operation of this business in the present location a public nuisance, and
would order an abatement of the business and the building; recommending negotiating
with Mr. Matheson for voluntary removal. Motion made by Bonnett, seconded by Van
Hoy that License Application be turned down. City Attorney will write letter to
Mr. Matheson as to legal opinion, for Mr. Matheson to rezone or move to proper
zone. Motion carried.
REMOVING TREES ON WEST LEWIS:
A letter was read from City Engineer George R. Fisher stating requests have been
made at his office for removal of trees on West Lewis between 6th & 8th; he rec-
ommends that this be done. Motion made by Bonnett, seconded by Combs to accept
the Engineers recommendation.
CLOSING NIXON STREET, TEMPORARY:

A letter was read from Ruud Construction Company requesting permission to close
Nixon Street from 100+ east of Third Avenue sidewalk to about 300' east of same
sidewalk or a distance -of 200' during construction of addition to the Junior High
School. Motion made by Milne, seconded by Avery that bequest be granted with
agreement acceptable to the City Attorney on replacement etc. Motion carried.
AIRPORT REFUND-PERRY'S FURNITURE:
O. V. Cotton, Manager Pasco Airport recommends refund of 635.00 to Perry Furniture
Company on advanced rent beyond lease cancellation. Motion made by Avery, seconded
by Milne authorizing the refund., Motion carried by roll call vote of seven (7).
BOAT BASIN:
A letter was read from Merle'E. Lietzke enclosing two copies of License for Public
Park & Recreational purposes, McNary Reservoir Area for review and concurrence as
to its acceptability. Motion made by Bonnett, seconded by VanHoy that each council-
man be furnished a copy of the document for study. Motion carried. City Clerk to
furnish.

City Treasurer requests permission to purchase 100 Treasurer's Receipt Books in
the amount of $100.00 payable out of 1954 Budget account only $48.83 remaining
in Budget. Emergency Ordinance was mentioned. Motion made by Bonnett, seconded
by Craig to turn this to the City Operations Committee. Milne chairman. Motion
carried.
Other purchases as follows, were authorized. Motion so made by Avery, seconded by
Combs and included 100 auto signs for the Fire Department @.13�, thus $43.00.
Motion carried by roll call vote of seven (7).
PARK DEPARTMENT: 15 gals Floor Seal 454.75; 5 gals Floor Wax 414.75
WATER DEPARTMENT: Repair water Dept Back hoe, approx $75.00; Meters, pipe, tubing,
tees, valves wrenches, stationery in the amount of ,2,410.19
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
VINCENT E. SMALL, Electrical Engineer spoke regarding job of estimating the City
needs for present and future development. Jay Robinson, Jr., and C. F. Griggs
were present and spoke. They presented a reference sheet for consideration by the
Council. X meeting had been advertised by the City and a mumber of out of town
Engineers were present. Members thought this group should have been present at
that time, they were informed that the firm decided upon was only to prepare the
estimate and had not been promised a tie in job on projects; no strings attached
whatsoever. ,

