CALL TO ORDER:
Meeting called to order at 8:15 P. M. Honorable Mayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present were J. A. Avery, L. E. Bonnett, C. R. Combs, ,
S.,A. Connell, C. S. Milne and T. G. "oerlie. Raymond Hicks was absent. l
City Attorney Orville B. Olson.was absent.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
V. F. W., K. E. Moore:

Mr. Moore's letter of November 17, 1952 was read offering for sale to the City
their building at 310 W. Clark including parking lot on north second and Clark j
I, Street. This is a building of two stories and basement of approximately 14,400
sq ft; original cost $114,000.00. Mayor Beck turned this to the building Comm-
ittee, Combs, Milne and Connell.
WALLA WALLA ARMY ENGINEER CORPS:

Outfall sewer pumping system for Filtration Plant.
Five Engineers from varioud departments were present to discuss two items;
1st, the construction of an outfall sewer -pumping station to carry back -wash
from the filtration plant over the levee; 2nd, the old sewer outlet near the
Railroad Bridge. Exhibits were displayed and reviewed; cost of operation and
who is going to maintain and operate could not be decided upon at this time.
City Engineer to compile figures on the estimated cost. Old sewer outfall line
to be plugged and left in tact.
Inquiry was made relative to payment from the Government as agreed to before
levee was constructed. Engineers to check on this.
BACKHOE:

Purchasing Backhoe was brought up again. Mayor Beck re -read bids. No decision
made on purchase. Motion made by Avery, seconded by Connell to re -advertise
forbids, callable Tuesday, DecemUer 2, 1952. Motion carried.

BIDS (CITY MAPS):

Bids called for this time and date were read. No bids received. Motion made
by Bonnett, seconded by Avery authorizing City Engineer to negotiate for maps.
Motion carried. II

DEPARTMENT OF HIGHWAYS:
A letter was read from the District Engineer T. P. Doyle, relative to changes
for traffic lanes between 7th and 12th on Lewis from two (2) lanes to five (5)
lanes. Exhibit attached was consulted with no action taken other than arrange-
ments to be made by the i4ayor for a meeting with the Director and property
owners.
L. I. D. #61, ESTIMATE NO. 8:
City Engineer George R. Fisher's estimate No. 8, signed by Jack Starbird was
presented in the amount of $3,619.70; Chicago Dump Company for Motors in the
Amount of '$4,200.26. Motion made by Avery, seconded by'Connell authorizing the
issuance of an interest bearing warrant to Terry Thomspon in the amount of
$7,819.96. Warrant authorized for $17,123.29 to be cancelled and the 15% with-
held to be vouchered for at a later date. Motion carried by roll call vote of
six (6).
ORDINANCE NO. 713:
AN ORDINANCE AMENDING ORDINANCE NO. 625 BY CHANGING
SECTIONS IV AND V OF ORDINANCE NO. 625, REVISING AND
ESTABLISHING RATES AND BILLING PROCEDURE FOR THE CITY
OF PASCO WATER DEPARTMENT
Motion made by Connell,s econded by Combs that Ordinance No. 713 be given the
first reading. Motion carried. Ordinance No. 713 was read. Motion made by

reading. Motion carried. Motion made by Connell, seconded by Combs that Ord-
inance No. 713 be given the second reading by title only. Motion carried.

Water shut-off practice discussed with a possible change in view.

Motion made by Combs, seconded by Bonnett authorizing the following refunds.
Motion carried by roll call vote of six (6).

Emily Billette, Business license paid twice $5.00
BUSINESS LICENSE ORDINANCE REVISION:
Revising the present business license ordinance was considered. Connell, Bonnett
and Overlie to make a study and recommend.
CLAIM: MARIETTA PUTHOFF $850.00:

A claim, received by mail from Charles T. Morbeck, resulting from accident on
October 23, 1952 at First & Yakima Streets with a City car driven by Mr. Brown
of the Street Department. Motion made by Milne, seconded by Combs to turn this

APPOINTMENT,. PATRICK V. SULLIVAN:
Mayor Beck appointed-atrick V. Sullivan to succeed W. B. West as Police Judge
effective November 1,--1952•
CENTRALIZED BOOKKEEPING:
Another Bookkeeping machine is being comtemplated to speed up and minimize work
on all posting and balances. Motion made by Avery, seconded by Connell to call
for bids on Cash machine for December 2, 1952. City Engineer to furnish specif-
ications. Motion carried. Motion made by Avery, seconded by Connell to extend
an invitation to Burroughs for demonstration. Motion carried.
BUSINESS LICENSE APPLICATIONS:
Motion made by Overlie, seconded by Milne authorizing issuance of the following
Business Licenses. Motion carried.

JANITOR'S DEPARTMENT: Janitor's supplies 46.71.
PARK DEPARTMENT: Estimate in the amount of 0159.58 for repairing & painting
truck -was held `up.
EASEMENT: HAROLD H. & RUBY BUX:
An easement to enter upon the lands of the grantors situate in the County of
Franklin, State of Washington, more particularly described as: the Easterly
11 feet of the southerly 35 ft of Lot 1, Block 2, Kurth's Addition, according
to the official plat thereof. City Clerk to record at the Court House.
PUBLIC HEARING, VACATING ALLEY BLOCK 12, HELM'S SECOND ADDITION:
No protests were made in person or by letter. City Attorney to draw Ordinance
vacating the north and south alley in Block 12, Helm's Secind Addition.
APPOINTMENT•
Mayor Beck appointed O. C. Adams to act as Police Court Justice for two days
while Judge Sullivan attended a Police Convention.

Satisfaction of Lien against Joe Morrow's property described as Lots 31 and 32
in Block 100, Pasco Land Company's.First Addition has been made and recorded in
Volume 3, of Liens, Page 637.
