REGULAR MEETING COUNCIL CHAMBERS APRIL 21, 1951.
CALL TO ORDER:
Meeting called to order at 8:10 P. M. Honorable Mayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present were L.,E. Bonnett, C. R. Combs, S. A. Connell,
Raymond Hicks, C. S. Milne and T. G. Overlie. Absent was: J. A. Avery. City
Attorney Richard G. Patrick was present.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
MONUMENTS -CEMETERY:
Mr. Miley of Walla Walla requests that monuments be allowed in Blocks 8 & 9.
Councilman Hicks reports that there is no objection to the western portion.
Motion made by Hicks, seconded by Overlie to amend Cemetery Ordinance, that
where steel vaults are used it will not be necessary to use cement liners also
that no funerals be held on Sunday. Motion carried. City Attorney to get the
property description from the City Engineer.
ARMORY SITE DEED (PROPERTY AT 1st & ClARif):
A letter was read from Lilburn H. Stevens requesting that Lots -18 to 22 inclusive
and Lots 1 to 6 inclusive, Block 4, Northern Pacific Original Town Plattof Pasco,
be deeded to the State of Washington, Military Department for use of the organized
Militia of the State of Washington on the one dollar for the term basis.
RESOLUTION NO. 327:
Resolution No. 327 was read resolving to deed to'the State of Washington the above
mentioned property for construction of a proposed Armory. Motion made by Overlie,
seconded by Hicks that Resolution No. 327 be adopted as read. Motion carried by
roll call vote of six (6).
PETITION, MATHESON PLUMBING & HEATING, 1001 W. YAKIMA-
Petition was read. Several property owners in this immediate area were present
supporting petition that license or permit not be renewed.fo"r_:the,Matheson Plumb-
ing and Heating at 1001 W. Yakima Street, Pasco. They consider this business
establishment a nuisance and a hazzard in a residential area. Motion made by
Overlie, seconded by Bonnett to turn this to the City Attorney.
Amended motion by Bonnett, seconded by Milne opinion to be submitted at the next
regular meeting. Motion carried.- Voting on the original motion as amended, mot-
ion was carried.
H. EARL CLACK, WATER, SERVICE, 2300 E. LEWIS:
Mr. John Scott requests water service installation to the above address, just east
of Cedar Street and South of Lewis; thus outside of the City limits, to service their
Service Station. City Engineer explained problems as to front footage in making
extension out Lewis. This was turned to the Water Committee for decision; Avery,
Connell and Hicks.
BLOCK "D" PET�TITS ADDITION:
Bryce Nall presented a sketch and letter from Grant Stringham requesting the
Council and Planning Commission to waive set back to allow the erection of a duplex
at this location also adjustment in front footage charge for water and sewer account
irregular shape of property and feel that a charge comparable to:-.& 50' lot would
not be out of line. Motion made by Overlie, seconded by Milne -to turn to the Water
Committee for recommendation at next regular meeting. Motion carried.
REZONING:
Following petition submitted to the Planning Commission°a Public Hearing was held
April 14, 1953 on rezoning as petitioned which was approved by the Planning Comm-
ission and referred to the City Council for charge by Ordinance.
ORDINANCE NO. 747:
AN ORDINANCE AMENDING ORDINANCE NO. 4.35, CITY OF
PASCO, AND BEING AN ORDINANCE AMENDING THE ZONE
CLASSIFICATION OF LOTS 25 to 32, INCLUSIVE, BLOCK
8, 01EEEFE'S SECOND ADDITION TO PASCO, AND LOTS
17 to 20, INCLUSIVE, KEYSTONE ADDITION TO PASCO,-
FROM RESIDENTIAL R-2 TO COMMERCIAL C-1
Motion made'by Overlie, seconded by Connell that Ordinance No. 747 be given the
first reading. Motion carried. Ordinance No. 747 was read. Motion made by
Overlie, seconded by Milne that Ordinance No. 747 has been given the first reading.
Motion carried. Reading by title to be given at a later date.
DISCUSSION FOLLOWED:. A group of property -owners in the immediate area were present
to protest the change; several stated that they felt the need at this time was not
eminent and objected most stremuously to extending C-1 to R-1 or East of Murray which
would be closer to and evaluate residential property; extending East from Drug
Store_ to Murray was more accepta-;le than that portion in R-1. Various reasons
were discussed. Occupancy of service stations, tavern or drive inn would be dis-
tasteful to surrounding district. Sighers of the petition were present; they
stated the portion in Keystone Addition R-1 was such an irregular piece of property
it could be utilized to a much better advantage if in a C-1 zone. Motion made by Bon-
nett that petition be sent back to Planniiib Commission for purpose of deleting

Keystone Addition. Motion withdrawn. Motion made by Bonnett to delete the Key-
stone.,Ad.dition portion of Ordinance No. 747 which includes Lcts 17 to 20. Motion
died for want of a second. Motion rm de by Milne to lay Ordinance No. 747 on the
table for zoning committee to investigate. Motion withdrawn. Motion made by
Overlie -to turn to zoning committee for investigation and report at next regular
meeting: .Motion lost for want of a second. Hearing concluded by the Mayor.
Motion made by Bonnett, seconded by Milne that before Ordinance No. 747 is given
the third reading that notice be given in the daily papers. Motion carried.
Motion made by Bonnett, seconded by Milne that City Clerk advertise that Ord-
inance No. 747 will be up for third reading and adoption on May 5, 1953• Motion
carried.
FIELD HOUSE, SYLVESTER PARK:
A letter was read from W. G. Switzer to the Park Department offering to complete
building for 01,485.00. Motion made by Bonnett that the Park Board be authorized
to•racoept best offer. Motion withdrawn. Motion made by Bonnett to call for bids
on .this work, callable "lay 5, 1953- Motion carried.
IRREGULARITY OF STREETS & ALLEYS IN THE VICINITY OF W. LEWIS & 10TH STREETS:
This was brought up by Mr. VanHoy, He states that the property line is out of
line :5' in ,places.

