Motion made by Avery, seconded by Hicks that this payment satisfy the Hydrant rental for the year 1952. Motion carried. I MERIDIAN ADDITION ZONE CHANGES: (J. S. Whitney) Mr. Whitney, by letter, desires information on status of Ordinance making the above mentioned change. ORDINANCE NO. 732: AN -ORDINANCE BEING AN ORDINANCE CHANGING THE .ZONE CLASSIFICATION OF LOTS ONE, TWO, THREE, FOUR AND FIVE OF BLOCK ONE, MERIDIAN ADDITION TO THE CITY OF PASCO FROM R-2 TO C-1 Motion -made by AVERY, SECONDED BY Overlie that Ordinance No. 732 be given the first reading. INSURANCE LETTERS, Mr. Mirus & Mr. Brown: A letter from Sherwood Roberts, Inc. states the boiler insurance expires on Dec- ember 7-, 1,952 also Liability Insurance on the same date. Wendell Brown ,Agency states in his letter that the Liability Insurance should be brought to the attent- ion of the Council and Insurance Committee prior to expiration date. Motion made by Milne, seconded by Avery to have Insurance meeting December 3, 1952. Mr. Mirus and Mr. Brown to be notified. Motion carried. gUIT CLAIM DEED: SEWAGE LIFT STATION: A quit claim deed from/the County Commissioners was read, deeding to the City Lots 13 & 14, Block 16, Gantenbein's Addition to the City for location of Sewage 'i Lift Station. City Clerk to record at the court house. i CORPS OF ENGINEERS AGREEMENT, WASH WATER PUMPING PLANT & SEWAGE BY-PASS: s A letter was read from W. H. Mills, regarding this agreement also stating he enclosed plans of construction of wash water pumping plant, sanitary and storm sewer by-pass and design analysis of pumping plant containing cost of facility and a draft of an agreement for transfer of the completed item to the City sub- mitted for study and comments. George R. Fihher, City Engineer gave his comparison reQort $75,000.00 over a 25 year period including maintenance, operation and depreciation; Army Engineer's report $14,375.00 over same period of time covering same items. McNARYLOCK & DAM TRACT XX 3452,3457 & 3461: GUN CLUB & DEPOSIT OF §22,500.00: A letter was read from Merle E. Lietzke to Orville B. Olson regarding delay in payment of $22,500.00. He states -a condemnation was necessary. The Gun Club had asserted a claim demanding payment of part of the deposit but not setting out the extent of the claim; it is doubtful if the Court will allow even a partial withdrawal of the funds at this time. They suggest that the City neg- otiate with the Gun Club to effect an agreement. McNARY LOCK & DAM, TRACT XX3451-I-E: RIGHT-OF-WAY EASEMENT: A tract of land in Lots 32 to 42 inc. in River Block, Riverside Addition approx- imately 0.31;.of an acre; purchase price of said easement and rights is to be the sum of $50.00, payable soon as the United States has accepted this option. Vou- cher attached. Motion made by Overlie, seconded by Connell authorizing Mayor to sign. Motion carried. McNARY LOCK & DAM, TRACT WW -3415-P CONSTRUCTION PERMIT: Irrevocable right to enter upon, to carry out such construction work as may be necessary,in construction of sewer pipe -line in the vicinity. Motion made by Avery, seconded by Connell authorizing the Mayor to sign permit. Motion carried. CITY MAP PROPOSAL, C. F. GRIGG &,ASSOCIATES: A letter was read from C. F. Grigg & Associates relative to preparing a City Map in sections, 100 ft. scale; total price #3,888.00. Motion made by Avery, seconded by Overlie to accept C. F. Grigg & Associates proposal for detail map covering water & sewer. Motion carried by roll call vote of six (6). Motion made by Connell, seconded by Hicks to pay for this work out of 1953 budget. M., Dec- ember 16, 1952• Motion carried. Payment of,all outstanding bills for the year 1952 will be received until Monday noon December 29, 1952• Motion so made by Avery, seconded by Overlie to recess to the afore said time and date for final payment of bills. Motion carried. PARKING ON WEST LEWIS: A aliscussion relative to one way street, street island and no parking was entered into. In conclusion motion was made by Milne, seconded by Connell to instruct the Chief of Police and Meter Department to paint red meters the standard color, take outtNo meters at 4th & Lewis on Lewis; one at the Economy Drug Corner and Crescent Drug corneh and. paint "no parking" strip where meters are removed. This to be done at once. Motion carried by roll call vote of six (6). PROPOSED ORDINANCE: Motion made by Milne, seconded by Combs instructing the .City Attorney to draw up an ordinance prohibiting the use or possession of intoxicating liquor by persons under the age of 21 years and providing penalties. AIRPORT PROPERTY, JAMES STREET: The State Highway Department desires to ob�-ain by quit claim deed a strip of prop- erty on James Street. Letter of November 21st from Frank M. Storking not read. Deed, Resolution and map attached. Better description was requested. READING OF ORDINANCES:. ORDINANCE NO. 713: AN ORDINANCE AMENDING ORDINANCE NO. 625 BY CHANGING SECTIONS IV AND V OF ORDINANCE NO. 625, REVISING -AND ESTABLISHING RATES AND BILLING PROCEDURE FOR THE CITY OF PASCO WATER DEPARTMENT Motion made by Avery, seconded by Connell that Ordinance No. 713 be given the third reading as amended. Motion carried. Ordinance was read by Avery. A discussion followed. Water Committee Chairman favored reducing the minumum charge .25¢ to and including 2" meter and that no changes be made on commercial rates. No further action taken on third reading. ORDINANCE N0. 735: AN BRDINANCE RELATING TO LICENSES FOR AND REGULATING CERTAIN OCCUPATIONS, TRADES AND LINES OF BUSINESS CARRIED ON IN THE CITY OF PASCO: REQUIRING THE SAME TO BE LICENSES AND PROVID- ING A PENALTY FOR VIOLATION THEREOF: -REPEALING ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH Motion made by Avery, seconded by Overlie that Ordinance No. 735 be given the first reading by title only. YACHT BASIN, TIES FOR BULK HEAD: A letter from Mayor Beck to Mr. Christianson, District Engineers, WallA,Walla, was re -read. This refers to 10,000 railroad ties at Wallula that the City is interested in securing for a bulk head and retaining wall in the Yacht Basin Area. Negotiating through the Port District and another meeting with the Army Engineers was suggested. ADJOURNMENT: Motion made by (Jombs, seconded by Hicks that the meeting recess to Wednesday at 8:00 P.
