ROLL CALL: By Clerk. Councilmen present were J. A. Avery, L. E. Bonnett, C. R. Combs, S. A. I' Connell, Raymond Hicks and T. G. Overlie. Absent C. S. Milne. City Attorney Orville B. Olson was present. ! REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: PETITION - FRED CLARK. TRI CITY DETECTIVE AGENCY: A petition signed by nine merchants of the City who are desirous of obtaining additional and supplemental guard and protection service for their respective establishments beyond that presently furnished by the City Police Department. Motion made by Avery, seconded by Bonnett to turn this to the Police Committee for recommendation at the next regular meeting. Motion carried. PUBLIC HEARING, VACATING NORTH & SOUTH ALLEY. BLOCK 18, HELM'S SECOND ADDITION: Notice was read. No objections registered. Motion made by Bonnett, seconded by Avery that Ordinance be drawn. SIDEWALKS: (JOHN MILLER) Mr. Miller speaking for the Area Contractors requests consistam qy in curb and sidewalk construction by local and out of town.contractors. In new section north of Court in the vicinity of Opal and Poplar curbs do not conform. Curb Ordinance read by George R. Fisher establishing a pattern and having blue prints of same.on file to be used as specification furnished with permit was considered. Motion made by Avery, seconded by Hicks to turn this to Street Committee for rec- ommeddation at next meeting. Motion carried. . UMBARGER PROPERTY: Mr. Staats was present in interest of this property being platted, stating he does not wish to plat at this time. He was advised that the property could be platted arould him; however he would have to plat and conform if and when im- provements were desired. No action taken. RETURN TO REGULAR ORDER OF BUSINESS BY UNANIMOUS CONSENT: BILLS: Reimbursement vouchers presented by Wyman for $43.28 and Frances Eickmeyer for $21.70; Twin City Construction Company for X6716.60• Motion made by Overlie, seconded by Avery that these vouchers be allowed for payment. Motion carried by roll call vote of six (6). COMMUNICATIONS: BIDS; 4,000 cu --ft- cover stone: Called for this date. Notice read. No bids received. Motion made by Overlie, seconded by Avery authorizing the City Engineer to negotiate for gravel purchase. Motion carried. PETITION, VACATE EAST AND WEST ALLEY IN BLOCK 4, GRAY'S -AMENDED ADDITION: Daisy E. Walker and LeRoy B. Walton making request. Motion made by Avery, sec- onded by Bonnett that Public nearing be set for "ay 20, 1952. NORTHERN PACIFIC LEASE 74552: Covering site now rotrouple& by Water Department Pump House and intake line on South 12th was reviewed by City Attorney; -same has been properly. executed b.y the Northern Pacific Vice President. Lease ordered recorded at the Court House. WEST LEWIS OR INDIANA: A letter was read from Skidmore do Critchlow stating that in the interest of uniformity would like records searched to determine correct name of this street. City Engineer to complete map of City soon as possible. RESIGNATION, C. M. PEARCE: Mr. Pearce's resignation from the Housing Authority was read.. RESIGNATION, C. M. PEARCE: Mr. Pearce's resignation from the Library Board was read. PASCO, WASHINGTON REGULAR..MEETING COUNCIL CHAMBERS APRIL 15, 1952 PACIFIC POWER & LIGHT COMPANY POLES: A letter was read from Roy Skill stating he was checking into the request to have poles moved on Vine Street. CURB CHANGES AT 4th & YAKIMA: A letter was read from Sacajawea Corporation relative to moving curbs back to side walk. Motion made by Overlie, seconded by Bonnett that Yakima Street from 4th to Tacoma be widened to conform to Yakima Street between 4th & 5th at an approximate j cost of $495.00. Motion carried by roll call vote of six (6). Motion made by Overlie, seconded by Bonnett that Sacajawea Corporation put in sidewalks and curbs along Yakima Street side to meet with proposed new curb line." Motion carried. t7ity Engineer to answer. STATE AUDIT: A letter was read from A. E. Hankins, State Examiner advising that an examination will be made of the Pasco Water Department upon completion of a job,now under way. NAVY AIR STATION: A letter was read from Rear"Admiral J. F. Jelley to Senator 'Magnuson also one from Hal Holmes to Fred Huber relative to acquiring the Air Base. Motion made by Connell seconded by Avery to give Air Port Advisory Committee authority to take proper steps to acquire. Motion