CALL TO ORDER:
Meeting called to order at 8:05 P. M. Honorable,lvlayor John Beck presiding.

RESOLUTION NO. 322: NAVAL AIR STATION:
THAT THE MAYOR OF THE CITY OF PASCO, JOHN BECK, IS
HEREBY AUTHORIZED AND EMPOWERED TO NEGOTIATE FOR AND
TO ACCEPT ON BEHALF OF THE CITY OF PASCO; AND TO EX-
ECUTE ALL NECESSARY PAPERS AND DOCUMENTS IN THE NAME
OF THE CITY OF,PASCO FOR THE ACQUISITION OF THE ABOVE
NAMED PREMISES WITH THE UNDERSTANDING THAT THE TERMS,
CONDITIONS, RESERVATIONS AND RESTRICTIONS OF SUCH
TRANSFER TO THE CITY OF PASCO

$70.00; Travel Expense $50.00 and Court Costs $150.00. Motion carried.
POLICE JUDGE:
Motion made by Milne, seconded by Overlie''that Salary of Police Judge be set for
2,000.00; mtnce & operation be raised 125.04 -this making a total of $400.00;
Office equipment $280.00. Total Budget $3,680.00. Motion carried.

Alterations. Motion carried.
DOG WARDEN:
Overlie wishes to go on record as not favoring eliminating the Dog Catcher's
Department. e
Motion made by Overlie, seconded by Bonnett that the salary of the Dog Warden be
set at 42,400.00; Dog food $365.00. Motion carried.
HEALTH DEPARTMENT:
No change.

Motion lost for want of a second. Motion made by Milne, seconded by Combs that
Salary be $3,000.00. -Motion debated. Motion made'by Milne, seconded by Combs
that amount be 13,300.00 as an amendment. Withdrawn.- Motion made by Mune,
seconded by Combs that Salary be changed to $3,300;00, a raise of ;$2,100.00.
Split vote, Bonnett, Hicks and Overlie voting "No". Connell, Combs & Milne
voting "Yes%
Motion made by Bonnett that the Salary -be raised from $1,200.00 to $4,800.00.
Motion lost for want of a second. Motion made by Overlie, seconded by Bonnett
that the Building Inspector's Salary be raised to $4,800.00. Motion lost 4 to 2.
Bonnett and Overlie voting "Yes". Motion made by Connell, seconded by Milne that
the Salary be set at $3,400.00. Motion amended by Bonnett to -change to $3,750.00.
Amended motion lost on split vote. Original motion of $3,400.00 carried. Bonnett
voting "No".

Motion made by Overlie, seconded b y'Connell that $19,200.00 be for five (5) Firemen
instead cf four (4). Motion carried.

Budget the same. ;Committee would recommend that Police Department name be put on
cars. Motion made by Connell, to buy new car at 90,000 miles. Motion withdrawn.

I'. Motion made by Milne, seconded b Combs -that the Ass1t Supt Salary be raised $120.00;
Labor rate to be: Blademan .$1.85 per hr; Truck Drivers 41.70 per hr; and common
labor $1.65 per.hr. Motion carried. Motion made by Milne, seanded by Bonnett that
Brickey's Salary be raised $180.00. Motion carried. j

Transfer from Water Department to Street Department $180.00 for Supt Salary and it

LIBRARY DEPARTMENT: �I
Motion made by Overlie, seconded -by -Combs to raise Librarian Salary $480.00 and
reduce Books & Periodicals $480.00. Motion carried.
PARK DEPARTMENT:
Motion made b y.Bonnett, seconded by Combs that $1.000.00,be added to Extra Labor,
making a totat of '3,000.00; -Transfer 43,U00.00 from -General Fund and lower the
Swimming Pool Receipts to 06,000.00. Motion carried.
AIRPORT:
Motion made by Mile, seconded by Connell to add $5,000.00 for Equipment Replace-
ment and reduce Building Repairs the same amount. Motion carried.
PENSION FUND:
Mmtion made by Bonnett, seconded by Milne that the heading be changed to read
:Accumulative Pension Fund or Social Security Fund. Motion withdrawn. Motion made
by Bonnett, seconded by Milne that -S1,436.47 be transferred to Social Security
Fund, embracing the Cemetery, Park, Street and Library Departments. Motion carried.
TRANSFER:
Motion made by Bonnett, seconded by Hicks that Social Security Fund be raised

BUILDING & ALTERATION ACCUM. FUND:
Motion made by Bonnett' seconded by Milne to budget `18,794.49; Taxes $40,961.89;
making a total of $59,756.38.

WATER:
OCTOBER 9, 1952
Transfer from Water Department to Street Department $180.00 for Salary for Sewer
Inspector; Raise Engineering fee $2,140.00, this making $5,000.00; utility equip-
ment to include office machine, pickup and digger $5,000.00. Motion so made by
Combs, seconded by Hicks and carried. Motion made by Bonnett that the position
of Asst Water Supt be $4,300.00. Motion died for want of a second.
FILTER PLANT SALARIES:
Raise the three (3) Plant Operators 120.00 each; Sewer Inspector $180.00;
Engineering $2,140.00; Foreman $1.775f Laborers $1.,65 per hr; thus a raise of
$2,800.00 for Salaries. Motion so made by Bonnett, seconded by Combs..and carried.
Change as per Engineers schedule the Mtnce & Operation and Office Expense. Raise
cash on hand $900.00 to balance. Motion so made by Bonnett, seconded by Combs
and carried.
TRANSFER TO PARK DEPARTMENT:
Transfer from General Fund to Park Department .3,328.38. Motion so made by Bonnett,
seconded by Combs and carried.
Raise Receipts in Current Expense $21,738.38 for Gov't Lease Purchase. Motion,so
made by Bonnett, seconded by Combs and carried.
SOCIAL SECURITY FUND:
Motion made by Bonnett,, seconded by Milne that amount of Social Security Fund be
`4,930.63. Receipts to be riased by transfer of '2,080.83 and '$1,436.41 in fund
to balance 4,930.63.
ORDINANCE NO. 729:
AN ORDINANCE ADOPTING THE BUDGET FOR THE YEAR 1953
Motion made by Bonnett, seconded by Milne that. Ordinance No. 729 be given the
third reading. Motion carried. Ordinance No. 729 was read. Motion made by
Overlie, seconded by Connell that Ordinance No. 729 has been given the third
reading. Motion carried. Motion made by Overlie, seconded by Milne that Ord-
inance No. 729 be adopted as amended. Motion carried by roll call vote of
six (6)c.�
