j Meeting called to order at 8:08 P. M. Honorable Mayor John Beck presiding.

REGULAR ORDER OF BUSINESS.SER ASIDE. Motion so made by Overlie, seconded by
Avery and carried.
APPOINTMENTS:
Mayor Beck wishes to have the Committees carry on as they now are. Motion made
by Overlie, sdconded by Combs concurring with the MayDr. Motion carried.
Raymond Hicks to carry on as Mayor pro tem. Motion made by Bonnett, seconded
by.Overlie to concur with the Mayor. Motion carried.
READING OF THE MINUTES:
Minutes of meetings held September 16, October 6th, 7th, 9th, 21st, November 12th, z
18th, December 2nd, 3rd and 16th, 1952 were read and approved.
PETITION, TRIPLE L SPEAKER:
Mr. Oliver Crawford made inquiry regarding action t aken on petition requesting
that noise from the loud speaker be controlled. He suggested that the Chief of
Police contact the Triple L and ask them to turn speaker off at 10:00 P. M.
Motion made by Bonnett, seconded by Combs that the City Attorney draw up an
Ordinance to control outside noises. motion carried.
WATER EXTENTION TO LEWIS' PROPERTY ON CHASE:
Mrs. Lewis requests water service to their property situated between Brown and
Court on Chase, unplatted, approximately 700' from water main, cost estimated is
1,600..00. Property owners advised to Plat.

Chief of Police McKibbin requests that the Council call for bids on two (2)
Police Cars and turn in 1949 Ford and 1950 Chevrolet. Motion made by Bonnett,
seconded by Combs that the City Clerk advertise for bids callable Tuesday,
8:00 P. M., January 20, 1953. McKibbin to furnish specifications. Motion.
carried.

BOLIN'S PROPERTY FOR STREET PURPOSES:
A letter was read from the Planning Commission recommending to the Council that
.this property be platted and streets dedicated. Motion made by Bonnett, seconded
by Combs to concur with the Planning Commissions recommendation. Motion carried.
RESOLUTION NO. 323:
Resolution No. 323 was read resolving that a Public Hearing will be held on final
Assessment Rolls in L. I. D. No. 61 on Tuesday, 8:00 P. M., February 3, 1953•
Motion made by Bonnett, seconded by Avery to adopt Resolution No. 323. Motion
carried by roll call vote of six (6).

Requested opinion from City Attorney Orville B. Olson was read confirming bid of
the Columbia Basin News. Following a discussion & review of the bids motion was
made by Connell, seconded by Overlie to turn this back to the City Attorney.

ORDINANCE NO. 738:
AN ORDINANCE PROHIBITING THE PURCHASE, USE OR POSSESS-
ION OF INTOXICATING LIgUOR BY PERSONS UNDER THE AGE
OF 21 YEARS, AND PROVIDING PENALTIES FOR THE VIOLATION
THEREOF

GENERAL CHEMICAL DIVISION (ALUMINUM SULFATE):
A price was submitted at $34.00 net ton FOB Nichols, California, on car load lots,
plus freight -.78/ plus 15% on 80,000 lb carloads and 3% transportation tax; total
cost 51.94. Motion made by Overlie, seconded by Avery.to accept this price.
Motion:.carried by roll call vote of five (5).
ALLEY WATER DRAINAGE:
Alley in Block 12, Gerry's Addition has poor drainage;water runs in basements.
Motion made by Connell, seconded by Avery to install drain to sewer in this alley,
Motion carried by roll call vote of five (5).
SACAJAWEA & COURT STREET, low place and bad condition also alley in Block 18,
Gerry's Addition, East & West Alley; Block 20, Gerry's Addition, North and South
Alley. Motion made by Overlie, seconded by Alvery that drain be installed to
correct conditions at the three above mentioned locations. Motion carried by
roll call vote of five (5).
CHICAGO BRIDGE & IRON COMPANY
A letter was read from the above company stating that for 'flour standard charge of
One Hundred and no/100 Dollars ($100.00), we will inspect the 200,000 gallon
elevated tank and furnish you with a written report from our Engineering Department
covering the existing conditions of the tank and indicating such repairs as seems
advisable, however, you will be under no obligation by having us perform the insp-
ection -to have us perform the pepairs which we recommend."
