REGULAR MEETING COUNCIL CHAMBERS APRIL 12 1952
CALL TO ORDER:

Meeting called to order at 8:15 P. M. Honorable 'YIayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present were, J. A. Avery, L. E. Bonnett, C. R. Combs,
Raymond Hicks, C. S. Milne and T. G. Overlie. S. A. Connell was absent also
City Attorney Orville B. Olson.
READING OF THE MINUTES:
Minutes of meetings held biarch 4th, 11th, 18th and 19th were read and approved.
COMMUNICATIONS:
BIDS, CRUSHED GRAVEL:
Call for bids advertised this date and time. No bids were received. Motion
made by Overlie, seconded by Bonnett to re -advertise for bids, callable April
15, 1952. Motion ccarried.
BIDS, SIGNAL LIGHT:
City Engineer recommends acceptance of General Electric's bid of 0596.47, with
signal controller and signal complete. Motion made by ,every, seconded by Overlie
to accept the Engineer's recommendation. Question debated. Motion made by Bonn-
ett to table the motion. Motion died for want of a second. Motion of accept-
ance carried by roll call.vote of six (6). Location for installation discussed;
Sylvester & Murray and Clark & 5th; Bonnett suggested that a survey be made. In
conclusion motion was made by Bonnett, seconded by Milne that light not be in-

stalled until city has made a survey. Motion carried.
BILLS:
Current bills against the City were read as follows. Motion made by Overlie,
seconded by Avery that all vouchers properly signed and approved be paid. Motion
carried by roll call vote of six (6).

Voucher payable to Terry Thompson in the amount of $12,029.85. Motion made by
Overlie, seconded by Avery authorizing payment. Motion carried by roll call vote
of six (6).
COLLECTING CEMETERY ACCOUNTS:
A letter was read from City Treasurer Mary E. Clarke relative to setting up a
system for collecting delinquent accounts. Motion made by Avery, seconded by
Bonnett turning this to the City Attorney. Motion carried.
REFUND, JAMES HAYTHORNE:
Mr,. Haythorne requests refund on building permit account change in plans. Motion
made by Overlie, seconded by Avery authorizing refund of $8.00, Treasurer's Receipt
No. 377. Motion carried by roll call vote of six (6). Building Committee requested
to change ordinance or create one reteLning a minimum fee to cover time, etc., that
is involved.
WATER EXTENSION TO COURT & LUCAS:
A letter was read from City Engineer George R. Fisher relative to ordering more
pipe which will overrun the amount`nf budget for pipe purchase for 1952. Motion
made by Bonnett, seconded by Milne that the Water Committee and City Engineer
bring in expansion recommendations. Motion carried.
t°A"STREET THROUGH TRAFFIC:
A letter was read from City Engineer George R. Fisher recommending that A Street
traffic be given the right of way over South 4th Street traffic and that the stop
signs at 4th &,A be changed to permit through traffic on A Street. Motion made
be Bonnett, seconded by Milne that the City Engineer's recommendation be accepted.
Motion carried.
WATER SERVIC.E,. WEaON REDI-MIX INC.
A letter was read from City Engineer George R. Fisher stating thr the Weston Redi-
Mix, Inc. had requested installation of a larger water service to their plant.
Estimated cost of this change would be approximately $1,700.00. This larger -service
would also serve the casco Engineer Depot and Sewage Disposal Plant. Motion made
by Bonnett, seconded by Milne to turn this to the Water Committee and City Engineer
for recommendation. Motion carried.

PURCHASES, POLICE DEPARTMENT: II

Two urchasing orders held up from last meeting in the amount of $43.85 and
$26.99 were discussed. Mayor read ordinance;amendment was discussed. These were V
included in list of bills coi.ncil said OK toy pay.
WATER FOLLIES:
A letter was read from L. E. Bonnett, President of Pasco Water Follies Association, J'
relative to bringing in a carnival .for the Aqua Rema. Motion made by Milne, sec- j
onded by Combs that the Pasco Water Follies Association b.e granted the right to
operate and provide a carnival, complete with rides and shows, together with the
right to operate and provide all concessions incidental to the Aqua Rama pagent to �
be held in Pasco as part of the Columbia Basin Water Festival May 21st to May 26th,
1952. Motion carried.

NATURAL GABS, FEDERAL POWER COMMISSION HEARING APRIL 8, 1952: it
A letter Was tread ftbifi Smith Troy, relative to hearing by Federal Power Commission
and being requested by Mayor Beck to represent the City of Pasco. The State of
Washington has intervened. A local hearing will be held before an examiner,
I; possibly in Spokane of all matters in which the Communities -of Eastern Washington
will be interested. He will keep us advised.
SCHOOL BUILDING SITE AIRPORT:
A letter was read from Stanley Ryder, Board Secretary, requesting that if.and when
the city gains control of the Navy Air Base that some thought be given to a possible
site for a school building. The Board would like 15 or 20 acres along the south
boundary.
MAYOR FOR -A -DAY (WALTER OBERST):
A letter was read from Mr. Oberst asking the Council to set a desirable date for

this program. Motion made by Bonnett, seconded by Avery that Tuesday, April 8,
1952 be set for this activity.. Motion carried.

