RECESSED MEETING COUNCIL, CHAMBERS NOVEMBER 12, 1952
CALL TO ORDER:
Meeting called to order at 9:10 P. M. Honorable Mayor John Beck presiding.

i REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
i, EAST SIDE IMPROVEMENT ASSOCIATION, L. I. D. PETITION (Presented by the Mayor).
Rev. Thomas with Rev. W. L. Johnson and others were present in the interest of
petition for East Side Sewer L. I. D. development area between East Lewis on
the North, A Street on the South, Oregon on the West and Cedar on the East.
Following a discussion regarding petition and signatures not all being property
j; owners a motion was made by Avery, seconded by Bonnett that the City Attorney
be instructed to start L. I. D. as petitioned. City Engineer to draw up district
boundaries as aforementioned. Motion carried.
Mayor Beck thanks the Association in behalf of himself and City Council for their
it work and interest in sanitation and betterment work.
�! SHOE SHINE,WAGON (WILBUR JACKSON):

j Mr. Jackson requests permission to move the former Bill Towne Pop Corn Wagon on
location at 313 W. Lewis to be used for a shoe shine parlor. A temporary permit
I' was ok'd by the Planning Commission. Motion made by Avery, seconded by Connell
instructing the City Clerk to issue moving permit to Mr. Jackson to locate on
Mr. Kilbury's property between Kilbury Building and Stromme Motors. Temporary
permit to June 1953• Motion carried.
j; BIDS ON EFFLUENT SEWER:
Motion made by Avery, seconded by Connell to open bids at this time. Motion
carried.
Five bids were received, opened and read as follows:
1. J. C. Painter Company 12,680.00
2. 5tarbird Construction Company 17,685.00
3. Valley Uonstrucyion 21,542.00
4. Murphy Brothers 23,027.50

Motion made by Avery, seconded by Combs to turn bids to City Engineer and Mr.
Zeidlhack for extensions and recommendation. Motion carried.

BUILDING ON NORTH ARTHUR (DON SPEER):.

Mr. Speer started a basement on un -platted property for the construction of a
it four-plex on North Arthur between Joseph A. Beckner and Carol -Lee Addition.
j, Property is 100 x 125. He was stopped by Building Inspector acoouh.t-,no build-
ing permit. Following a discussion with Mr. Speer who states he is taking steps
to plat motion was made by Connell, seconded by Avery that Speer be notified to
build a retaining wall to protect adjoining property until after plat is fil'e.T

Motion made by Bonnett, seconded by Combs that Ordinance No. 731 be given the
third reading. Motion carried. Ordinance No. 731 was read. Motion made by
N Bonnett, seconded by Avery that Ordinance No. 731 has been given the third
reading. Motion carried. Motion made by Bonnett, seconded by Connell that
I� Ordinance No. 731 be adopted. Motion carried by roll call vote of four (4).
I� EXTENSION OF TIME ON CONTRACT, JACK STARBIRD:
A -letter was read from Mr. Starbird stating some items of equipment had not been
received from the Chicago Pump Company and requests an extension of time through
October 31, 1952• Substitute equipment was purchased and installed. Sewer
�i system is now in operation. One patch is to be fixed, Mr. ;Starbird will take
i; care of this. Motion made by Bonnett, seconded by Connell that Sparbirds request
as per letter be granted. Motion carried. Waiving penalty clause of contract
was discussed. Motion made by Bonnett, seconded by Avery to extend job time 60
II days without penalty. Motion carried.

Motion made by Connell, seconded by Avery to <- advertise for hearing on accept-
ance December 2, 1952, following an opinion from City Attorney. Motion carried.

John W. Cunningham and Associates represented by F. E. Zeidlhack recommends that

the lowest bid of C. J. Painter in the amount of $12,680.00 be accepted. Motion
made by Bonnett, seconded by Avery that bid be awarded to G. J. Painter in the
amount of $12,680.00 plus sales taxatunit prices. Motion carried by roll call
vote of four (4).
WATER EXTENSION SERVICE:
Mark Seaman has East Side Property at Elm and,A Streets and is requesting water
service. Motion made by Bonnett, seconded by Combs to turn to Water Committee
to bring in recommendation at next meeting. Motion carried.
JOE MORRO'S PROPERTY LINE:
Records show that a lien was filed for sewer December 2, 1946 for `100.00 by
the City of Pasco, Vol. 3 of Liens, P age 637, Auditor's file No. 108734, Lots
31 and 32, Block 100, Pasco,Land Company's First Addition.6n September 5, 1951
Sewer Front Footage charge on Lots 31 and 32, Block 100 of Pasco Land Company's
First Addition was paid in the amount of $150.00 by Earldine Chappel. Mr.
Morro is seeking to clear title.r,_r=Motion:-.made:Tb'y,.Bohnett;�.seaonded by Avery to
clear title providing the City has been paid. Motion carried. (Notify the City
Attorney).

seconded by Connell authorizing payment of all vouchers properly signed and
approved. Motion carried by roll call vote of four W-

City Engineer George R. Fisher's estimate No. 8, signed by Jack Starbird was
presented in the amount of $3,619.70; Chicago Pump Company for Motors in the
amount of 4,260.26,andvoucher for Starbird Construction Company for.15% retain-
ing fee in the amount of $9,303 -33 -
Terry Thompsons vouchers for interest bearing warrant in the amount of $17,123.29,
waq also presented. Motion made by Avery, seconded by Connell authorizing payment