carried. NORTHERN PACIFIC RAILWAY CO. "A" STREET CROSSING, AUTOMATIC SIGNAL: A letter 'from Mr. C. E. Dorfler of .April 8th read. He wishes to be advised if the Gity and County have joined in asking the State to assume the cost of the Signal. ;( Answer to this letter was read by Mayor Bekk also letter to Mr. Bugge from Derrig was read. It was brought out in the discussion that "All Street should be an alt- ernate State Highway Route. Motion made by Connell, seconded by Avery that an alternate route on "Ail Street be requested. Motion carried. City Engineer to attend Interum Committee meeting at Prosser on Hpril 28�-h. COLUMBIA & SO. 3rd: Pasco Branch of the Seattle First Nat'l Bank have requested the City to black top 3rd Avenue south from Columbia to alley adjacent their parking lot on 3rd & Columbia. Vails will do the job for 9498.00. Engineers estimate for the Citytto do the job was 9560.00. Motion made by Bonnett, seconded by Connell instructing City Engineer to hire Vails to pave 3rd fvom Columbia south to alley. Actual cost 498.00. Motion carried by roll call vote of six (6). FUROASES : City Engineer wishes to purchase 40 pads of work orders 946.95; Pipe fittings $363.12; Calking lead 9243.00; Tally Rolls 936.00. City Clerk wishes registration, supplies in the amount,of 97.23• Motion made by Avery, seconded by Connell authorizing purchases. Motion carried by roll call vote of six (6). APPOINTMENT: (MRS. E. H. KIDWELL) The Mayor appointed Mrs. E. H. Kidwell to the Library Board succeeding Walter Oberst, term ending December 31, 1052. Motion made by Avery, seconded by Bonnett Motion carried. ,$XFETY DEPOSIT BOX 162 LEGAL SIGNATURES: Forms covering information needed covering rental -and legal signatures for the Pasco Branch of the Seattle First National Bank. Motion made by Avery, seconded by Bonnett authorizing the Mayor and one Councilman to sign. Motion carried. Mayor Beck and Raymond Hicks signed. LEGAL ADVERTISING BID: A letter was read from City Attorney stating the Tri City Herald has qualified as a paper authorized to do official publications for the City of Pasco. Motion made by Combs, seconded by Bonnett accepting the bid of the Tri City Hemld. Motion carried by roll call vote of six (6). ORDINANCE NO. 713: WATER: BILLING, COLLECTION, DEPOSITS AND PENALTIES. Motion made by Avery, that Ordinance No. 713 be given the first reading by title only. A discussion followed. Motion died for want of a aecond. FEDERAL POWER COMMISSION: Several letters referring to application for Natural Gas Service were reviewed. Date of hearing in Washington, D. C. has been changed to June 16, 1952. I PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS APRIL 15, 1952 ADJOURN: Motion made by Bonnett to adjourn meeting. Motion died for want of a second. REPORTS: LIGHT INSTALLATION AT SYLVESTER & MURRAY: Motion made by Avery to call for bids on installation of Traffic Light on "slay 6, 1952. Motion died for want of a second. Bonnett requested that a detailed survey be presented on locations considered hazardous, following Avery's verbal report on survey at Sylvester & Murray and 5th & Clark. YACHT BASIN: i Connell reports master plan not received from Army Engineers. They advise that the area will be divided into three parts, Sacajawea Boat Club, Public Use and repair and service area. BUSINESS LICENSE APPLICATIONS: Nine applications as follows were authorized to be issued. Motion so made by Bonnett, seconded by Combs and carried. Samuel J. Bowen General Contractor 533 So. Lewis CEMETERY: Hicks reports a plan for stuck piling grave liners on consignment will be worked out by the Sexton and firm making liners. The sexton requests chairs to accommod- ate people transacting business at the Cemete'ry." Nothing in budget for outlay at this time; it was ggreed that a settee in the hall of the City Hall be taken f out there; folding chairs could be used when needed. CITY PURCHASES: RESOLUTION NO. 319: ''A resolution setting up regul'atibns and policy to be followed in making City purchases. Motion made by Connell, seconded by Overlie to adopt Resolution No. 319. Motion carried by roll call vote of six (6). TRAFFIC LIGHT INSTALLATION: The Mayor appointed.the entire council to make survey on question of installation of traffic light. BUDGET REPORTS: City Clerk furnished all.members a copy of monthly budget for all departments.
