CALL TO ORDER:
PASCO, WASHINGTON
COUNCIL CHAMBERS
Meeting called to order at 8:00 P. M.
ROLL CALL:
Honorable Mayor John Beck presiding.
By Clerk. Councilmen present Were L. E. ponnett, C. R. Combs, S. A. Connell,
G. S. Milnev J. A. Avery and Raymond Hicks arrived at 8:10 P. M. T. G. Overlie
was absent. City Attorney Orcille B. Olson was present.
REGULAR ORDER OF -BUSINESS SET ASIDE 9Y UNANIMOUS CONSENT.
W. B. West, Police Judge, in person, stated he was resigning as of November 1, 1952.
He expressed his sincere -:.interest in future improvements for court activities in
the City Hall. Mayor Beck, in behalf of the City Council commended the Judge's
work and achievement during his term as Police Judge.
PASCO EASTSIDE IMPROVEMENT ASSOCIATION:

A letter was read from the Association requesting aid in securing lights, sewers
and gravelled streets. A letter of endorsement on proposed improvements by the
Health Department was also read. They were advised to
present a petition signed
by property owners desiring the improvements to ascertain the feasibility of an
L. I. D. City Attorney will setup petition form if they will call at his office.
POLICE CHIEF:
Mr. McKibbin stated he had the old police car in running order now and would like
to wait on calling for bids until the 1953 models are out. No objections were
registered.
WENDELL BROWN RE -ZONING, ORDINANCE NO. 731:
Mr. Brown presentein behalf of having Ordinance No. 731 given the first reading.
ORDINANCE NO. 731:
AN ORDINANCE AMENDING ORDINANCE NO. 435, CITY OF PASCO,
AND BEING AN ORDINANCE AMENDING THE 'ZONE CLASSIFICATION
OF LOTS 12 THROUGH 17, INCLUSIVE, B L)CK 3, HELM'S SECOND

Motion made by Bonnett, seconded by Avery that Ordinance No. 731 be given the
first reading. Motion carried. Ordinance No. 731 was read. Motion made by
Bonnett, seconded by Connell that Ordinance No. 731 has been given the first
reading. Motion carried. Motion made by Bonnett, seconded b�� Combs that
Ordinance No. 731 be given the second reading by title only. Motion carried.
Ordinance No. 731 was read by titlq. Motion made by Bonnett, seconded by Avery
that Ordinance No. 731 has been given the second reading by title. Motion
carried.
BACK HOE:
Mr. Guenther spoke regarding the Pitman digger and would like to demonstrate same.
Mr. Preston spoke of a Scout digger and would like the opportunity to demonstrate.
Motion made by Avery to turn this to the City Engineer for final action. Motion
withdrawn. Following a discussion the Engineer was instructed to come in with
a recommendation at the next meeting.
BIDS ON CAST IRON PIPE:
Notice on Call-lfor bids was read. Three bids were received, opened and read as
follows:
Pacific States Cast Iron Pipe Co. X47,206.96
American Cast Iron Pipe Company 48,005.00
Hugh G. Purcell Company 49,134.00
Motion made by Avery, seconded by Connell)to award the bid to Pacific States Cast
Iron Pipe Co, lowest bidder for ,$47,206.96 including tax. Motion carried by roll
call vote of six (6).
HOUSING & HOME FINANCE AGENCY:
Mr. Oldman appeared as requested by the Council to discuss financing water and
sewer improvements. Following a short interview it was decided that financial
condition of the City of Pasco was such that a loan such as they had to offer would
not be obtainable.

