CALL TO ORDER:
OCTOBER 6. 1952
Meeting called to order at 8:05 P. M. Honorable Mayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present were J. A. Avery, L. E. Bonmmett, C. -R. Combs, S. A.
Connell and C. S. Milne. Raymond Hicks and T. G. Overlie arrived at 8:15 P. M.
City Attorney Orville B. Olson was present.
BUDGET HEARING,1953 PRELIMINARY BUDGET:

Public Notice was read.
ORDINANCE NO. 729:
AN ORDINANCE ADMPTING THE BUDGET FOR THE YEAR 1953
Motion made by Avery, seconded by Milne that Ordinance No. 729 be given the
second reading. Motion carried. Ordinance No. 729 was read. Motion made by
Avery, seconded by Connell that Ordinance No. 729 has been given the second
j reading. Motion carried.
GENERAL DISCUSSION was entertained by the Mayor
POLICE JUDGE W. B. West spoke in behalf of his department asking for a suitable
Court room; he states that he will be hearing cases approximately five (5) hours
per day.
TREASURER Mrs: Clark feels she should have the Treasurer's Office alone at a sal-
ary of " ,300.00 and the room across the hall from the Treasurer would be ample
for other offices.
FIRE DEPARTMENT: Fire Chief Matthias needs -room upstairs for at least 3 beds.
Constructing a small building for sleeping quarters was considered; regular fire-
men should be five instead Of four account no captain allowed.
LIBRARY: Lyle Stough requests that their original request submitted for Librar-
ians salary be considered as it is next to impossible to locate a qualified Lib-
rarian even with a good salary; he suggested adjustment on other items.
PARK BOARD: IYAC.HT BASIN)
A meeting was held with the Army Engineers: It was reported that the F1/6 of the
Basin would be allocated to the Yacht Club; West 1/6 the Army retains and the
center half to the City. $5,000.00 will be needed for fencing and devel6piaent in
order to rent concessions. Back water fill to be done by the Yacht Club.
WATER DEPARTMENT:
Moving'Water Office out of Treasurer's Office was discussed. City Engineer Fish-
er compiled a break down list grouping expdnditures, thus cutting the amount.
BUILDING INSPECTOR:
Mr. Brinkerhoff of the Chamber of Commerce thinks there is'now and will continue
to be ample building to warrant a full time building inspector. J. Robinson spoke
on the importance of the building inspections -also John Miller sees the need of a
plumbing and electric cods and inspection. I: I. Grigg feels that necessary insp-
ections cannot all be made by a part time man.
ADJOURNMENT:
Motion made by Milne, seconded by Avery to recess to Tuesday, 8:00 P. M., October
7, 1952. Motion carried.
