CALL TO ORDER:
Meeting called to cr der at 8:05 P. M. Honorable Mayor John Beck presiding.
ROLL CALL:

READING OF THE MINUTES:
Minutes of meeting held September 2, 1952 were read and approved.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
BIDS ON BACK HOE:
Two Bids were received opened and read as follows:
Preston Tractor 4,676.20
Guenther Tractor 84,506.25
Motion made by Overlie, seconded by Avery to turn this to the City Engineer for
recommendation. Motion carried. Following a study of the bids the dity-Engineer
advised that bids were higher than -amount of money in budget and recommended that
both bids be rejected. Motion made by Avery, seconded by Overlie to reject bids
ccount lack of funds. Motion.made by Avery, seconded by Overlie authorizing the
Gity Engineer to negotiate. Motion carried.
JOHN MILLER appeared in the interest of rezoning the nor:t.hi west 4 of Block 8,
O'Keefe's Addition.
ORDINANCE NO. 727:
AN ORDINANCE AMENDING ORDINANCE NO. 435 .AND BEING AN
ORDINANCE CHANGING THE ZONE CLASSIFICATION OF LOTS 17.
THROUGH 24 INCLUSIVE OF BLOCK 81 O'KEEFE'S SECOND
ADDITEON TO THE CITY OF PASCO FROM RESIDENTIAL R-2 TO
COMMERCIAL C-2
Motion made by Overlie, seconded by every that Ordinance No. 727 be, given the
first reading. Motion carried. Ordinance No. 727 was read. Motion made by
Overlie, seconded.by Bonnett that Ordinance No. 727 has been given the first
reading. Motion carried. Motion made by Overlie, seconded by Avery that Ord-
inance No. 727_be given the second reading by title only. Motion carried.
Ordinance No. 727 was read by title. Motion made by Overlie, seconded by
Avery.that Ordinance No. 72.7 has been given the second reading by title.
Motion carried.
L. G. DIX, TELEVISION SERVICE:
A letter was read from Mr. Dix requesting that the Enclosed Ordinance be given a
reading.
ORDINANCE NO. 728:
AN ORDINANCE GRANTING TO THE TRI CITY -TELEVISION SERVICE, INC.,
ITS SUCCESSORS AND ASSIGNS, THE RIGHTS AND PRIVILEGE OF PROVID-
ING A COMMUNITY TELEVISION ANTENNA SYSTEM AND TO PLACE, ERECT,
LAY, MAINTAIN AND OPERATE IN, URON AND UNDER THE STREETS, AVENUES,
ALLEYS, THOROUGHFARES AND PUBLIC HIGHWAYS WITHIN THE CITY OF
PASCO, WASHINGTON, POLES, WIRES AND -OTHER APPLIANCES AND CONDUCT-
ORS FOR SUCH COMMUNITY TELEVISION ANTENNA SYSTEM.
Motion made by Overlie, second6d by Avery that Ordinance No. 728 be given the
first reading. Motion carried. Ordinance No. W28 was read. Motion made by
Overlie, seconded by Avery that Ordinance No. 728 has been given the first read-
ing. Motion carried. The Mayor appointed a committee of Avery, Connell & Milne
to investigate and report. Regulations gvverning location of Antenna was mentioned.
Mr. L. G. Dix, General Manager of KALE presented the Ordinance requesting that
it be read at this time.
SIDEWALK, BLOCK 151, PASCO LAND COMPANY'S FIRST ADDITION:
Joe Walker discussed with the Council the question of sidewalk installation which
is mandatory with each building permit but detrimental to activities of the
.Inland Motor Freight Company. Motion made by Bonnett, seconded by Overlie that
Albert Allen who is building for the Inland Motor Freight, be allowed to build
without being -forced to install sidewalk. If and when Council decides there
should be sidewalks in that block they will agree to put them in. Motion carried.