READING OF THE MINUTES:
Motion made by Bonnett, seconded by Avery to dispense with the reading of the
minutes. Motion carried.
MADISON LUMBER & MILL CO. PAVING:
A letter was read from Mr. Phillips requesting permission to black top street in
front of their place of business. Motion made by Milne, seconded by Connell that
request be granted under supervision of the City Engineer. Motion carried.
REFUND J.. W. POMADA:
A letter requesting a refund.of $25.00 account fee paid for curt cutting but never
used. Motion made by Avery, seconded by Hicks authorizing City Treasurer to make
refund. Motion carried by roll call vote of six (6).
CITY HALL REMODELING PROGRAM (W. B. WEST):

A letter from W. B. West was read by the "'ayor setting out five items and estimated
cost for alteration for court room. Motion made by Connell, seconded by livery that
this be tabled. Motion carried.
PETITION TO VACATE NORTH & SOUTH ALLEY, BLOCK 12, SELM'S ADDITION:
Petition presented as per Ordinance No. 650. Motion made by Connell, seconded by
Avery to dall for Public Hearing on November 18, 1952. Motion carried.
PURCHASES:
Motion made by Avery, seconded by Milne that the following purchases be allowed.
Motion carried.
AIRPORT: 20 green hoods @ 63.50; 5 red hoods @ $3.50; and 26 replacement tubes for
the Radio Range Station o
WATER: 20 Meters $432.60; 4 Meters $190.36; 2 Drills $27.50; 1 Drill $23.24;
2 Hydrant hose couplings z$5.30 and 6 gals Anti free e 419.47
STREET: 20 gals Anti freeze $63.00
EASEMENT (SEWAGE LINE) (COL. WILBY):
Pasco Engineer Depot advises that the status of project which would grant an ease-
ment to the City of Pasco for sewage line, same has been approved and will be for-
warded as soon as received.
BUSINESS LICENSE APPLICATIONS:
Motion made by Milne, seconded by Bonnett authorizing issuance of the follwwing
applications. Motion carried.

C. F. GRIGG & ASSOCIATES:
A letter was read from C. F. Griggs on proposal and cost estimate for the preparation
of a City Map in sections as follows:
1. I will prepare Quarter Section plats of all the area
within the city limits, said plats gill be approximately
thirty inches square showing all subdivisions ona
scale of one hundred feet per inch, and furnish four
duplicate tracings to the city at a price of one hundred
fifty three dollars ($153.00) each. It is presu4ed that
sixteen or seventeen plats will be required'.
2. For t he d rafting service necessary to show al 1 of the
existing sewer system for the entire city, at a cost of
twenty two dollars and fifty cents ($22.50)
3. Drafting service to place on the plats all of the existing
water mains in the. city system, price will be an addition-
al twenty two dollars and fifty cents ($22.50)
Motion made by .Avery, seconded by Bonnett to call for bids on a compiled City Map
as per specifications on November 18, 1952. Motion carried.

Motion made by Bonnett, seconded by Avery that Ordinance No. 725 be given the third
reading. Motion carried. Ordinance No. 725 was read. Motion made -by Avery, sec-
onded by Connell that Ordinance No. 725 has been given the third reading. Motion
carried. Motion made by Avery, seconded by Connell that Ordinance No. 725 be
adopted. Motion carried by roll call vote of six (6).
ORDINANCE NO. 726:
AN ORDINANCE BEING AN ORDINANCE AMENDINGjORDINANCE NO. 572
AND DECLARING AND ESTA'�LISHING THE RATES FOR FIRE HYDRANT
RENTAL WITHIN THE CITY OF PASCO AND DEFINING THE DUTIES OF
THE FIRE DEPARTMENT IN RELATION THERETO
Motion made by Overlie, seconded by Hicks that Ordinance No. 726 be given the third
reading. Motion carried. Ordinance No. 726 was read. Motion made by Bonnett,
seconded by Milne that Ordinance No. 726 has been given the third reading. Motion
carried. Motion made by Bonnett, seconded by Hieks'to adopt Ordinance No. 726.
Motion carried,by roll call vote of five (5).
WATER ORDINANCE NO. 713:
Revising the Water Ordinance was suggested by Connell. Motion made by Avery, sec-
onded by Milne that Council meet as a whole and bring in recommendation. Motion
carried.
ADJOURNMENT:
Motion made by Combs, seconded by Milne to recess to Wednesday, November 12, 1952•
Motion carried.
