REGULAR MEETING COUNCIL CHAMBERS FEBRUARY 17, 1953
CALL TO ORDER:
Meeting called to order at 8:07 P. M. Honorable iviayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present were J. A. :Avery, L. E. Bonnett, C. R. Combs, S. A.
Connell, Raymond Hicks, C. S. Milne and T. G. Overlie. City ,Attorney Orville B.
Olson was present.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
AIRPORT DEED:
Mr. H. V. Custer and 0. V. Cotton were present in the interest of Quit Claim Deed
from the United States Government to the City of Pasco. A letter was read from
City Attorney stating this deed was in conformity with Resolution authorizing the
negotiation for the Airport and could see no basis in deed for refusing to accept
the document. A letter was read from the General Services Administration mentioning
changes and requesting to be advised as to recording data.
The kirport is considered to be valued at approximately $2,000,000.00.
Motion made by Bonnett, seconded by Hicks to accept quit claim from the United
States Government for property known as Pasco Airport. Motion carried by roll
call vote of seven ( 7) .
NORTHERN PACIFIC RAILROAD COMPANY'S EASEMENT No. 64639 to be chncelled with the
United States Government and permit No. 75873 covering water pipe lines, to be
signed by City Officials account change of ownership. Motion made by Avery, sec-
onded by Bonnett to approve the Northern Pacific Railroad Permit No. 75873 for
water line crossing. Motion carried by roll call vote of seven (7).
CaIETERY MARKERS & MONUMENTS:
Mr. R. B. Wylie of Walla Walla requests that the Council recind Ordinance covering
the installation of markers of ground level. Motion made by Avery, se:.sonded by
Bonnett to turn this to the Cemetery Committee. Motion carried.
WEST LEWIS HIGHWAY FROM NEW BRIDGE TO CITY CENTER:
Second 'set of plans on the two-lane approach were presented by the Highway Depart-
ment were displayed and studied by several members of the different civic groups
and council; first plan, a four -lane approach was also discussed. Four -lane approach
seemed to be favored; this would widen streets and necessitate an 81nsidewalk; two
lanes would leave the highway more or less as it is now with a two-lane approach
to the bridge, which several visit6rs did not consider ample. In conclusion it
was decided to not accept the Resolution. Motion made by Overlie, seconded by
Avery to table action on Resolution and turn this to the Bridge & Highway Committee
of the Chamber of Commerce to work with Department in Olympia for reconsideration,
also members of Council and Merchants Association to act with Committee. Motion
carried. Mayor appointed Overlie, Milne and Bonnett of the Council; Mr. Sullivan
of Sears& Roebuck ; Spence Jilek, Chairman to work jointly with Merchants Committee.
Motion made by Hicks, seconded by Avery to concur with Mayor's appointments. Motion
carried.
ABSENTEE BALLOTS CANVASSED FOR -PRIMARY ELECTION HELD FEBRUARY 10, 1953:
Fourteen (14) absentee ballots counted and recorded as follows. Motion made by
Overlie, seconded by Milne authorizing City Clerk to canvass the rest of the Poll
Books and record. Motion carried.

1516 votes cast.
i, INSURANCE COMMITTEE:
Ed Ray & Roy Dillingham of the -Committee were present,! They presented vouchers for
'i Liability Policy in the amount of $3,786.12; about 1/3 of the money appropriated in
the Budget for Insurance. The Budget will be short $1,236.00. Motion made by
Milne, seconded by Bonnett that an emergency ordinance be drawn up in the amount of
$1,236.00. Motion carried by roll call vote of tix (6).

I� SEWAGE TREATMENT PLANT PUMPS:
A letter was read from John W. Cunningham & Associates Stith print of bids reviewed
by them for the purchase of a• pump. They recommend the low bid of Fairbanks -Morse
Company be accepted on both units, $1,750.00 and $2,100.00. They also re -commend
that the option of requiring a performance bond be waived. Motion made by Overlie,
seconded by Bonnett that recommendations of John W. Cunningham & Associates be
�I accepted. Motion carried.
BILLS:
C. J. Painter's Estimate No. 2 in the amount of $7,381.83 was presented by the
City Engineer.

seconded by Avery that Ordinance No. 740 was given the second reading. Motion carried.

third reading. Motion carried. Ordinance No. 740 was read. Motion made by

INLAND MOTOR FREIGHT REIMBURSEMENT:
Broken street light. City Engineer statest he Freight Company will only reimb-
urse on replacement purchsse. Motion made by !Bonnett, seconded by Overlie that
City Engineer be authorized to purchase replacement parts. Motion carried by
roll call vote of six (6).
ORDINANCE NO. 724:
AN ORDINANCE DECLARING AND ESTABLISHING OFFICE
HOURS FOR MUNICIPAL OFFICES OF THE CITY OF PASCO
Motion made by Connell, seconded by Overlie that Ordinance No. 724 be given the
second reading by title only. Motion carried. Ordinance No. 724 was read.
Motion made by Ovehlie, seconded by Connell that Ordinance No. 724 has been given
the second reading by title. Motion carried. Motion made by Connell, seconded
by Overlie to give Ordinance No. 724 the third reading. Motion carried. Ord-
inance No. 724 was read. Motion made by Overlie, seconded by Bonnett that Ord-

PETITION:
A petition was read, signed by eleven property owners in Block 5, Kurthts Addition,
filing a complaint against S. M. Mullen for lack of consideration in building on
the north portion of Block 2, Kirthts Addition; piling loose dirt in excavating
which is blown to near by yards covering lawns, which could be corrected by watering
down the dirt. City Engineer to inspect situation.
C. F. GRIGG, EAST SIDE_L. I. D.:
Mr. Griggs offer to run circuits of levels through a portion of the south east
section of the City to obtain data for proposed L. I. D. Sewer Improvement for
$300-.00- Motion made by Avery, seconded 4,y Bonnett to accept this proposal.
Motion carried by roll call vote of six (6).
ARMY ENGINEERS, BOAT CLUB:
A letter wap read from W. H. Mills stating the McNary 1daster Plan has now been
approved. The Walla 'Walla Office has authority now to grant immediate right -of
way entry for areas contemplated as public recreation units. Port District,
sub -contracting, w$h a concession are under the same regulations as the City; will
have to be decided by the Commission. The McNary Pool will be filled by October
of this year. :Another meeting is to be called.
SEWER: STATE GRAIN INSPECTION BUILDING:
A letter was read from R. N. Anderson, Lt. Col., Corps of Engineers, Walla`Wallary
regarding relocation of sewer serving this State Building at So. 5th and Ainsworth
and states in effect there could be no legal liability for the government to re-
locate this sewer cnnnection.
BONDS:
Wm. P. Harper & Sons & Company, 1504 3rd Avenue, Seattle, ;Washington was recommended
to set up perspectur sor Bond issue. Motion made by Milne, seconded by Avery that
Wm. P. Harper.& Sons & company be employed to ser up perspectue on bond issue, total
of $900.00. Motion carried by roll call vote of six (6).
