REGULAR MEETING
CALL TO ORDER:
PASCO, WASHINGTON
COUNCIL CHAMBERS
MARCH 17, 19
Meeting called to order at 8:00 P. M. Honorable Mayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present were'J. A. Avery,'L..'E. Bonnett, C. R. Combs,
S. A. Connell, Raymond Hicks, C. S. Milne and T. G. Overlie, also City Attorney
Orville B. Olson.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
SCOTT ROFF - PORT DISTRICT:
Mr: Roff spoke relative to obtaining in the near future city property in Blocks
35,40 and 41, Riverside Addition. Motion made by Avery to turn this to the
Property and Building Committee for study and recommendation. Motion died for
want of a second.
HARRY CUSTER, newly elected Mayor and Lee Craig were.presented to the Council
body Beck.
STREET LIGHTING, HARRY HUDLOW:
Mr. Hudlow spoke with reference to Ordinance .No. 739 and list of light locations.
ORDINANCE NO. 739:
Motion made by Bonnett, seconded by Avery that Ordinance No. 739 be given the
first reading. Motion carried. Ordinance No. 739 was read. Motion made by
Overlie, seconded by Bonnett that Ordinance No. 739 has been given -the first
reading. Motion carried. Motion made by Overlie, seconded by Combs that'Ord-
inance No. 739 be given the second reading by title only. Motion carried.
Ordinance No. 739 was'read by title. Motion made by Overlie, seconded by Bonn-
ett that Ordinance No. 739 has been given the second reading by title. Motion
carried.
Questions were answered by Mr. Hudlow.
ARMORY, CAPT. RAY SPERLINE:
Capt. Sperline of the National Guard stated it was up to the City to obtain
property for the Armory Site. Two blocks near Memorial Park favored. Ctty-
Attorney stated that in order to use condemned property for other -purposes than
condemned for it would have to bedecision by the vote of the people. The
Mayor pppointed a committee of His, Milne and Connell to meet with the City
Attorney and select two other locations considered as desirable for the Armory
site.
JOHN W. CUNNINGHAM & ASSOCIATES:
Representatives Kenney and Burdin, who are here getting data on Sewage Disposal
Plant construction, stated that they had talked with Mr. Saxton of.the Pollution
Control Board and were assured that the plans as presented to the Board by
John W. Cunningham & Associates would not be held up and would probably be
approved by the first of next week.
LAID DATE FOR SE1AGE DISPOSAL PLANT CONSTRUCTION:
A letter*was'read from F. S.'Zeidlhack'requesting that a data be set for call
for bids. The Plans & Specifications will be received in a couple of days.
Motion made by Avery, seconded by Combs that bids be called for Wednesday, April
23, 1953 at 8:00 P. M. Motion carried.
REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT.
READING OF THE MINUTES:
Motion made by`Connell, seconded by Milne to set aside the reading of the minutes.
Motion carried.
COMMUNICATIONS:
MAYOR JOHN BECK'S RESIGNATION:
Mayor John°Beck tendered his resignation -effective April 30, 1953• Motion made
by Bonnett, seconded by Combs accepting the resignation. Motion carried.
Motion made by'Bonnett, seconded by Connell nominating H. V. Custer as Mayor.
Motion carried. Motion made by Bonnett, seconded by Overlie that nominations
be closed: Motion carried. Motion made by Bonnett, seconded by Connell that
H. V. Custer be appointed Mayor to fulfill the unexpired term of John Beck.
Motion carried by roll call vote of seven (7).

ATTORNEY:
A letter was read from Mayor John Beck appointing R. G. Patrick
as City Attorney
to fill the unexpired term of Orville B. Olson. Motion made
by Overlie, seconded by

BUSINESS LICENSE APPLICATIONS:

-,'.A:-letter was read inviting the Mayor and Council to attend their dance.

STROMME MOTOR SALES:
A letter was read from Mr. Stromme requesting pBrmission to move one light post
a few feet east or west of the present location to allow a new driveway at 311
West Lewis. Motion made by Overlie, seconded by Avery authorizing the move under
the supervision of the City -Engineer and under conditons as set out in the letter.
Motion carried.
FISHING AREA: CORPS OF ENGINEERS: j
A letter was read from Merle E. Lietzke granting the City revocable right of entry
to stock the pond and make other improvements necessary for the juvenile fishing
area. Motion made by Bor_nett, seconded by Avery authorizing the Mayor to sign.
Motion carried.
STREET SIGNS, JUNIOR CHAMBER OF COMMERCE:
The Junion Chamber of Commerce offered to purchase 335 street signs if the City
will erect same; approximate cost of signs to be $3,000.00; installation will be
Approximately the same. Motion made -by Connell, seconded by Avery granting per-
mission to go ahead with the project. Motion carried.
ANNEXATION, 80.ACRES IN THE SE4 OF SECTION 21:
A petition was -read. 100% signers. Motion made by Overlie, seconded by Bonnett
setting a hearing date for Tuesday 8:00 P. M., April 21, 1953• Motion carried.
BOAT BASIN:
Surfacing street approach and ramp was discussed. Motion made by Overlie, seconded
by Connell authorizing the City Engineer to go ahead with surfacing ramp road.
Motion carried by roll call vote of five (5).

Resolution No. 325 signed and returned. They also request an estimated time sched-
ule indicating dates money might be required. Motion made by Sonnett, seconded by
Connell instructing the City Engineer to acquire figures from John W. Cunningham
& Associated and forward to Harper. Motion carried.
ELECTION EXPENSE:
�I Vouchers covering Election expenses were authorized paid. Motion so made by
Connell, seconded by Bonnett and carried by roll call vote of five (5).

Motion made by Connell, seconded by Bonnett authorizing City Clerk to tabulate the