APPOINTMENT - CIVIL SERVICE:
Mayor Beck appointed Dale Erwin, 124 North Wehe to succeed -Anna Arnold on the
Civil Service Commission, term ending February 17, 1958•
PUMPING PLANT (COLUMBIA BASIN PROJECT):
A letter was read from the Realty Board signed by Bryce B. Hall and Wendell P.
Brown with regard to the growth of Pasco and future water supply. Mention was
made to securing the Reclamation Pumping Plant when it has served its purpose
for the Columbia Basin Project. This was turned to the Water Committee for
study.
GENERAL SERVICES ADMINISTRATION (NAVAL AIR STATION):
A letter was read from the Administrktion setting out terms, conditions, reser-
vations and restrictions of such transfer to the City of Pasco in nine paragraphs.
Resolution No. 321 resolving that the City of Pasco through its appropriate
Officers, take all necessary actiorr.to secure the•Airport facilities now known
j as Pasco Municipal Airport for the.*enefit and use of the City of Pasco as a
Public Airport was read. Motion made by Bonnett, seconded by Combs to adopt
Resolution No. 321. Motion carried by roll call vote of five (5). I'

Corps of Engineers, U. S. Army is making application by lease form,Jpresented with
recommendation from the Airport Committee, to lease office space, mouth and east
of center section of Bldg No. 9; 569 sq. ft., more or less. Motion made by Bonn-
ett, seconded by Combs approfing lease as recommended by the Airport committee.
Motion carried.
REFUND:
Mrs. L. M. Thew requests a refund on Business License Application for Trailer Camp
at 705 So. Front; changed plans, do not intend to build now. Motion made by
Overlie, seconded by Avery authorizing City Treasurer to make refund. Motion
carried by roll call vote of five (5).
PETITION TO VACATE ALLEY BLOCK 150, PASCO LAND COMPANY'S FIRST ADDITION:
Petition has been filed by F. E. Wright and John Wilkerson to vacate north and
south alley, Block 150, Pasco Land Company's First Addition. lotion made by
Overlie, seconded by Avery to call for Public Hearing October 21, 1952. Motion
carried. Following a report from the City Engineer. I

FRANKLIN COUNTY PROPERTY AT 5th & AINSWORTH:
A letter to George R. Fisher was read from Mrs. Livingston stating the Commissioners
would like to discuss with him on Septembe4 22, 1952, the possibility of selling
32 lots in Gantenbeins .Addition for Sewage Treatment Plant Lift Station.
NOISE FROM MODEL AIRPLANES:
A letter signed by five property owners was read complaining about the noise from
model airplanes flying in Memorial Park. Motion madeyby Avery,, seconded by Bonn-
ett to turn this to the Park Board for recommendation to Council and report on
what action is being taken. Motion carried.

REGULAR MEETING COUNCIL CHAMBERS SEPTEMBER 16, 1952
ji REPLACE WOOD WATER MAINS:
A letter was read from City Engineer George R. Fisher requesting authority to
replace Wooden main with Cast Iron Pipe in two locations now giving considerable
trouble. Motion made by Avery, seconded by Overlie granting permission to so do.
Motion carried.
WATER SERVICE B OLIN WAREHOUSE: o
A letter was read from City Engineer George R. Fisher stating Mr. Bolin is request-
ing water & sewer service to his whanhouse north of the Navy HRmes. City Engineer
and Water Committee to work this out. Housing authority should install a larger
line.
PURCHASES:
WATER DEPARTMENT: 12 Catch Basin Lids & Rings $300.00; 3,000 Lin. F't. Cedar Board

CEMETERY: 20 Grave Liners $460.00; Pipe fittings for sprinkler system $80.75;
Motion made by Overlie, seconded by Avery authorizing purchases. Motion carried
by roll call vote of five (5).
REPORTS FROM COMMITTEES:
AGATE & RUBY STREETS EXTENDED:
Bonnett recommends comdemnation of property to extend Ruby Street East; property
owned by Neil Holter 30' under Easement to GG. E. Manson. This will have to be
surveyed before condemnation; in case Holter does not wish to donate, the City
can condem. Following addiscussion Motion was made by Milne, seconded by Combs
empowering the Mayor to negotiate with Manson for 30' on north end of his prop-
erty for Agate Street. Motion carried._

The light contract is in process of being drafted. ,

ROY DILLINGHAM'S request to be placed on the Insurance Committee was discussed and
n conclusion motion was made by Avery, seconded by Milne that Roy Dillingham's
name be added to the Insurance Committee. Motion carried.
