COUNCIL CHAMBERS
CALL TO ORDER:
JULY 11 1952
Meeting called to order at 8:05 P. M. Honorable Mayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, S. A. Connell and
C. S. Milne. J. A. Avery arrived at 8:20 P. M. Absent Raymond Hicks and T. G.
Overlie. City Attorney Orville B. Olson w � present.
READING OF THE MINUTES:
Motion made by Bonnett, seconded by Combs to set aside the reading of the minutes.
Motion carried.
BILLS:
Current bills against the City were approved as follows. Motion made by Bonnett,
seconded by Connell that all vouchers properly signed and approved be allowed for
payment. Motion carrigd by roll call vote of four (4)-

Estimate No,! 5 In the amount of $15,434.56 as prepared by the City Engineer and
signed by J. Starbird be allowed; also Terry Thompson's Warrant to cover this
amount. Motion so made by Bonnett, seconded by Connell and carried by roll call

CONNUMICATIONS:
TEMPORARY DIKE, N. P. PERMIT NO. 71649:
A letter was read from H. V. Custer, Agent, requesting return for cancellation of
Permit No. 71649 as the temporary dike is of no further value. Motion made by
Milne, seconded by Combs that permit be returned to L he Railway Company. Motion
carried.
SEWAGE DISPOSAL PLANT SITE:
A letter was read from John P. Gifford of the Federal Security Agency to Mayor
Beck stating he has received information from Washington, D. C. that the central
office of the Chief of Engineers had not yet received the clearance necessary
from the •Disision Office toncorrect the G. S. A. Form 30 and suggested contacts
that the Mayor should make to expedite correction and assignment of this property
for disposal to Pasco. Motion made by Connell, seconded by Bonnett that the
Mayor contact Colonel Mills personally, and also W ashinoton, D. C., on securing
this site. Motion carried.
0. V. COTTON, MILITARY LEAVE:
Mr. Cotton requests military leave as a reservist from•July 14th to and including
July 26th. Motion made by liombs, seconded by Connell granting the request..
Motion carried.
PASCO, WASHINGTON
NAVAL AIR BASE:
Four letters were read relative to the disposition and processing of the Airport
property for disposal to the City of Pasco.

YACHT BASIN: j
Mayor Beck's letter to Colonel Mills was read asking when this Basin would be
turned to the City of Pasco.

FEDERAL POWER COMMISSION:
I
A letter from Smith Troy was read whereby he requests from the Commission that
hearings on matters affecting the Northwest and Eastern portion of the State of
Washington be held at such time as will be appropriate locally. Letter to be
filed. II
CONCRETE SIDEWALK, 4th & Court:

A letter was read from the General Petroleum Corporation stating that upon proper
written notice by the Council the walks and curbs will be installed.
PLAT, CAROLE-LEE ADDITION:
Mrs. Lee Mudd presented a plat which was examined by the Mayor and Council members.
Following a discussion regarding size of lots, motion was made by Bonnett, seconded
by Milne that the Carole -Lee Addition Plat be accepted. Motion carried.
DEPARTMENT OF HIGHWAYS LIMITED ACCESS:
RESOLUTION NO. 320:
NOW, THEREFORE, BE IT RESOLVES, THAT, IN ACCORDANCE WITH THE
PROVISIONS OF CHAPTER 202, LAWS OF 1947, AS REVISED AND AMENDED
BY CHAPTER 167, LAWS OF 1951, THE CITY OF PASCO, ACTING THROUGH
ITS OFFICERS AND AUTHORITIES, DOES HEREBY CONSENT TO THE ESTAB*

ON THE PRMIISES OF THE PASCO COMMUNITY CENTER
Motion made by Connell, seconded by Livery that Ordinance No. 719 be given the third
reading. Motion carried. Ordinance No. 719 was read. Motion made by Connell,
seconded by Avery that Ordinance No. 719 has been given the third reading. Motion
carried. -Motion made by Milne, seconded by -Avery that Ordinance No. 719 be adopted.

ORDINANCE NO. 720:

REPORTS FROM OFFICERS:
WATER COMMITEEE, WATER STORAGE:
Avery states the Council should decide between an elevated tank or stand pipe tank
so a site could be acquired. He recommends a 2,000,000 gallon tank for size. This
would cost approximately $300,000.00; stand pipe approximately :260,000.00. Locat-
ions wore discussed also financing; selling a bond issue large enough to finance
sewage disposal and water outlay was favored. Committee to bring in estimated
cost of a few ddsirable'sites.
City Engineer states allocation
by budget for pipe is becoming seriously low; he
needs more pipe on hand to handle extensions. City Attorney states that this could
be taken care of by an emergency
ordinance. Motion made
by Bonnett, seconded by
Avery that the City Engineer furnish data on request for
pipe to the ;Attorney for
an Ordinance. Motion carried.

Clarence Grigg wishes to connect
to the L. I. D. Sewer to
serve this addition. He
will pay the difference in price
of pipe and labor for laying
a 12i1 line instead of
an 8" between Chase and Meridian
in alley between Park and
Margaret; would take this
1211 line north on Illinois to Court then take laterals off
to serve this ,Addition.
Additional charges to be handled
by Grigg and Contractor
Starbird. Motion made by
Avery, seconded by Connell that
Griggs & Associates make
changes subject to the
opinion of the City Attorney and
City Engineer; risers to
be placed to present grade
all to be covered by agreement between the City of -Pasco
and Grigg & Associates.

P. U. D. POLES (HARRY HUDLOW):
Mr. Hudlow states reserving 40► width for street all the way creates different set
backcdistances for pole locations. Segeral methods were discussed, in conclusion
motion made by Connell, sec_:nded by Bonnett to place poles 1810 from center of poles
to sidewalk and to be placed on property lot lines. Motion carried.
BUDGET REPORT:
City Clerk furnished each member a monthly budget report of all departments.
ADJOURNMENT:
Motion made by Bonnett, seconded by Avery that the meeting adjourn to next reg-
ular meeting, Tuesday, July 15, 1952 at 8:00 P. M., Motion carried.
