Councilmen present were J. A. Avery, L. E. Bonnett, S. A. Connell, C. S. Milne and T. G. Overlie. Absent C. R. Combs and Raymond Hicks. City Attorney Orville B. Olson was present. i� PRELIMINARY BUDGET 1953: City Treasurer, Mary E. Clarke objects to the $120.00 being added for Water . Collector's Salary, stating that the Collector -does not do :660.00 worth of work for her Department; she requested $540.00. A discussion followed. No action taken. SOCIAL SESURITY: City Attorney advises that the time has been extended to allow cities to avail themselves of this act and budget for the 12J of salaries to meet withheld portion. Motion made by Overlie, seconded by Milne that the City Attorney draw up an ordinance setting up the Social Security Fund Benefit. Motion carried. S. M. MULLENS, BUILDING AT NIXON & ADAMS: Mr. Mullens referred to Ordinance No. 595 setting up the shopping district and regulations. He requests permission from the Council at this time to erect a two-story building in Block 2, Kurth's Addition on the north-west corner, to be occupied by a Drug Store,•Beauty Shop and Barber Shop also a drop office for cleaning. Will have off street parking. Motion made by Overlie, seconded by Avery that Mr. S. M. Mullens be allowed to construct a building in Blobk 2, Kurth's Addition to be occupied by a Drug Store, beauty Shop, Barber Shop and drop office for cleaning. Motion carried. - FIRE CHIEF BUDGET: L. A. Matthias in referring to his budget said he was cut one man short by removing the Captain's position and suggested that salary of one man be replaced in regular firemens budget. PENSION BOARD: Fire Chief L. A. Matthias reports that a Pension Board has been set up in accordance with Ordinance No. 700. The Board met on September 18, 1952 and discussed the 1 mill levy for the fund in 1953 budget. The Fund now has $6,181. 91 and this was considered a sufficient amount, therefore, action was duly taken to omit the 1 mill levy for 1953• CITY ATTORNEY-: Orville B. Olson requested that an allocation be put in the budget for court costs and travel expense. ORDINANCE NO. 729 BUDGET: AN ORDINANCE ADOPTING THE BUDGET FOR THE YEAR 1953 Motion made by Overlie, seconded by Avery that Ordinance No. 729 be given the first reading by title. Motion carried. Motion carried. - LIFT STATION FOR SEWAGE DISPOSAL PLANT: City Engineer George R. Fisher, J. A. Avery and C. R. Combs attended the County Commissioners meeting to negotiate for property in Gentenbein's Addition, Block 16. They report one lot and onezlhalf can be purchased for $150.00. Motion made by Overlie, seconded by Milne authorizing the Water Department to make purchase of one and one-half lots by area, two lots as per plat. Motion carried by roll call vote of five (5)• BIG PASCO: Major Tester requests a meeting with City officials. Engineer to call Tester tomorrow. APPOINTMENTS::, i Mayor John Beck submitted for appointment the name of Charlie J. Knapp to succeed A. F. Sylvester on the Park Board. Motion made by Avery, seconded by Connell that the Council concur. Motion carried. PASCO, WASHINGTON RECESSED MEETING COUNCIL CHAMBERS SEPTEMBER 23, 1952 0. C. ADAMS was appointed by the Wayor to act as Police Judge during absence of W. B. West. BUDGET (COMPLETE MAP RECORD OF THE CITY): Overlie suggests that steps be taken right away setting up this record. City Engineer states that if he was authorized to purchase a base map he could bring it up to date. A base map.would cost approximately $1,5UO.00. Motion made by Overlie, seconded by Avery authorizing the City Engineer to purchase a base map. Motion made by Overlie, seconded by Avery authorizing the City .Engineer to pur- chase a base map.
