CALL TO ORDER:
Meeting called to order at 8:10 P. M. Honorable Mayor John Beck presiding.
ROLL CALL: s
By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, S. A. Connell,
C. S. Milne and T.G. Overlie. Absent were J. A. Avery 61- Raymond Hicks. City
.;Attorney Orville B. Olson was present.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
CHUR Cff PLAT:
Mr. H. C. DeYarmon presented a plat of -Church Addition for the Council's approval,
same was reviewed. Motion made by Bonnett, seconded by Milne authorizing the
Mayor to sign plat. Motion carried.
INSURANCE:
Ed Ray and Roy Dillingham were present. Mr. Ray presented a book folder for
filing policies and identifications to the Council. He stated that there are
five policies covering fire by blanket; 115 of the $132,000.00 coming due each',
year; amount of policy is ;872.00; not enough money in budget to take care of
insurance as now set up. Council will have to decide on whether to reduce the
insurance or raise more money. Motion made by Bonnett, seconded by.aoverlie
thatpremium be paid on blanket fire policy in the amount of $872.00. Motion
carried by roll call vote of five (5). Recommendation to be presented February.
3, 1952•
PORT DISTRICT SEWER:
Scott Roff stated their sewer service would not be on the line carrying sewage
to the disposal plant account Army Engineers changing their plans to connect in
manhole at 5th & Ainsworth, cost would be approximately $300.00 to extend the
Port sewer line to Ainsworth sewer. Front foot charges were made for first
installation. Motion made by Bonnett, sea nded by Connell authorizing City
Engineer, to change Port Sewer connecting intolvnsworth Avenue Sewer. Motion
carried by roll call vote of five (5). Motion made by Milae, seconded by
Connell.authorizing Mayor to write the Army Engineer's to reimburse the City
for change of service at casco Port District. Motion carried.
CONSTRUCTION PERMIT (ARMY ENGINEERS):
Permit was discussed, which would allow the Government to use for 12 months,
during which time they will construct a sewer pipe line to be transferred to the
City when completed. All government equipment, bu-11dings and tools to be re-
moved. Property described as follows:
"Atract of land bein all that portion of
.South Fifth Avenue Columbia Street) lying
325 feet south of the center line of. Ains-
worth Avenue and all of the east -west
alley of Block 18 of Riverside Addition to
Pasco (according to the plat.thereof record-
ed in Volume "B", Page 44, Plat Records) in
Sections 31 and 32, Township 9 North, Range
30 East of the Willamette Meridian, Franklin
County, Washington, containing 0.8 of an acre,
more or less".
No objections registered.
CITY PRrINTING (TRI CITY HERALD):
A letter was read from the City Attorney stating that "since the purpose of
competitive bidding is to assure the best possible prices to the City, and
since both of these newspapers are qualified to do the legal printing for
the City of Pasco, I suggest that the contract for the 1953 legal printing
be warded to the Tri City Herald. However, it should be specified that
the award of the bid is made to them upon the folio basis to prevent their
billing us at some future time on a column inch basis. 'articularly should
this be watched inasmuch as the folio figure, as indicated above, is only
about 40% of the figure submitted on a column inch basis.
Motion made by Milne, seconded by Connell that bid of Tri City Herald be accepted,
on folio basis of .74 and .,50�, 6 or 8 point type. Motion carried by roll call
vote of five (5).
REZONING FIVE LOTS IN MERIDIAN ADDITION FROM R-2 to C -1, -ORDINANCE NO. 732:
Tax payers present, Mrs. Olivia 'Colt, Mr. Davis and Mrs. Carter. Following a
long discussion motion was made by Milne, seconded by Bonnett that Ordinance
No. 732 be amended by Ordinance stating set backs s�me as R-2, front and side
in Carter & Meridian Addition. Motion carried. Overlie out of room.

ing; they are unable at present to get in and out of garage; she was advised that
the builder would no doubt make correction.

Ii Chief of Police A. L. McKibbin requests that an Ordinance be drawn
stating a
closing time for such clubs. Orville B. Olson stated that the
legislative body
i' in Olympia will no doubt take some actions on clubs as a bill in
the making at
this time. Mayor to write Ole Olson in Olympia.

of Police and
Police. Committee for study and recommendation. Motion carried.
Following a review of the bids Milne recommends the purchase of
the 1953 Chev.
Sedan Delivery $1,191.44 and the 1953 'Chev. 4 door Sedan for '$1,?08.78.
Motion made by Overlie, secmnded by Combs to accept the recommendation. Motion
carried by roll call vote of four -(4). Bonnett has been excused from the meeting,
this recommendation came later in the meeting.
CITY PROPPRTY!
A letter was read from James S. Whitney desiring to purchase Lots 11, & 12, Block
22, Northern Pacific Plat. '"otion made by Bonnett, seconded by Combs that lots
not be sold. Motion carried.
RADIO RANGE STATION:
A letter was read from H. E. Wallis of the West Coast Air Lines presenting applic-
ation for modification of the Radio Range Station located in Vasco to extend the
license hours of operation to 24 hours per day; at present the operation is from
sun up to sum down. A note from 0. V. Cotton states this will not involve any
additional cost. Motion made by Bonnett, seconded by Connell authorizing the
Mayor to sign application. Motion carried.
PASCO AIRPORT (DEED):
A letter from C. M. Graff was read, attached thereto a quit claim deed on property
known as the former Pasco 'caval Air Station and requesting that same be recorded.
Airport Committee desires to have deed held up for further negotiations. Motion
made by Bonnett, seconded by Combs to concur with the Airport Committee, Motion
carried.
CHUNKS OF CONCRETE AND CURBS:
Broken pieces of concrete sidewalks and curbs piled at 4th & Nixon. Motion .madel
by Connell, seconded by Overlie that this be turned to Park Board for recommendation.
Mmtion carried.
NEW ORDINANCE DOVERING USAGE & CONSTRUCTION OF SEWAGE FACILITIES:

