ROLL CALL: By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, Raymond Hicks, C. S. Milne. Mayor John Beck, Councilmen T. G. Overlie & S. A. Connell arrived late. City Attorney Orville B. Olson was present. BIDS ON LAMPS: Two bids were redeived, opened and read as follows: Verd*A-Ray Corporation: 25/ discount on net purchase of $750.00; and 36jo discount on net purchase of 510,0001,00 Empire Electric Company: 25% discount on all lamp purchases^ Motion made by Bonnett, seconded by Combs to accept the Empire Electric bid. EAST SIDE IMPROVEMENT ASSOCIATION: Mr. McCullough requested that the Council authorize the City Engineer to make a survey preparatory to L. I. D. set up. Mr. Fisher outlined the proposed district by boundaries. City Attorney stated nothing further can be done until assessed value of land and improvements have been obtained. LEWIS STREET TRAFFIC CONTROL: Mr. Wallace of the Inland Glass Company made inquiry regarding status of action taken by the,State Highway Department on parking etc. He was informed that a meeting would be held with the Highway Department and property owners. 19BS PASCO, WASHINGTON REGULAR MEETINs COUNCIL CHAMBERS DECEMBER 16, 1952 li PETITION AGAINST LOUD SPEAKER OPERATED AT TRIPLEL CAFE: I. A petition signed by twenty-five (25) signers located in this vicinity, claim that this speaker operates at top volume most of the time and up to 1:30_A. M. They �i request the authorities to ban the loud speaker attachment from further operation. it Motion made by Bonnett, seconded by Overlie to turn this to the Police Committee. Motion carried. (Milne, Bonnett & Combs) j REZONING FIVE (5) L09 .'S IN MERIDIAN ADDITION: Mrs. Olivia Ruackenbush Colt objects to C-1 District change if a tavern - or like activity could be operated there. Would prefer O -P or C-3 zoning if they are more restircted. Bert Potter. of 1835 W. Nixon objected to magazine distribution center account necessary activity of large trucks which would operate in the night hours. He thinks a more restricted one would be better for residences of that area. Mayor stated the propenty owners and Planning Commission should get together and work this out. Milne do Bonnett request that this be left on the table to a later date following more discussion. Motion was made by Milne, seconded by Connell to table this matter and Ordinance No. 732 to second meeting in January 1953• Motion carried. D. A. SPEER, BUILDING CODE VIOLATION: i Mr. Speer now building a 19 unit Motel on point where Arthur & North Lith Avenue intersect, states he was served a stop or correction order by the Building Insp- ector for not complying with. the Building Code for C-1 Zone on that portion of building having marque effect and south side bordering on adjacent property, also that the building Inspector had been giving him some trouble, and resented. the Inspectors attitude. Mayor & Council asked numerous questions during the dis- cussion. Bonnett wished to state at this time that the Building Inspector not be criticized for halting work on this construction as he was enforcing the building code. Mr. Speer was advised to contact the Planning Commission for folution. Ordinance No. 737 was not read. f D. A. SPEER, MOTEL UNITS, EAST LEWIS: Mr. Speer is going to build another Motel outside the City limits but was inquiring about water & sewer service. No action taken at this time. RIVER TERMINALS COMPANY, TANK FARM: A letter was read from Carl G. Floten requesting the City to black top street for entrance and exit to -tie the tank farm into the City streets. Milne suggested to the Street Committee that they follow same policy as used in the past. BOOSTER LINE: 'Cit Engineer stated the want a '� booster line installed for 'o in . TELEVISION CHANNEL FOR EDUCATIONAL PURPOSES: A letter was read from Schools+District No. 1, inviting the Mayor to attend a meeting in theI�ennewick High School at 8:00 P. M., -December 17, 1952. J. A. Avery to be notified. ARMORY SITE: A letter was read from L, H. Stevens in regard to a site for an :Armory Building. He suggested a site east of the Memorial Park. He states that Pasco is 9th in j line for this construction and requests that the City of Pasco consider the possibility of donating the site. Motion made by Bonnett, seconded by Overlie requesting the ayor to answer the letter stating that the City of Pasco is willing to do every thing possible to/'RaMte available. Motion carried. MR. WILTROUT: i' A letter stating that School busses do not cross the tracks at .Ainsworth or A Street. Children have to cross to get to the bus. 'CLAIM, FLOISTAD vs HAUN (DOG): Summons have been served on the City in connection with a lawsuit for return of a dog or payment of$350.00. City Attorney has copy. QUIT CLAIM DEED, THEODORE & LELAH BOLIN: it Said deed for street purposes only. Located in the SZ of N2 of SW4, Section 20, Twp 9 N, Range 30 EWM. City Engineer inspected this location and suggested that ! it be platted and streets decidated. Motion made by Bonnett, seconded by Combs to turn this to the Planning Commission. Motion carried. I'. g CURB ,CUTTING REQUEST BY LABORER'S UNION # 348: A letter was read from Ray Sutherland, Secretary, requesting that the curb be cut for driveway to parking area. Motion made by Bonnett, seconded by Overlie for the Building Inspector to take charge and issue permit. Motion carried. TO MEET THE SAME, PROVIDING FT'NDS FOR NEXESSARY SUPPLIES FOR THE BALANCE OF THE YEAR 1952 Motion made by Overlie, seconded by Bonnett that Ordinance No. 733 be given the third reading.
