Meeting called to order at 8:00 P. 1vI., Honorable Mayor John Beck presiding.
ROLL CALL:

REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
Mr. A. F. Grumert, Transportation Engineer for th'e. t'ublic Service Commission
read a report of findings on two "A"" Street crossings for which the City has
requested automatic signals. Following the detailed report Mr. Grunert rec-
ommended stop signals with law enforcement for the time being. Joint install-
s, of ,-automatic signals with the Northern Pacific Railroad might be effected;
City would no doubt help finance. Motion made by Bonnett, seconded by Hicks that
a letter be written the Public Service Commission for a meeting with them, the
Northern Pacific Railroad Company and the City Council. Motion carried.
For financial assistance through Federal Aid contact Norman Hill, Transportation
Department, Olympia, Washington.
Motion made by Milne, seconded by Combs that four stop signs be installed at the
two ""A"" Street crossings immediately. Motion carried.
LEWIS & 10th STREET TRAFFIC:
.Ray Pyles of the State Highway Department pesented a drawing of this intersection
showing traffic laws and parking area;lanes are to be 12' wide, thus a 24' high-
way with adequate shoulders. Curbs cut at 9th & 11th Streets.
A letter was read from twelve property owners and lessors between 7th & 12th on
West Lewis suggesting serious consideration on e �jht separate phases dealing with
parking and traffic control. Following a lengthy discussion motion was made by
Boninett,_that^in'�ehalf of the City Council to accept plan as presented by the
State Highway Department. Motion withdrawn. Resolution to be furnished by the
Highway Department for adoption by the Council.
5" set back on Lewis Street between 8th & 12th Streets was recommended by the
Mayor; Street Committee and City Engineer to bring in recommendation on data for
Ordinance at next meeting. Motion so made by Bonnett, seconded by Combs and carried
by roll call vote of six (6). Widening 8th and 9th, 11th & 12th Streets between
Clark and Columbia or spur tracks. Motion made by Bonnett, seconded by Combs
authorizing widening of these streets. Motion carried by roll cal 1 vote of six (6).
S. M. MULLENS, PLAT FOR APPROVAL:
Mr. Mullens presented two plats for study by the Council. Property owned by I. I.
Grigg, Chas. Knapp, Casey Sheppard and Mr. Weir located East of Railroad tracks at
North and East boundry of City limits. Council favors the Grid Iron Paptern of
plat account alley platted for utility'services. Plat not filed with City at this
time.

Notice of Public Hearing on Assessment; -.Roll was read. No protests filed. Three
letters read containing matters of general questions.

RICT NO. 61 FOR THE CONSTRUCTION OF A SEWER SYSTEM
OF IA TERALS AND MAINS IN MERIDIAN ADDITION, COLUMB-
IA ADDITION, HELM'S ADDITION, AND HELM'S SECOND
ADDITION AS PROVIDED BY ORDINANCE NO. 697, AS AMEND-
ED BY ORDINANCE NO. 707, AND LEVYING AND ASSESSING THE
AMOUNTS TliEREOF AGAINST THE SEVERAL LOTS, TRACTS,
PARCELS OF LAND AND OTHER PROPERTY AS SHOWN ON SAID ROLL
Motion made by Bonnett, seconded by Connell that Ordinance No. 740 be given the
first reading by title only. Motion carried. Ordinance No.740 was read. Motion
made by Overlie, seconded by Connell that Ordinance No. 740 has been given the first
reading by title. Motion carried.

HAYWARD-LARKIN SIGN COMPANY:
A representative for this Company appeared in person requesting to rent space on
City property in the 300 Block on Columbia for location of their signs; $90.00
per ,year. Motion made by Milne, seconded by Hicks to grant the request. Motion
lost day roll call vote of 3 & 3. Bonnett, Connell and Overlie voting "No"; Combs,

