COUNCIL CHAMBERS
FEBRUARY 19, 1952
CALL TO ORDER:
Meeting called to order at 8:05 P. M. Honorable Mayor John Beck presiding.
ROLL CALL:
By Clerk. Councilmen present, J. A. Avery. L. E. Bonnett, C. R. 11ombs, S. A.
Connell, Raymond Hicks and C. S. Milne. T. G. Overlie was absent. City Attorney
Orville B. Olson was present.

READING OF THE MINUTES:
Minutes of meetings held December 18th and 31st, 1951 and January 1st, 8th, 10th
15th and February 11th, 1952 were read and approved.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
HILL VIEW PLAT, TURNER WORRELL:
Mr. Worrell presented plat as approved by the Planning Commission for signature$ of
the lviayor and City Clerk which were affixed.
REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT:
COMMUNICATIONS:
JAY ROBINSON: REFUND:
Jay Robinson made inquiry regarding a refund in connection with deposit on alley
vacation. Motion made by Avery, second6d by Combs authorizing refund of $50.12.
Motion carried by roll call vote of six (6).
BENTON-FRANKLIN DISTRICT HEALTH DEPARTMENT:
Requests that a payment be allowed on their budget allocation for the year 1952.
Motion made by Avery, seconded by Milne that this allocation be made in two pay-
ments. Motion carried.
W. B. WEST, REMINGTON REVISED CODE:
Mr. West requests permission to purchase the above code in the amount of $65.00.
Motion made by Bonnett, seconded by Avery authorizing the purchase. Motion carried
by roll call vote of six (6).

AIRPORT LEASE SCHOOLDISTRICT NO. 1:
Motion made by Avery, seconded by Bonnett that Lease as approved by the Air Port
Committee be signed. Motion carried.
BUSINESS LICENSE APPLICATIONS:
Deep Purple Inn Pool Hall, Charles Minor, 507 So. Main
Alzena's Beauty Salon, Alzena Fields, 504 So. Main
Motion made by Milne, seconded by wombs that licenses be issued. Motion carried.
•CIVILIAN DEFENSE:
Mr. Avery states that the Yamauchi Building Basement has been made available for
headquarters by the Yamauchi family. This will be used for Center, key for commun-
ications, etc., meter supplies and equipment. Thlry need about $302.00 for equip-
ment at this time. Mr. Avery states he will guarantee that the City can get back
.75¢ on the dollar when they wish to dispose of same. Motion made by Milne, sec-
onded by Combs au.thori'ing the purchase of radio, cable and equipment. Motion
carried by roll call vote of six (6). mayor to write letter of thanks to the Yam-
auchis'. Councilmen to sign letter also.
SEWER OUTLET:
Mr. Zeidlhack of the John W. Cunningham & Associates, Orville B. Olson, City Attor-
ney, George R. Fisher, City Engineer and L. E. Bonnett, Councilman went to Walla
Walla for a meeting with Colonel Anderson, Army Engineers Welch, Franzen and
Leitzke in regard to cancellation of lease by the Northern Pacific Railroad Company
on property through which the outlet sewer pipe line extends. This location is .
now needed in connection with new bridge construction by the Northern Pacific
necessitated by the McNary Dam. A discussion followed relative to different methods
of handling this flow temporarily. Motion made by Milne:, seconded by Avery that
a special negotihting committee be appointed consisting of Mayor, City Attorney, i!
City Engineer and Councilman Bonnett. Motion carried.
RESOLUTION NO. 317:
A resolution to authorize a certain person to sign sales agreements and all other
documents concerning the purchase of property from The Federal Security Agency.
Motion made by Connell, seconded by Avery that the 14ayor be given authority to
sign after City Attorney reqrites first paragraph and subject to approval of the
Council. Motion carried.
PASCO, WASHINGTON
RESOLUTION NO. 317:
Motion made by Bonnett, seconded by Connell adopting Resolution No. 317 as amend-
ed by the City Attorney. Motion carried by roll call vote of six (6). Forms from
The Federal Security Agency turned to City .Attorney.
FINANCE COMMITTEE REPORT:
An Auditor's report of the Water & Cemetery ?Departments showing X4,498.68 for correct-
ed tax payable and audit interest was read by &nnell. Motion made by Milne, second-
ed by Avery that this be turned to the Special Finance Committee, Connell, Bonnett
and Avery. Motion carried.
Engineer or Purchasing Agent to check all vouchers for sales tax and those not
showing tax to be held up. Motion so made by Bonnett, seconded by Avery. Motion
carried.
TIRES AND CAR REPAIRS:
Councilman Combs states that 40% could be saved by calling for bids on City needs.
Motion made by Milne, seconded by ;Avery that Mayor appoint a committee to look
into call for bids on purchases. (Combs, Connell and Bonnett) Motion carried.
UNFINISHED BUSINESS:
LEGAL ADVERTISING AND PRINTING:
City Attorney advises that this bid decision is held up for court decision.
BLINKER LIGHT SIGNS:
City Attorney to contact Public Service Commission.
WATER SERVICE, NEIL HOLTER:
Mr. Holter requests water service on Pearl Street between Poplar and Hickory. Three
individuals interested in hooking up; cost would be $1,800.00",across street not
platted. He could install a small line at his own expense by agreement and by
paying front footage charge and cost of meter installation.
STREET ON NORTH boundary of Holter's property held up for Street Committee's report.

PURCHASES:.
The Council requests that Department Heads before making purchases contact the
Chairman of their respective Committees. Mayor to take care of this by letter.

Motion made by Milne, seconded by Combs that Ordinance No. 711 be given -the first
reading by title. Motion carried. Ordinance No. 711 was read by title. Motion

ORDINANCE No. 710:
AN ORDINANCE DEELARING AN EMERGENCY AND BEING
AN ORDINANCE APPROPRIATING NECESSARY FUNDS TO
PROVIDE PROFESSIONAL POLICE TRAINING TO A REP-
RESENTATIVE OF THE PASCO POLICE DEPARTMENT
Motion made by Milne, seconded by Combs that a public hearing he held on Ordinance
No. 710 at 8:00 P. M., March 4, 1952. Motion carried.

REGULAR MEETING COUNCIL CHN BERS FEBRUARY 19, 1952
YACHT AREA:
Councilman Milne stated the dire need of an overall plan for harbor area to govern
orderly development. Mayor to write Colonel Mills to ascertain if the City has
authority to use harbor as they see fit. A committee was appointed at this time
considting of Connell as Chairman, Combs, Milne,.Avery and Ed Dunnavan of the Park
Board.
FISH PONDING AREA was discussed regarding fish screens. No action taken.
MISCELLANEOUS:
PURCHASE: Cemetery Sales Contracts requested by Ze xton.$34.87.
Warrants for L. I. D. No. 61 requested by City Clerk will cost approx-
imately $25.00.
,Motion made by Connell, seconded by Bonnett authorizing purchases. Motion carried
by roll call vote of five (5).
