RECESSED MEETING COUNCIL CHAMBERS JANUARY 8, 19.
CALL TO ORDER:
Meeting called to order at 12:10 noon. Honorable Mayor John Beck presiding.

READING OF THE MINUTES:
Motion made by Bonnett, seconded by Combs to dispense with reading of the minutes.
Motion carried.
BILLS:
Current bills against the City were read as follows. Motion made by Avery, sec-
onded by Connell that all vouchers properly signed and approved be paid. Motion
carried by roll call,vote of four (4):

APPOINTMENTS:.
Mayor Beck states that all appointable positions to be.reappointed same as 1951
with the exception of Water Manager and Building Inspector; confirmation by letter
at a later; date .
LEASE EXTENSION:
E. R. Barnett requests through Attorney Chas. T. Morbeck extension of Parking Lot
Lease; this was turned to the Building Committee by the "ayor. _
CLAIM: W. M. PARKHURST
A daim for damages in the amount of $48.93 , truck damage filed with the City
Clerk at 2:30 P. M., December 28, 1951 was read. Motion made by Bonnett, seconded
by Combs to turn this -to the City Attorney. Motion carried.
PURCHASES:
City Treasurer, Mary E. Clarke requests approval to purchase 5,000 Treasurer's
Receipts, approximate cost is 135.00.
Roy Shaw, Sexton desires to purchase 2 tires $82.90; 20 Grave liners $460.00.
Chief of Police,.. A. L. McKibbin requests approval for purchasing parts for re -
loader, ; supplies for same $177.45.
T. M. Harter, requests approval to purchase 22 meter signs $30.00.
Police Judge, W. B.. West requests approval to purchase Docket Sheets $51.26.
City Clerk requests approval tp purchase Ledger Sheets X45.12.
Motion made by Conner:, seconded by Avery authorizing the foregoing purchases
as requested. Motion carried by roll call vote of four t4).
BIDS: SULPHATE OF ALUMINA & LIQUID CHLORINE:
City Engineer recommends that the bid of General Chemical Division on Alumina
be accepted also Pennsylvania Salt Mfg Company of "ashington on Chlorine.
Motion made by Avery, seconded by Bonnett that the... recommendation of the City
Engineer be accepted. Motion carried by roll call vote of four (4).
PURCHASE: ALUMINA:
City Engineer desires to purchase one (1) car load (80 tons), approximately
$3,000.00. Motion made by Avery, seconded by Bonnett authorizing purchase.
Motion carried by roll call vote of four (4).
F.O.B.: Discussed and in conclusion 4iation was made by Connell, seconded by
Combs that in the future, call for bids designate f.o.b. Pasco instead of
shipping point: Motion carried.
REFUND. D. A. SPEER:
A letter was read from George R. Fisher, City Enineer, requesting authority
for the City Treasurer to refund to D. N. Speer 9225.00 on Opal Street Water
line, in accordance with Section 7-A, Ordinance No. 625. Motion made by Bonn-
ett, seconded by,Avery.granting request. Motion carried by roll call vote of
four (4).
PACIFIC FRUIT & PRODUCE COMPANY (AIRPORT):
Two inch meter installed by Airport -Department in 'the amount of $96.22 for sep-
arate billing; no definite basis for -such a charge. Motion made,by Avery, sec-
onded by Combs approving meter installation at airport. Motion carried.

The following applications were approved, motion so made by Avery, seconded by
Connell. Motion carried.

J. D. Evans, 126 W. Lewis, --one card table for recommendation of Chief of Police.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
P. T. A., Mrs. J. A. Avery:
Request stop and go lights at 5th & Sylvester and 8th & Lewis also 15 miles per
hour signs needed;this was turnedto Overlieby Mayor Beck. Fisher to check with
Police Committee regarding signs, locations to be recommended by the P.. T. A.
STATE POLLUTION CONTROL COMMISSION:
W. W. Saxton and Roger James of the Commission were present relative to grant-
ing permission for Sewer L. I. D. No. 61 construction. They were of the opinion that
engineering data should be available by this time for critical material prior-
ities, etc., which could easily be obtained from plans and blue prints of the
sewage disposal plant thus assuring the commission of the Councils' intent of
construction as soon as site is secured which seems to be in the very near future
as stated by Senator Magnuson.
They suggested that the 'Mayor write the Commission bringing up to date, status
and attitude of the Council body on Disposal Plant construction. Mayor to fur-
nish letter this date.
