ROLL CALL: By Clerk. Councilmen present., J. A. Avery, L. E. Bonnett, C. R. Combs, S. A. Connell, C. S. Milne and T. G. Overlie.. Absent Raymgna°'.Hicks.',City Attorney Orville B. Olson was present. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: �I SOLICITORS ORDINANCE N0. 711: Mr. Tutwiler, Mr. Johnson, Floyd Perry and others of the Merchant Association spoke in fabor of the Solicitor's Ordinance No. 711 AN ORDINANCE DEFINING, REGULATING AND LICENSING SOLICITORS; REQUIRING A BOND IN LIEW OF INVESTIGATION OF gUALIFICATIONS; PROVIDING A PENALTY FOR THE VILATION HEREOF; REPEALING CERT- AIN ORDINANCES AND PARTS OF ORDINANCES AND EXCEPTING CERTAIN PERSONS FROM THE EFFECT THEREOF Motion made by Milne, seconded by Connell that Ordinance No. 711 be given the second reading in full. Motion carried. Ordinance No. 711 was read. Motion made by Bonnett, seconded by Milne that Ordinance leo. 711 has been given the second reading. Motion carried. Ordinance discussed; changes were suggested by an amendment and more time granted for completion. EUGENE CRONIN SIDEWALK GRADES, BLOCK 8, SYLVESTER'S 2nd ADDITION: Mr. Cronin spoke regarding sidewalk grades, property monuments, etc., he felt that it was not the property owners responsibility. But was advised by the Council that property should be surveyed before buildingis erected and these same monuments should be kept in tact for uniform sidewalk purposes. RIDENOUR, CODIFY ORDINANCES: Mr. Ridenour feels that the city should codify Ordinances soon as possible and make more ordinance books available to attorneys and general public. MARVIN WINES, 801So. loth: Mr. Wines wishes to extend house to property line for business purposes. He was not sure where property line is located; He was advised to acquire necess- ary information before making plans. STATE HIGHWAY: Two representatives from the State Highway Department were present requesting a deed from the City for one-half acre of City property in Block 12 in the location of A & Chase, Oakley's Addition. Will confer further with State Office they were of the opinion that -a deal for the transfer of this property had been formulated. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT: READING OF THE MINUTES: Held up by unanimous consent. BIDS ON CAST IRON PIPE: Five (5) bids were received, opened and read at t1his time, as follows: xPacific States Cast Iron Pipe Company 16,590.00 American Cast Iron Pipe Company 17,033.63 H. D. Rowler Co. Inc 14,595.00 Hugh G. Purcell Co. 18,060.00 Motion made by Avery, seconded by Milne to turn bids to City Engineer for rec- ommendation. TRAFFIC LIGHT: One bid was received and read as follows: General Electric #1 Traffic signal controller complete $ 405.90 #2 Fixed type, four-way, three color 190.57 .Motion made by Milne, seconded by Avery to turn this to the City Engineer for recommedation. COMMUNICATIONS: SERVICE CONTRACT FOR SEWAGE DISPOSAL: Contract copy furnished each member for study. A valuation of $4,200.00 as designated by the Government, another meeting to be held with Army Engineers PASCO, WASHINGTON REGULAR MEETING. COUNCIL CHA4BERS MARCH 18, 1952 regarding size of plant. Motion made by Bonnett that with striking out the word "fails" in Section 6, the 1'�layor be authorized to sign agreement and forward same to Colonel Wilby. Motion carried by roll call vote of six (6). The plant out fall sewer at 5th & Ainsworth needs easement across depot property for affluent line included in contract was suggested by City Engineer. N. P. R. R. Lease No. 74552: Lease No. 74552 was read covering property known as Pump House Site. Thirty (30) day clause discussed. Orville Br.';Olson to call Mr. Lietzke at Walla Walla regard- ing objection to this clause. STATE DEPARTMENT OF HIGHWAYS PERMIT NO. 1751: A permit was read allowing a 12" concrete sewer pipe-across.the right -of way of P. S. H. No. 3, Lewis Street connection at Pasco intersection of Illinois Street with P. H. S. No. 3. Sewer line will be 61 8" below the highway grade elevation. Permit signed by T. P. Doyle. City Attorney states not necessary to record. RECLAIM 6" PIPE LINE TO RIVERVIEW PARK: A letter was read from City Engineer George