ROLL CALL: By Clerk. Councilmen present: L. E. Bonnett, C. R. 'Combs, S. A. Connell, C. S. I.4ilne and T. G. Overlie. Absent: J. A. Avery and Raymond Hicks. City Attorney Orville B. Olson was present. REGULAR ORDER OF BUSINESS SET ASIDE Ti` UNANIMOUS CONSENT: EAST SIDE IMPROVEi-.IE NT : Archie ITiller and others request street lights and street improvements in the vicinity of Helena, Hugo & Cedar. I:Iotion' made by Combs, seconded by Bonnett to turn this to the light cocmnittee for report. Motion carried. Street needs turned to street com- mittee for study and report bid the Mayor. SACAJA4°VEA CORPORATION - 4TH ty. YAKI1.IA : Vic Hurley made inquiry relative to widening Yakima Street from 4th East. He was assured this �rogram had not been changed, poles have riot all been set back by P.*G.D. He also wishes to use lot at 410 W. Yakima for a parking lot to be used 'oJ tenants of the Sacajawea Apts. He was informed that this could only be done by changing zone, which necessitates a petition through the Planning; Commission. WEHE STREET PROPERTY: Frank Cole is desirous of selling; as trip of his property approximately 321 x 50' to the City for street purposes for $200.00. City Engineer to contact property owners of property between Coles and "A" Street, and figure out a basic price per foot based on going prices _'or this t;pe of property. Motion made by Connell, seconded by Bonnett that the City Engineer bring in description of property needed and square footage to extend and widen Wehe Street to "A" Strcet, Motion carried. Motion made by Bonnett, seconded by Connell that the Building Committe bring in prevailing lwices on city property (Combs, Milne and Connell). Motion carried. L. IN. VAIL, CYCLONE FENCE: Mr. Vail desires to erect a cyclone :fence in Buck's Sub. Addition on the Spokane Highway. He was advised to bring in ap©tition for changing; zone froth R-2 to C -l. RETURN TO R EGULAR ORDER OF BUSINESS BY UNANIMOUS CONSENT: READING OF THE MINUTES WAS SET ASIDE BY UNANIMOUS CONSENT: STREET OILING: BIDS: Legal Notice of call was read. Yakima, Washington L. W. Vail Company --------------------------- $20,950.00 P. O. Box 602 Pasco, Washington City Engineer and Overlie checked extensions and totals, which took only a few minutes. City Engineer stated Vail's bid was low and recom:ended that his bid be accepted. Motion made by Overlie, seconded by Combs accepting; the low bid of L. W. Vail in the amount of $20,950.00. Motion carried by roll call vote of four C4). HEALTH DEPARTMENT: A letter was read from J. W. Fanning; relative to a meeting July 28, 1952, to consider the financial condition and proposed Budget for 1953. CLAII+IS: DR. VIARRETI ORR J. POUL.IN FUhNITURE CO. : A letter was readfrom the City Attorney stating the claim of Dr. Warren Orr for damage to the basement of his building on No. 4th. Has been satisfied and suggesting that a voucher -for the amount of 100.00, as per Fireman's Fund Group policy, be furnished Mr. Thomas Kelly, Jr. for payment. Also $13.95 claim of J. Poulin Furniture Co. for new sign. Col., Corps of Engineers, stating their office will withinihe next two weeks be working on the details of a license agreement covering use of this area by the City. NAVAL AIR STATION (LEASES): A letter to 0. V. Cotton from Hal Holmes was read stating the Seattle Regional Director Public Buildings Service General Service Administration, advising; the screening process for the Pasco Naval Air Station has been completed and forwarded with recommendation to ,I the Washington, D. C. office. I� SEWAGE DISPOSAL.PLANT SITE: ! A letter of June 18, 190-2 from John P. Gifford, Area Property Coordinator. to Mayor Beck,!', was referred to, in which he states that "upon r eceipt of the corrected declaration by General Service Administration, we wil.i'oe in a position to request assignment of this property for disposal to your City." Mayor• Beck to contact Pasco Engineering Depot, CCUP of Engineers, Walla Walla District & Division Office of Engineers at Portland, for assistance incxpediting revision of General Service Administration Form 30 to conform to recommendations made by Col. Wilby, as per his letter of May 16, 1952. NORTHERN PACIFIC TRACK. AT AIR BASE: �I i Supplemental agreement to Docket 20637, relative to maintaining track at Air Base, was read. Motion made by Bonnett, seconded by Overlie, authorizing Mayor to sign. Motion carried. Both copies to be returned to Northern Pacific for signatures. AIR PORT LEASES: I I A form letter approved by Air Port Committee to negotiate leases upon completion of j transferrin; that property to the City. Motion made by Bonnett, seconded by Combs, approving form letter extending leases and authori.zing Mayor to sign. Motion carried. Motion made 'oy Bonnett, seconded by Overlie, that Ordinance be prepared by the City Attorney changing that pr.otion of Indiana Street to Lewis Street. Motion carried. Engineer states the sidewalk would be lower than street if put to grade. A StreetofClub is nearer grade. Sidewalks 'should be installed there. PACIFIC POWER & LIGHT COLS. POLES ON VINE STREET: Motion made by Bonnett, seconded by Overlie that City Attorney write Pacific Power & Light Co. to remove poles in 30 days or condemnation precedings will be necessary. HEALTH DEPT. RENTING SPRAY EQUIPMENT: newick Mr. Beal stated that Ken/desires to rent Pasco's Spraying Equipment and crew. Motion made by Bonnett, seconded by Connell authorizing rental of spraying equipment to Kennewick for $200.00 per year, rental subject Health Dept., crew operate machine. Motion carried. REPORTS: STREET PROGRAM: INTERSECTION -_4TH & A: City .Engineer requests permission to widen this intersection by setting back curbs and removing gutters. Motion made by Connell, seconded.by Overlie,authorizing as per recommendation. Motion carried. *NATER & STREET: Extension down Gray Street from "B" Street across the S.P. & S. Railroad to Ainsworth and East past Sewage Plant Site.' Will apply for easement for water line and crossing. Motion made by Overlie, seconded by Connell, authorizing City Engineer to negotiate for easement and construct street on acquiring easement.