C. M. PEARCE RESIGNS:
Mayor John Beck appointed Lyle Stough to succeed Mr. Pearce on the Library Board;
term ending December 31, 1955•

Mr. E. V: Hurley was appointed by the Mayor to succeed herself as a member of the

Library Board; term ending December 3�, 19�6 Motion made by Overlie, seconded by
Avery concurring on appointments. Motion carried.
REPORTS FROM COMMITTEES:
OPERATION, SEWAGE DISPOSAL PLANT:
Water Committee reports on meeting with Colonel Wilby, F. S. Zeidlack and members
of the Army Engineers and City Council on Sewage,Disposal service to the Depot.
A contract was read and discussed; figures presented indicated a charge of $100.00
per month by the City to the. -Army would be nominal for the time being, this charge
based on per cent estimate. Colonel Wilby will submit contract relqritten in Army
form incorporating d6cisions of this meeting and present same for acceptance by
the City Council.

SIDE WALK OUT OF LINE ON MARIE STREET:
City Engineer states it will cost approximately $300.00 to make proper change.
Motion made by Avery, seconded by Bonnett giving thev-City Engineer authority to
go ahead with side walk correction subrrject to City Attorney's opinion. Motion
carried by roll call vote of six (6).
BUSINESS LICENSE APPLICATIONS:
The following applications were approved by the Council. Motion made by Milne,
seconded by Avery to issue. Motion carried. Application for E. E. Matheson and
R. W. Lenhartt held up.

BURROW PIT ABOVE RIVERVIEW PARK:
The State would like to acquire this property, approximately 2/3 of an acre. Motion
made -by Avery, seconded by Milne to sell this -piece of property to the State for
$150.00.. Motion carried by roll call vote of six (6).
SEVER LINE ON A STREET AND NORTHERN PACIFIC SEWAGE:
A discussion relative to sewer line in-Fann's Addition on Northern Pacific Property,
maintenance, service connections to the north and other existing conditions. Round-
house oil waste also included. City Engineer states that the Northern Pacific
expects to have oil separator in operation before sewage disposal plant is in oper-
ation. Service problem of sewer line on Northern Pacific property turned to the
Water Committee.

AN ORDINANCE DECLARING AN EMERGENCY AND BEING AN
ORDINANCE TO APPROPRIATE MONEY FROM THE WATER
DEPARTMENT FUNDS OF THE CITY OF PASCO FOR THE
PURPOSE OF PAYING DELINQUENT SALES TAX AND COMP-
ENSATING USE TAX TO THE STATE OF WASHINGTON
Motion made by Overlie, seconded by Milne that Ordinance No. 712 be given the
second reading by title only. Motion carried. Ordinance No. 712 was read.

NOTICE OF PUBLIC HEARING was read. No protests registered.
Motion made by Overlie, seconded by Avery that Ordinance No. 712 be gilen the third
reading. Motion carried. Ordinance No:712 was read., Motion made by Overlie, sec-
onded by Avery that Ordinance No. 712 has been given the third reading. Motion
,carried.. Motion made by Overlie, seconded by Avery that Ordinance No. 712 be
adopted. Motion carried by roll call vote of six (6).
MISCELLANEOUS:
BIDS ON LEGAL ADVERTISING:
Court Hearing on Tri City Herald published by Scott Publishing Company Inc.,
continuance as a Legal News paper for Franklin County and the City of Pasco.
Order served on City at 2:55 P. M., March 20, 1952.
PURCHASE, PARKING METTE PARTS:,
Motion made by Bonnett, seconded by Comb.s authori.,ing the Chief of Police to pur-
chase parts in the amount of 137.00. Motion carried by roll call vote of six (6).
PEDDLERS ORDINANCE NO. 711:
Not ready for third reading; the question 'of fees to be studied. More time granted.
WELL IN EASEMENT: (MRS. O. COLT)
Mrs. Colt states that in Block 1, Meridian Addition, she has a well located in an
easement strip; now she would like to cap the well and use the water for irrigation
purposes.only. L. I. D. Sewer line goes down this easement. Motion made by Milne,
seconded by Avery that -request be granted if the City is not liable fir damage in
any way subject to opinion of. the City Attorney; --the. Council understands this is
an easement and capping of well to be done under City supervision. Motion carried.