A letter was read from City Engineer George R. Fisher requesting that an Ordinance
be drawn covering all phases of construction and usage of sewage facilities and
feels that such an ordinance is badly needed. Motion made by Overlie, seconded by
Bonnett to turn this to the Water Committee for recommendation on February 17,

PASCO, WASHINGTON
BUILDING INSPECTION SERVICE FOR NEW COMMERCIAL BUILDINGS:
A letter to Jay Robinson from the Pacific Coast Building Officials Conference was
read relative to rendering checking services to member cities for one-half of the
building fee charged by the City. Checking plan and procedure attached. • The Mayor
turned this to the Building Committee for study and recommendation.
CITY HALL - CONDITION OF CITY HALL:
A letter was read from the City Engineer George R. Fisher stating the north end of
the City .Hall showed definite signs of movement account foundation settling in an
uneven manner causing a separation. He feels that a s-tudy should be made. Fisher
to lojk further into State Inspection and report.
TRANSFERS:
Authorization was granted the City Clerk and City Treasurer to make transfers from
all departments to Social Security Fund and from Accumulated Sewage Disposal Fund
to Sewage Disposal Plant Construction. Amount will be approximately $191,762.48.
Motion so made by Bonnett, seconded by Overlie and carried by roll cal lute of
five ' (5) .
REFUND (D. A. SPEER):
A letter was read from City Engineer George R. Fisher requesting that the City
Treasurer be authorized to refund $300.00 to D. A. speer on construction of sewer
from the intersection of Agate and Poplar to intersection of Agate and alley East
of Poplar. Installation cost $675.00; he has already paid the 300.00. Motion
made by Bonnett, seconded by Overlie authorizing the refund. Motion carried by
roll c all vote of five (5) .
REFUND, KEYSTONE READER'S SERVICE:
A letter was read from David Romano requesting a refund on check for $15.00 paid
on'Solicitors applications for Business License to cover three salesmen. These
men did not show up. However several of their employees were brought into the
Police Station for Soliciting without a license prior to this application. They
never did cover that group of workers with an application. Refund was not granted.
Correspondence turned to City Attorney.
QUIT CLAIM DEED, STAVE HIGHWAY DEPARTMENT:
A deed was presented and discussed with the City Engineer relative to rendering a
quit claim deed to the State on a strip of property near James Street and the Air-
port property line described as "a strip of land containing 0.03 acres, more or
less, in the SW -1 4 ofAthe NE4 of Section 19, Township 9 North, Range 30 East, W.,''0,
Resoluti6n No. 323'adopted by the ifollowing motion:
Motion made by Combs, seconded by Milne authorizing Mayor to sign Quit Claim Deed
to State Highway Department. Motion carried by roll call vote of four (4).
APPOINTMENT:
Mayor Beck appointed S. A. Connell as Purchasing Agent to succeed himself for bal-
ance of term.
ORDINANCE NO. 737:
AN ORDINANCE AMENDING ORDINANCE NO. 435 AND
BEING AN ORDINANCE REZONING A PORTION OF THE
PROPERTY BETWEEN STATE HIGHWAY NO. 11 AND
ARTHUR STREET FROM RESIDENTIAL R-2 to COMM-
ERCIAL C-1
Motion made by Overlie, seconded by Connell that Ordinance No. 737 be given the
third reading. Motion carried. Ordinance No. 737 was read. Motion made by
Overlie, seconded by Connell that Ordinance No. 737 has been given the third
reading. Motion carried. Motion made by Overlie, seconded by Combs that Ord-
inance No. 737 be adopted. Motion carried by roll call vote of four (4).
ORDINANCE NO. 738:
AN ORDINANCE PROHIBITING THE PURCHASE, USE OR
POSSESSION OF.INTOXICATING LIQUOR BY PERSONS
UNDER THE AGE OF 21 YEARS, AND PROVIDING PEN-
ALTIES FOR THE VIOLATION THEREOF
Motion made by Overlie, seconded by Connell that Ordinance No. 738 be given the
third reading. Motion carried. Ordinance No. 738 was read. Motioh made by
Overlie, seconded by Connell that Ordinance No. 738 has had the third reading.
Motion carried. Motion made by Overlie, seconded by Combs that Ordinance No. 738
be adopted. Motion carried by roll call vote of four (4).