Hicks and Milne voting "Yes". No affirmation
Pete Schouviller, 1907 W. Irving desires to connect to the sewer by direct line
on his property;to use riser now installed it would be necessary to cross neigh-
bors property. City Engineer to take care of this.
GUN CLUB:
I;
A letter was read from Orville B. Olson stating that "The Gun Club representatives
desire to participate in the condemnation award to the extent of :$6,000.00 which
they feel is fair compensation for the improvements placed on the property by them
and which is being paid to the City of Pasco by the government". At this time the
government payment is being held up in Walla Walla pending a suit or settlement of
this claim. Government appraisal was $4,750.00. Motion made by Bonnett, seconded
by Overlie to offer the Gun Club $4,750.00 without sprinkling system if not in the
appraisal. Motion lost by roll call vote. Bonnett and Overlie voting "yes";
Combs, Connell, Hicks and Milne voting "No". Motion made by Milne, seconded by
Hicks that the Gun Club be granted $6,000.00 complete settlement. Motion carried
by roll call vote of 4 to 2, Bonnett and Connell voting,"No"; Combs, Hicks, Milne
and Overlie noting "Yes".
ARMY ENGINEERS:YACHT BASIN & TWO PARK AREAS:
Mayor reports that the Army Engineers are ready to dispose of this property.
Motion made by :Milne, seconded by Overlie to approve the le.,sing direct to the
Yacht Club by the Army Engineers; the East end of lacht Basin Area. Motion carried.
Motion made by Overlie, secinded by Connell requesting that the City apply for the
balance of the Yacht Basin and the two park areas. Motion carried.
Motion made by Overlie,s econ:ed by Connell authorizing the Street Department to
extend street and prepare ramp and boom to basin. Motion carried by roll call
vote of six (6).
BILLS:
Current bills against the City were read as follows. Motion made by Overlie, sec-
onded by Connell that all vouchers properly signed and approved bg paid. Motion

EASEMENT FOR 12th STREET EXTENSION (N. P. PROPERTY):
A letter was read from H. V. Custer stating property desired was under easement
to Smith Truck & Tractor Company.
SEARS, ROEBUCK & COMPANY:
Mr. Custer suggested the Council get the approval of Sears Roebuck & Company on
proposed changes by the State to avoid a misunderstanding.
U. S. NAVAL AIR STATION:
A letter was read from D. E. Swenson stating the Navy property at the Base would
be picked up on February 4, 1953• List was furnished to 0. V. Cotton. Action is
being taken through Warren G. Magnuson to halt this movement.
SCHULTZ ELECTRIC COMPANY WARRANT:
Warrant held. up account defective parts. A letter was read from City Engineer
" George R. Fisher. Motion made by Combs, seconded by Bonnett authorizing the
release of Warrant in the amount of $429.51. Motion carried. Motion made by
Combs, seconded by Bonnett that the City Attorney write the Freight Company for
reimbursement. Motion carried.
TRANSFER:
Motion made b y Bonnett, seconded by Milne authorizing transfer of $487.50 from
Emergency Ordinance Fund to Current Espense Fund. Motion carried.
STOP SIRN AT lst & CLARK STREETS:
A letter was read from City Engineer George R. Fisher requesting a 4 -way stop
.sign at lst & Clark. Motion made by Bonnett, seconded by Combs approving the
recommendation. Motion carried.
APPOINTMENTS:
Mrs. E. H. Kidwell was re -appointed by the Mayor to succedd herself on the Lib-
rary Board for a 5 year term expiring December 31, 1957•
Robert E. Avery was re -appointed by the Mayor to succeed himself on the Housing
Authority Commission, term ending January 28, 1958.
Motion made by Bonnett, seconded by Milne approving the Mayor's"appointments.
Motion carried.
EXTRA .HELP, CITY ENGINEER:
A request was made by City Engineer George R. Fisher for extra help for field
survey elevations for East Side Proposed L. I. D. Sewer locations and extensions.
i Motion mdde by Bonnett, seconded by Milne to bring in estimate for job. Motion
carried.
JANITOR SALARY RAISE:
A letter was read from Mr. Radditz requesting a raise in salary to equal budget
set up of $100.00 per month. Motion made by Bonnett, seconded by Milne authoriz-
ing a raise of $10.00 per month. Motion carried.

AN ORDINANCE AUTHORIZING A CONTRACT AND AMEND—
MENTS THERETO AS NECESSARY BETWEEN THE CITY OF
PASCO AND PUBLIC UTILITY DISTRICT NO. 1, OF
FRANKLIN COUNTY, A MUNICIPAL CORPORATION, PRODID-
ING FOR THE FURNISHrING BY SAID DISTRICT OF ELEC-
TRIC LIGHTING SERVICE UPON THE STREETS, HIGHWAYS,
AND PUBLIC PLACES WITHIN THE CORPORATE LIMITS OF
THE CITY BEGINNING AND DETERMINING
THE AMOUNT OF STREET LIGHTING SERVICE REQUIRED BY
THE CITY AND DIRECTING THE EXECUTION AND DELIVERY
OF SUCH CONTRACT AND AMENDMENTS THERETO AS NECESS-
ARY IN BEHALF OF THE CITY
Motion made by Bonnett, seconded by Combs that Ordinance No. '739 be given the first
reading by title only. Motion carried. Ordinance No. 739 was read by title.
