PASCO, WASHINGTON
CALL TO ORDER:
Meeting called to order at 8:10 P. M. Honorable Mayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present, J. A. Avery. L. E. Bonnett, C. R. Combs, S. A.
Connell and T. G. Overlie. Raymond Hicks arrived at 8:25 P. M. C. S. Milne was
absent. City Attorney 0. B. Olson was present.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS"CONSENT:
PACIFIC TELEPHONE & TELEGRAPH COMPANY. INSTALLATION OF POLES:
The company's representative Mr. Earl Halverson, Councilmen T. G. Overlie and L. E.
Bonnett inspected proposed pole locations on West Court Street and recommend that
the Telephone & Telegraph Company be allowed to place poles -inside curb on property
line in outside edge of sidewalk which will be five feet wide with curb combined.
Motion made by Bonnett, seconded by Avery accepting the Committees recommendation.
Motion carried.
P. U. D. #1:
The Committee thought that the same procedure could be used but on considering
width of streets at various locations, more time was requested for study. This
was granted.
BONDS:
Mrs. Faucett & McLean were present in the interest of purchasing bond to finance
sewage disposal plant installation. This was referred to the special finance
committee of Connell, Bonnett and Avery by the Mayor.
CITY LOFFICE HOURS:
The City Treasurer Mary E. Clarke would like to have office close on Saturday
A. M. Work hours from 8 to 5 with office open 9 to 5 was-disO'Ussed; the need of
an hour before opening was expressed by the Billing Clerk. Motion made by Avery,
seconded by Combs that an,,Ordinance be drawn as discussed observing 5 day week.
Motion' carried.
CYCLE BILLING was requested by Mrs. Bolster. Water Committee to meet with Mr.
Churchill and then make recommendations for Ordinance. Cash Machine purchase
was debated. Motion made by Connell, seconded by Avery that City Engineer be
instructed to look into need of machine and make recommendation. Motion carried.
HEALTH DEPARTMENT SPRAYING EQUIPMENT:
Mr. Beal's letter was read whereby he requests the purchase of a pickup truck or
that one be rented or borr.)wl5d to enable the spraying program to be organized.

om" and City Engineer to work with Airport Committee on purchase for that dep-
artm�pt, thus releasing the Water pickup to the Health Department. Motion made
by Ove.rlie,,seconded by Connell -to advertise for bids on a pickup truck for the
Airpo t callable` . June 3rd, 1952Cotton tofurnish specifications. Motion
carried. Motion made by Bonnett, seconded by .;Avery authorizing $100.00 expend-
iture'for repair on old water department pickup if necessary. Motion carried by
roll call vote of five (5).
Councilman Combs was excused just before roll call vote.

COLUMBIA BASIN WATER FESTIVAL letter read regarding`; tickets to Aquarama. L. E.
Bonnett stated that comp ementary tickets would be presented to the Mayor and his
staff on Wednesday. Appreciation was expressed.
Second letter read requesting that all city offices be closed during parade.
Motion made by Avery, seconded by 6onnell that City Offices be closed-Thurdday,
May 22 from 2:00 P. M. Motion carried.
WATER SERVICE EXTENSION, STEFFENS AMENDED ADDITION:
Mr. C. S. Haldeman requests to have a 2" galvanized water line extended through
Blocks 6 and 11, Steffen's Amended Addition. This was turned to Water Committee.
SENIOR WOMEN'S CLUB:
A letter of thanks was read relative to installation of .traffic light at 10th &
A Streets.