JOHN GARRISON, WATER EXTENSION:
Mr. Garrison needs water for two (2) lots in Buck's Addition; out of 22 lots, he
states that 11 will sign for water; he was informed that he could lay a 2" line to
his property without paying front footage until such time as the city extended a
6" line. Motion made by Bonnett, seconded by Combs that water be extended on
Brown Street upon r.iceipt:-of�.frontffootage payment on 11 lots; $300.00 to be re-
funded to Mr. Garrison from front footage paid in that block above '$900..00; agree-
ment to b e drawn by City Attorney. Motion carried.
JACKSON SHOE SHINE:.
Mr.. Jackson requests permission to continue business in portable trailer adjacent
to George Kilbury building in the 308*Block on West Lewis. Motion made by Connell,
seconded by Combs that occupancy permit in C-1 be extended to December 31, 1953•
Motion carried.
HARLE'Y LEAVITT, MERRY-GO-ROUND: o
Mr. Leavitt askerthat a License fee be set for his business at Nixon & 3rd Avenue
for operating one small Merry-Go-Roung. Motion made by Combs, seconded by Avery
that License Fee be designated same as recreation thus $25.00 to October 31, 1953;
not to operate after nine o'clock P. M. Motion carried.
REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT:'
PURCHASE REQUEST FOR CITY PROPERTY:
With reference to a letter from E. H. Kidwell requesting to purchase Lots 11 to 16,
inclusive, Block 25, Riverside Addition. Combs of the Property & Buildings Committee
recommends that this property not be sold. Motion made by Bonnett, seconded by
Milne that the City does not wish to sell at this time. Motion carried. City Clerk
to answer the letter.
PORT OF PASCO:.
Councilman Combs reports that the Port is interested in City property located in
Blocks 35, 40 & 41, Riverside Addition. A t4ade of property was discussed. Combs
to contact Scott Roff.
COMMITTEE REPORTS:
WATER COMMITTEE:

Councilman Avery reports on meeting held regarding survey and overall plans for
present and future developments with water and sewer extensions. Four members of
the Council were present, they recommended that Cornell, Howland, Hayes & Merry -
field of Corvalis, Oregon be employed for first survey. Motion made by Avery,
seconded by Bonnett to accept committees recommendation and notify Cornell, How-
land, Hayes & Merryfield that they have been retained for this study, present and
future survey for the sum of .$1,900.00; no committments. Motion carried by roll
call vote of seven (7). City Engineer to notify consulting Engineers. City Attor-
ney to approve agreement.
CITY ENGINEER NEEDS ASSISTANCE:
Avery also reports that the volume of business in Pasco has increased to where the
City Engineer is unable to get his necessary work done account inquiries in person
and by telephone; he feels the need of an assistant or water manager; he had noth-
ing in mind as to cost. Motion made by Craig, seconded by Avery that the City
Engineer bring in proposal of what he needs and amount necessary to cover. Motion
carried.
SEARS & ROEBUCK DUST BOWL:
Complaints of dust from this construction have been received. City Engineer re-
quested to contact Contractor about sprinkling also about removing a pile of rocks.

The State Highway Department has made a study of car movement on East Lewis and
recommends that Resolution No. 329 be adopted. Motion made by Bonnett, seconded
by Combs that Resolution No. 326 be read. Motion carried. Resolution No. 326
was read. Motion made by'Bonnett, seconded by Avery to adopt Resolution No. 320.
Motion carried by roll call vote of seven (7).
ORDINANCE NO. 751:
AN ORDINANCE AMENDING ORDINANCE NO. 687 AND ORDINANCE
NO. 573, AND BEING AN ORDINANCE PROVIDING FOR THE USE
OF METAL BOXES OR VAUL`T'S, OR CONCRETE BOXES OR VAULTS,
AND FURTHER AUTHORIZING THE CEMETERY SUPERINTENDENT

Motion made by Bonnett, seconded by Milne to give Ordinance No. 752 the first
reading. Motion.carried. Ordinance No. 752 was read. Motion made by Bonnett,

UNFINISHED BUSINESS:
A resolution retaining Weter, Roberts & Shefelman as legal attorneys for bond
issue of approximately -$100,000.00. More time grented Water Committee.
PARKING ON WEST LEWIS:
City Attorney has received no answer to letter written the State Highway Depart-
ment regarding parking situation on West Lewis. He is hereby requesting to follow
up with another letter.
GUN CLUB: AGREEMENT:
This was held up fpr new members to study.
NEW BUSINESS:
AIRPORT ANNEXATION:
Mayor Custer suggests that legal steps be taken for annexation of the Pasco
Airport to the City. Motion made by Bonnett, seconded by Milne that an Ord-
inance be drawn incorporating the Airport to the City. Motion carried.

as a member of the Planning
