Cunningham & Associates also drawing of Sewage Disposal Plant and a list denoting locations of 25 sewage treatment plants designed by this firm. Following adiscussion relative to hiring an Engineer, reviewing sketch and contract, motion was made by Avery, seconded by Bonnett that John W. Cunningham & Associates be instructed to go ahead with the Sewage Disposal Plant plans. Question placed and debated, John W. Cunningham's Contract reread by Mayor pro tem. Motion placed for roll call vote. Carried six (6) to one (1). Overlie voting "No". In -reviewing Contract, Shop Inspection clause was discussed. Motion made by Avery, tha.tcrJohn W. Cunningham & Associates will perform necessary service. Motion died for want of a second. SEWAGE DISPOSAL PLANT SITE: PURCHASE THROUGH FEDERAL SECURITY AGENCY: A letter from John P. Gifford, Area Property Co-ordinator, General Services Adm- inistration furnished forms to submit in making application as a part of this application.* RESOLUTION NO. 317: Resolution No. 317 was presented at this time authorizing a member or Mayor to sign sales agreement and all other documents concerning the purchase of property from the Federal Security Agency. This was discussed. Motion made by Overlie, seconded by Milne that Resolution No. 317 be adopted. Overlie and Milne with- drew their motion. Motion made by Overlie, seconded by Milne that this matter be turned to the City Attorney to report at next regular meeting. Motion carried. PURCHASE OF LAND OPTION, CORPS OF ENGINEERS, U. S. ARMY, WALLA -WALLA DISTRICT: A letter was read from Merle E. Lietzke regarding McNary Lock & Dam, Tract XX - 3455, Northern Pacific Lease under date of December 11, 1906, to the Pasco Light & Water Company subsequently assigned to the City of Pasco, apparently was never recorded; original document has been misplaced. The Northern Pacific Railroad Company has been requested to search for a copy. This was turned to City Attorney. SEWER OUTLET LINE SOUTH 5TH AVENUE: A letter was read from J. E. Thomas,Industrial Committee, Northern Pacific Rail- road Company, stating bn October I4., 1911 the Railroad Company entered into a contract with the City of Pasco for construction, maintenance and operation of a 24" sewer pipe on certain right of way of the railroad Company; now the location of this pipe interferes with the location of a pier in relocating their bridge and suggests a meeting with District,Engineer H. M. Tremaine to go over the matter on the ground `1 hh — they want the pipe relocated. Mayor pro tem suggested that John W. Cunningham & Associates Representative and City Attorney thrash this out. George Fisher to so notify. PASCO, WASHINGTON RECESSED MEETING COUNCIL CHAMBERS FEBRUARY 11 1952 PARKING LOT LEASE EXTENSION (E. R. BARNETT): Letter of request•reread. Motion.made by Overlie, seconded by Milne to turn this to the City Attorney. Motion carried. CLAIM, MRS. IDA T. HABERONAN: A claim filed at the City Clerk's Office was received by mail on January 25, 1952. She claims damages in the amount of $29.20, account being hit by a truck belonging to the Pasco Water Department. Copy mailed same date to Orville B. Olson, City Attorney, and Wendell Brown. Motion made by Overlie, seconded by Milne to turn this to the �it.y Attorney. CLAIM, WARREN H. & OPAL J. ORR: Filed Jajuary 26, 1952, damage by water, Pence Building in the amount of $234.84. TWO MOUNDS OF EARTH, FIRST & A STREETS: The Northern Pacific Railroad "ompany's Permit No. 74418 permitting this work to be done under terms specified therein; permit was reviewed. Motion made by Overlie, seconded by Bonnett authorizing the Mayor to sign when approved by the City Attorney. Motion carried. I BLINKER SIGNALS A STREET: Automatic sighals requested by the Railroad Company. A letter was read from C. E. Dorfler, Superintendent, suggesting that the City and County make formal request to the State Highway Department to make installations. Motion made by Overlie, seconded by Bonnett that the Mayor & City Attorney be authorized to write to the Northern Pacific Railroad's Chief Engineer at St.Paul, Minn., Mr. Bernard Blum. Motion carried. - TERRY THOMPSON (BONDS): Mr. Thompsons letter of February12, 