R. Fisher requesting permission to reclaim the present.61.1-Cast Iron Water Main to the Gun Club Park. Motion made by Connell, seconded by Avery to bring in cost comparison. Motion carries. AUDIT FOR WATER DEPARTMENT: A letter was read from City Engineer George R. Fisher requesting that the Mayor ask for an ausit of the Water Department for the first year of operation under the State system, Motion made by Bonnett, seconded by Avery that the Mayor be instructed to request an audit from A. E. Hankins. REFUNDS: D. 1. SPEER. Authority is requested to refund $150.00 to Mr. Speer account front footage paid. Motion made by Connell, seconded by livery authorizing refund. Motion carrried by roll call vote of six (6). LEOLA RAYMOND, 811 So. 12th: Refund requested account error in building permit fee of9 00 Motion made by Milne, seconded by Avery authorizing refund. Motion carried by roll call vote of five (5). Bonnett voting "No . R & T PLUMBING. $60.00 refund requested account difference in.meter installation. G. E. MANSON. $10;89 refund requested account difference in meter installation. E. S. BURGE. -$150.00 requested account fronttfootage payments according to agreement. Motion made by Avery, seconded by Combs authorizing purchase. Motion carried by roll call vote of six (6).. IM REGULAR MEETING PASCO, WASHINGTON COUNCIL CHAMBERS MARCH 18, 1952 GRADER REPAIRS: I. N. Brickeg desires to purchase parts and have grader repaired. Motion made by JIvery, seconded by Overlie authorizing purchase.. Motion carried by roll call vote of six (6). CHIEF OF POLICE A. L. McKIBBIN: Parts for one car and repairs for another, amounting to §43.b5 and 26.d9; payment held up. 'I PIPE BID: City Engineer George R. Fisher, has no report on -.bids received. He states that there are two low bids, very close. A representative from the racific States Cast Iron Pipe Company informs the Countil that their bid includes state sales tax, whereby Mr. Fisher recommends that their bid which is low. Motion made by Avery, seconded b Connell to accept low bid of Pacific States Cast Iron Pipe Co., in the amount of 16,590.00. Motion icarribd by roll call vote os six (6). COMPENSATING PAX RETURN: Report for January and February 1952: Current Expense Fund $2.77 Water Fund .60 Library .61 Airport .08 Cemetery 14-79 $18.85. Motion made by Connell, seconded by Avery that the compensating tax vouchers be paid. Motion carried by roll call vote of five (5). REPORTS: SIDEWALK ON MARIE STREET, SYLVESTERS 2nd ADDITION is off grade and out of line creating a bad jog and drop thus a hazard. Making corred.tion was discussed. Motion made by Connell, seconded by Avery that the City Engineer consult the City Attorney as to who is responsible. Motion carried. BOAT BASIN: No outlet to the Basin; a bad situation will be caused by stagnant water;following a discussion motion was made by Connell, seconded by Avery that the City Engineer write to the Walla Walla Corps of Engineers for outlet at east end of Basin area to create circulation. Motion carried. NATURAL GAS COMPANY: j A report of Plans, needs, etc., for hearing of Public Service Commission for a cost of $1.00 in case city goes into the gas business. Mr. Klingle states that the cost of preparing'quota data for allotment would be $2,000.00. He spoke for his Finance Company also for an Engineering firm whose fee would be 7%. The Fed= eral Power Commission will held a hearing on April 8th in Washington D. C. At this time, 11:00 P. M. Avery and Connell were excused from the meeting. Motion made by Bonnett that the City make intervention proceedings to the Federal Power Commission for allocation of 1�atural Gas. Motion seconded by Overlie. Motion amended by Bonnett to include proposition of"Juran Moody, Bernard Burk be accepted. Motion on amendment seconded by Overlie. Question debated but not laced. Motion made by Milm, seconded by Combs to table motion to Wednesday at o'clock P. M., March 19, 1952. Motion carried. LIGHT CONE: Bonnett states that a meeting was held with Mr. Hudlow. A contract agreement was discussed including installation of poles, billing and length of contract; same to be presented at a later date.