Motion made by Overlie, seconded by Bonnett to turn bids to John W. Cunningham &
Associates for recommendation. Motion carried. '
McNARY DAM RESERVOIR:
A letter was read from L. E. Rydell presenting a MASTER PLAN of the reservoir area.
A discussion followed regarding call for bids on concession operation of the Yacht
Eas.in4 Bonnett suggested that the lease from the Army Engineers and the Citys'
basic agreement should be worked out first. Calling for bids subject to the Army
approval was mentioned. Motion made by Bonnett, seconded by Milne that the Yacht
Club Committee meet with the Army Engineer for recommendation on base and inform-
ation to be used in bid and report to City Council on May 5, 1953- Motion carried.
Call for bids to be set up by the City Attorney callable on May 19, 1953
REFUND, PETER KIEWIT SONS' COMPANY:
A letter was read from Donald L. Boots requesting $23.70 refund for money paid into
the City of Pasco sewer fund and discontinuance of any furthernpayments to be cred-
ited to•that fund. This was turned to the City Attorney for recommendation or an
opinion.
HIGHWAY DEPARTMENT :
A letter was read from R. H. Pyle regarding resolution for street grades on West
Lewis and mentioning the need of another resolution at a later date restricting
parking between 8th & 12th Avenues.
RESOLUTION NO. 326:
Approving street grades for State. -Highway Construction through a portion of Pasco,
Franklin County, Washington. Motion made by Connell, seconded by Combs that Res-
olution No. 326 be acb pted. Motion carried by roll call vote of six (�).
:A letter from Mr. Pyle was read with reference to a recent Countil meeting and
questions debated. He states "This office does not feel that we should acquire
additional land on either side of Lewis Street between 8th and 10th to allow for
increaded sidewalk width, but rather that the additional sidewalk construction,
if Aelieved•necessary, should be the burden of the abutting property. The cost
of revamping existing neon signs which will overhang the new lanes is certainly
not our obligation since the signs are on public property in the first instance.'"

A letter was read from Walter Crane requesting.information relative to platting
and utility improvements. T-iis was turned to the City Engineer.
!CORPS OF ENGINEERS. WALLA WALLA:
A letter was read from A. H. Miller requesting fresh water.supply.during August,
September and October, prior to raising pool to elevation 340 M.S.L. Outlining
plans for pumping in making change. Motion made by.Bonnett, seconded by Milne
approving Army plans. Motion carried.
NORTHERN PACIFIC PERMIT NO. 50110:
Relaying water line from 12th up A to 11th thence to Lewis Street., Motion made by
Bonnett, seconded by Combs to approve permit No. 50110. Motion carried.
AIRPORT DELINQUENT ACCOUNTS:

CEMETERY DEPARTMENT: Twenty (20) Grave liners $460.00; 42 cu. yds Cement and

WATER DEPARTMENT: Miscellaneous parts for Meters 876.79.
Motion made by Bonnett, seconded by Milne app,1roving purchases. Motion carried by
roll call vote of six (6).
TRUCK BY-PASS:
Vacating property for Truck By -Pass, turning off Lewis at Lucas to A and Ship.
Vacate a portion of Street between A and Lewis Streets. Motion made by Bonnett,
seconded by Combs that City Engineer be authorized to draw up plan for truck by-
pass from Lewis at Lucas to A & Ship Street. Highway Department to be notified.
Motion carried.
PAINTING CROSSING:
"A''Street and Northern Pacific Main Line and"A'Street and Walla Walla Branch Line.
Motion made by Bonnett, seconded by Milne authorizing painting of signs at these
locations for :$25.00. Motion carried by roll call vote of six (6).
ORDINANCE NO. 746:
AN ORDINANCE FIXING THE AMOUNT, FORD, DATE,
INTEREST RATE, MATURITY AND DENOMINATIONS
FOR LOCAL IMPROVEMENT DISTRICT NO. 61 BONDS,
AND DIRECTING THE ISSUANCE AND SALE OF SAID
BONDS TO TERRY THOMPSON IN ACCORDANCE WITH
HIS OFFER HERETOFORE ACCEPTED
Motion made by Overlie, seconded by Milne that Ordinance No. 746 be given the
first reading. Motion carried. Ordinance No. 746 was read. Motion made by
Overlie, seconded by Milne that Ordinance No. 746 has been given the first read-
ing. Motion carried.
BUDGET: The City Clerk presented each member with a copy of the monthly Budget
off`—rhe month of March 1953•