1952 was read. No action necessary. REFUND: > $10.00 Deposit on Plans & 5_pecifications: A note was read from Stoen Construction Company relative to returning their $10.00 deposit, claiming that plans webe not received in time to make bid. Motion made by Bonnett, seconded by Avery that refunds be made in accordance with specifications. Motion carried. REFUND CEMETERY CONTRACT, MRS. KATIE LEONARD: A letter was read from City Treasurer Mary E. Clarke requesting refund for Mrs. Leonard of Thirty (30.00) Dollars paid on Cemetery contract and cancellation of balance of contract or Twenty (20.00) Dollars. Motion made by Milne, seconded by Combs to cancel contract balance and refund $20.00. Motion carried by roll call vote of seven (7). VACATE ALLEY, BLOCK 10, HELM'S SECOND ADDITION: > A petition was read signed by four property owners to close and -vacate the north and south alley. Ordinance No. 650 has been complied with. VACATE ALLEY, BLOCK 4, HELM'S SECOND ADDITION: PETITIONED BY RESOLUTION N0. 31$ Petition signed by property owner William T. Casaday, sole owner, was read request- ing that the north and south alley be vacated. Motion made by Overlie, seconded by Connell adopting Resolution No. 318. Motion carried by r oll call vote of seven (7). Motion made by Overlie, seconded by Connell that Public Hearing on both petitions be called for April 15, 1952. Motion carried. INSURANCE PUMP HOUSE RESIDENCE FIRE: Insurance checks have been received in the amount of $7,266.80 and credited to the Water Fund. No action taken. BLANKET BOND FOR CITY EMPLOYEES: A letter was read from the Insurance Committee stating in part that the City Officials a're not eligible; they recommend that the blanket bond quoted be accepted. Motion made by Bonnett, seconded by Milne that Blanket Bond as quoted by Dunning - Ray Agency be accepted. Motion carried by roll call vote of seven (7). C. F. GRIGG & ASSOCIATES: A letter was read from C. F. Grigg submitting a proposal to furnish field Engineer service in connection with the L. I. D. Sewer contract; they propose first to establish and stake on the ground center line sewer; second, manhole locations; third, off set grade points at fifty (50)*ft. intervals in order that the contractor may excavate trenches and place pippi_line;i"-fburth;,-furnish all labor, equipment and supplies at .11¢ per foot; fifth, for an additional .05� per ft. will check align- ment and grades on project as work progresses. Motion made by Avery, seconded by Overlie to accept C. F. Grigg proposal for complete job. Motion carried by roll call vote of seven (7). Motion carried. NEW CAR PURCHASE: Chief of Police McKibbin requests authority to Call for Bids on a new rolice Car as provided in the 1952 Budget. Motion made by Bonnett, seconded by Milne to call for bids on March 4, 1952• Mcnibbin to furnish specifications. Motion carried. TRAFFIC LIGHT AT MURRAY & SYLVESTER: A letter was read from City Engineer George Fisher requesting a call for bids on furnishing and installing a traffic light at Murray & Sylvester Streets. Motion made by Overlie, seconded by Avery that bids be called as requested March 18, 1952• Engineer to furnish specifications. Motion carried by roll call vote of six (6). Bonnett voting "No". Motion made by Bonnett that four-way stop signs be placed at 5th & Clark, Murray & Sylvester immddiately. Motion seconded by Overlie and carried. Bonnett feels that there is more of a traffic problem at 5th & Clark. HILL VIEW ADDITION (WORRELL): Plat presented for Mayor's signature. An ordinance.to govern utility installation was discussed. Notaction taken. PURCHASES: PATCHING MATERIAL City Engineer George Fisher requests permission to purchase of material for street patching; Water Department meters, tires and fittings $703.90; Street Department signs, school crossing, speed limit and city limit $121.49. Police Judge. Smith -Carona Typewriter $159.65. Chief of Police, repairs to car $YU.90, Torches & fingerprinting supplies $26.02, file cabinets and supplies $166.36.& Citz Clerk, Janitor supplies $26.52. Motion made by Overlie seconded by Bonnett .aut orizing tthe aforesaid purchases. Motion carried by roll call vote of seven (7).
