.Mayor Beck spoke to the Council relative to negotiating with the Gun Club to
effedt7.an agbeement so payment can be made by the Government.
SEWAGE DISPOSAL PLANT METER RECORDING & MEASURING1,
A letter. was read from John W. Cunningham & Associates requesting call for bids on
this equipment be set for Fuesday, April 21, 1953• Motion made by Avery, seconded
by Bonnett to call for bids on measuring and recording equipment as required on
April 21, 1953- Motion carried.
SEWER PIPE LINE 18" N..P. Permit 76005:
A letter was read from.J. T. Moore. Motion made by Bonnett, seconded by Connell
to turn this to the City Attorney to check and approve. Motion carried.
EASEMENT S. P. & S. RAILWAY, GRAY STREET CROSSING:
A letter and fully executed easement from S. P. & S. Right -of -Way and Tax Agent
was read. Motion made by ,Avery, seconded by Bonnett to approve on acceptance of
the City Attorney. Motion carried.
U. S. ARMY ENGINEERS, BOAT BASIN:
A letter was read from Colonel W. H. Mills to I'Iayor Beck stating that right -of -
entry permit was granted to the City in a letter bfiy'larch 10, 1953• There is no
way to grant the City negotiations with a concessionaire prior to license covering
use by the City.
A letter to S. A. Connell was also read. This was dated 'larch 25, 1953. The
third letter read was written to G. R. Fisher regarding construction, etc.
Port of Pasco unable to make request without a vote of the people.
Peter Kiewit has eouipment in this location and would construct bulk head work
and drive way for $1,800.00. Mr. Wyman states he has outlay money that could be
used for this purpose. Following; a discussion motion was made by Connell, seconded
by Bonnett to accept Kiewit's offer of $1,800.00 for bulk -head work on pool and
drive way. Motion carried by roll call vote of six (6). Overlie out of the room.
Right of entry needed from the Army Engineers. George R. Fisher to investigate.
PETITION: (ARMORY)
A petition signed by 114 signers was presented petitioning to have the proposed
Armory built on some sight other than the area bounded by Lucas, Hopkins, 13th
and Mound or any part of Memorial Park.
MEMORIAL PARK RETAINING WALL:
Motion made by Bonnett, seconded by Connell authorizing the Park Committee to call
for bids on retaining wall and drive way at Memorial Fark, Tuesday, 8:00 P. M.,
May 5, 1953- Motion carried.

AN ORDINANCE AUTHORIZING A CONTRACT AND AMENDMENTS
THERETO AS NECESSARY BETWEEN THE CITY OF PASCO AND
PUBLIC UTILITY DISTRICT NO. 1 OF FRANKLIN COUNTY,
A MUNICIPAL CORPORATION, PROVIDING FOR THE FURNISHING
BY SAID DISTRICT OF ELECTRIC LIGHTING SERVICE UPON
-THE STREETS, HIGHWAYS, AND PUBLIC PLACES WITH THE C
CORPORATE LIMITS OF THE CITY BEGINNING JANUARY 1, 1953,
AND DETERMINING THE AMOUNT OF STREET LIGHTING SERVICE

READY MIX GRAVEL PIT:
Agreement read. City Engineer states he has served a stop order to this Cmmpany
account not living up to agreement. Motion made by Bonnett, seconded by Avery
that Redi-Mix Inc. be notified to f urnish City with performance bond in the sum
of $10,000.00 to insure performance of agreement with City dated September 1951,
relative to gravel pit operations between Ainsworth and the Panama spur. It is
further moved that City Engineer be empowered to extend his stop work order to
May 19, 1953 upon immediate receipt of bond. Motion carried.
BANK DEPOSIT, PARKING METER:
Cars parked at corner meter blocks Bank customers from making deposits in the
depository. Motion made by Combs that Chief of Police effect a 2 minute parking
after bank closing hours. Motion withdrawn. Motion made by Bonnett, seconded by
Avery to turn this to the Police Committee to work out and instruct Chief. Motion
carried.

Motion made by Combs that the City advertise fora Dog Catcher. Motion withdrawn.
Mayor to contact Kennewick Dog Warden.
ART SLAIGHT:. Yakima & 3rd:
City to replace sidewalk removed by them. Motion made by Avery, seconded,by Milne
that J. Garrison.bill the City for 100' of sidewalk for reconstruction L $100.002
to be paid from Street Fund. Motion carried by roll call vote of seven M .
SIDEWALK CONSTRUCTION:
From Lewis to Court on 10th Street; most of this property has no sidewalks; same
is badly needed for pedestrians. All City property owners to be requested to
construct sidewalks. Motion made by Bonnett, seconded by Hicks that the City
Engineer write letter to property owners between Court and Lewis Streets requesting
sidewalks and curbs. Hicks and City Engineer to formulate letter.
