RECESSED MEETING COUNCIL CHAMBERS DECEMBER 29, 1952
CALL TO ORDER:
Meeting called to order at 12:20 P. M., Honorable Mayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present were J. A. Avery, L: E. Bonnett, C. R. Combs, S. A.
Connell and T. G. Overlie. ,absent C.. S. Milne and Raymond Hicks: City Attorney
Orville B. Olson was present.
BILLS:.
Current bills against the City were read. Motion made by Overlie, seconded by
Avery that all vouchers properly signed and approved be paid.
Pasco Electric's voucher presented late on repair to City Hall wiring was authorized
for payment in the above list. Motion made by Overlie, seconded by Avery. Motion
carried. First motion carried by roll call vote of�i�ve (5).
L. I. D. #61 FINAL PAYMENT:
City Engineer George R. Fisher presented a voucher to cover the 15% retaining fee
for Starbird Construction Co-,pny in the amount of 9,304.18 and Terry Thompson's
Interest Bearing Warrant in the amount of :$9,304.1 . Motion made by Overlie,
seconded by Avery authorizing both transactions. Motion carried by roll call vote
of five (5).

Ray Insurance Agency to succeed Wendell Brown Agency on the Insurance Committee,
term to expire September 23, 1954, both appointments effedtive at once.

APPOINTMENT, PLANNING COMMISSION:
By leter `''layor Beck appointed Karl Krudwig to succeed I. I. Grigg on the Planning
Commissiop,term to expire April 7, 1958. Motion made by Overlie, seconded by
Combs confirming the appointment. Motion carried.
ARMY ENGINEERS, TIES & FENCING:
Mayor Beck discussed a letter he received from the Corps of Engineers regarding
railroad ties and salvage fence wire for use by the City in constructing a break
water in the Pasco boat basin; the Engineers office is currently requesting auth-
ority from the Chief of Engineers Office to use scrap ties for this and other public
use development. Salvage fencing or other wire would be available through the
rgservoia clearing contractor. A discussion followed. No action taken.
Boat Basin ,development down stream from Northern Pacific Railway Company's bridge.
i6 -being held up for commitment from the Army Engineers. Mayor to write -Engineers
regarding s!,tatus.
!CASH REGIST,IER, R$CEIPTING MACHINE:
Mr.. Rebillard.demonstrated the Burrough'-s Machine. Motion made by Connell, seconded
by, Avery to': receipting machine -with cash drawer for $867.67, including
State Tax and to be paid.from Water Department Fund equipment -allocation. Motion
carried by roll call vote of three (3). Bonnett and Overlie voting "No".
WATER PUMPING STATION CONTRACT:
Everett L. Wiggins Estimate No. 2 in the amount of $22,805.31. Motion made by
Bonnett, seconded by Avery authorizing payment. Motion carried by roll call vote
of, five
SEWAGE DISPOSAL PLANT EQUIPMENT BIDS:
A.letter was read from John W. Cunningham & Associates with their recommendations
on awarding bids as follows:

TRI CITY HERALD PROTESTS BID AWARD:
A.representative of the Herald, Mr. Galbraith was present protesting the decision
of the Council in awarding the Legal.Advertising bid to the Columbia Basin News
on per colum inch basis. This was turned to the City Attorney for advice.