TREASURER'S REPORT:
A report from the City Treasurer was read stating the financial condition of the
city is good.
NEW PASCO SENIOR HIGH SCHOOL (SEWER):
Pasco School District No. 1, Board of Directors by Resolution, petition to use
vitrified clay or concrete sewer tile in lieu of cast iron or transite pipe
for connection to the City sewer system. Motion made by Overlie, seconded by
Avery that School District No. 1 be allowed to use 8" or larger vitrified pipe
as requested by resoltLtion. Motion carried.
SEWAGE DISPOSAL PLANT SITE:
A letter was read from John P. Gifford of the Federal Security Agency stating he
would be in Pasco May 28, 1952 and will contact the Mayor.
NAVY AIR BASE:
A letter was read from D. F. Greber stating that track 4 will remain in place
and necessary material needed to repair track 3 be obtained from other sources.
BUILDING INSPECTOR
(LYLE COONEY):
A letter was read from Mr. Cooney requesting that his salary be raised to $100.00
per month for Building Inspector. Motion made. by Avery, seconded by Connell that
Building Inspector be paid $100.00 per month effective May 1, 1952. Motion carried
by roll call vote of five (5).
WATER LINE CHANGE, FRANK BRESKO:
Mr. Bresko requests a larger line between Main and meter. Motion made by Hicks,
seconded by'Connell that 1211 line be installed. Motion carried by roll call vote
of five (5).
INLAND GLASS COMPANY (SPRINKLER SYSTEM):
A letter was read from City Engineer George R. Fisher regarding the cost of
installing an automatic sprinkler system which was estimated at $250.00. The
question of billing was asked. This turned to Water Committee and copy of letter
to Avery.

A letter from Harry P. Cain stating the hearing would be held June 16, 1952, was
ordered filed.
PURCHASES:
0. V. Cotton requests permission to purchase 5 Westinghouse 1000 W beacon bulbs,
per bulb, total $24.38 plus tax. Georize R. Fisher wishes to purchase sample
kit pf plastic discs '$52.00; 2 Fire Hydrants .1 ; 4,000 lbs Mineral Lead
$382.40; 2 cases Perchloron $50.00;-20"Water Meters $432.60; 5 Gate valves for
$26.04 and 200 lin ft 12'1 hose $218.00.
Harold Wyman wishes to purchase 1 pusher type fan 077.25; Rope 15.82; Flotts 18.00;
Rope hooks '4.00; total $38.95 with tax. Motion made by Bonnett, seconded by Connell
that purchases be allowed. Motion carried by roll call vote of five (y).
SEWER EXTENSION, V. D. INGRAM, 808 So. 13th:
A letter was read from City Engineer George R. Fisher regarding this request
and setting up cost estimate at $775.00;front footage assessment .450.00. This
area is having septic tank trouble. Motion made by Avery, seconded by Bonnett
to accept proposal of City En;ineer regarding sewer extension on So. 13th Street.
Motion carried by roll call vote of five (5).

Motion made by Bonnett, seconded by Overlie that the two applications presented
at this time and approved by the Airport Committee be signed. Motion carried.

Motion made by Overlie, seconded by Bonnett that Ordinance No. 715 be given the
third reading. Motion carried. Ordinance No. 715 was read. Motion made by
Overlie, seconded by Connell that Ordinance No. 715 has been given the third
reading. Motion carried. Motion made by Overlie, seconded by Bonnett that"Ord-

Motion made by Overlie, seconded by Bonnett that Ordinance No. 716 be given the
third reading. Motion .carried. Ordinance No. 716 was read. Motion made by
Overlie, seconded by Hicks that Ordinance No. 716 has been given the third read-
ing. Motion carried. Motion made by Overlie, seconded by Bonnett that Ordinance
No. 716 be adopted. Motion carried by roll call vote of five (5).
ORDINANCE NO. 717:
AN ORDINANCE AMENDING ORDINANCE NO. 435 AND 9EING
AN ORDINANCE REZJNING BLOCK 4, HELM'S SECOND ADD-
ITION TO THE CITY OF PASCO FROM R-2 to C-1
Motion made by Overlie, seconded by Bonnett.that Ordinance No. 717 be given the
third reading. Motion carried. Ordinance.No. 717 was read. Motion made by
Overlie, seconded by Hicks that Ordinance No. 717 has been given the third read-
ing.- Motion carried. Motion made by Overlie, seconded by Avery that Ordinance
N 717 be adopted. Motion carried by roll call vote of five (5).
FRANK COLE'S'PROPERTY EXTENSION OF WEHE STREET:
Securing a strip 30 feet wide for Street purposes was discussed and turned to the
Street Committee and City Engineer.
GRADER:
Selling grader was discussed. Motion made by Overlie, seconded by Avery to advertise
for sale as per Ordinance. Minimum price $200.00, date of sale 10:00 A. M., May
2819 1952• Motion carried.
