ROLL CALL: Honorable Mayor John Beck presiding. By Clerk. Councilmen present, J. A. ..Avery, L. E. Bonnett, G. R. Combs, Raymond Hicks, C. S. Milne and T. G. Overlie. Absent S. A. Connell; City Attorney Orv- ille B. Olson was present. REGULAR ORDER OF ?9USINESS SET ASIDE BY UNANIMOUS CONSENT: CHANGES CITY TREASURER'S OFFICE: Mr. Hubbard, representative for the.."ational Cash Register Company spoke on operation of their cash register recommended for the Treasurer's operations. A discussion followed. No decisions made. Will wait for report from the Committee, Connell, Bonnett and Avery. REGUBR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT: READING OF THE MINUTES: Minutes of meetings held November 20, December 4th & 6th, 1951 were read and approved. REFUND AS PER ORDINANCE NO. 551: $5.00;'; Selling Garage, as per Ordinance No. 551 was completed by the City Clerk at 10:00 A. M., December 18, 1951. Motion made by Avery, seconded by Overlie authorizing refund. Motion carried by roll call vote of six (6). REFUND: E. S. BURGE.. SEWER HOOKUP CHARGES: A letter was read from City.Engineer George R. Fisher requesting a refund for Mr. Burge in the amount of $906.42; he has a balance of $364.08 to be refunded when and as paid according to contract. Motion made by Avery, seconded by Overlie authorizing refund. Motion carried by roll call vote of six,(6). PROCLAMATION: NATIONAL BROTHERHOOD WEEK: Mr. Irwin E. Lisle requests.that the Mayor proclaim the week of February 17 to 23rd, 1952. This will be -taken care of. SEWAGE DISPOSAL PLANT SITE: A letter was read from Warren G. Vagnuson relative to alternate negotiations through the General Service Administration; he is not relaxing on getting his bill passed; he wishes to be kept informed. TRANSFER: City Clerk requests permission to make transfer of $500.00 from Water Department to Accumulative Pension Fund as per 1951 Budget. Motion made by Bonnett, seconded by Overlie authorizing transfer. Motion carried. FIRE D EPARTMENT (CAPTAIN): A letter was read from Fire Chief L. A. Matthias requesting that this position be filled as soon as -possible through promotional examination; copy of letter furnished the Civil Service Commission. A discussion on position of Captain and examination followed. No action taken. BUILDING INSPECTOR'S POSITION: A discussion relative to appoihting Lyle Cooney as Building Inspector was entered into. Motion made by Combs, seconded by :Avery giving Lyle Cooney whole hearted support as Building Inspector. Motion carried. AIRPORT LEASE: Pacific Fruit & Produce Company's Lease. Motion made ,by Bonnett, seconded by .Avery that Lease approved by Airport Committee be signed. Motion carried. PURCHASE; WATER DEPARTMENT: City Engineer requests permission to purchase two (2) Tees in the alount of $70.00; 4 Valves $260.00; 6 Drill taps $73.20; Total of $403.20. Motion made b,y Avery, seconded by Overlie authorizing the purchase. FIRE DEPARTMENT:, Fire Chief desires to purchase parts for Seagraves Truck in thc, amount of $28.94 - Motion made by Overlie, seconded by Avery authori„ing purchase. Motion carried by roll call vote of six (6). BUSINESS LICENSE APPLICATIONS: B. A. Hoffman's school of Dancing, 1125 Nixon Sylvester B. Ihli, 1832 W. Margaret, Cooking demonstration, Wareever utencils. Motion made by Milne, seconded by Bonnett that these be issued, also that the City Attorney write to Welch's Garage, 1415 Alvina and K. C. Mahan, 1304 W. Ainsworth ordering them to correct conditions at the stated locations. Letter to be del- ivered by Patrolman. REPORTS FROM COMMITTEES: WATER SERVICE, EAST SIDE, HELENA & A STREETS: Avery reports on Water Services requested in the vicinity of A & Elm to Helena, 4 property owners ready to hook-up; tris hardly warrants the expenditure; not good policy to put in small pipe. City Engineer to make further investigation. More help needed from property owners. SERVICE STATION, 4th & Court: Street Committee reports side walk on Court only half the required width. Motion made by Overlie, seconded by Bonnett that Mr. Ludwig be instructed to build an additional sidewalk 4' in width on north side of property to conform with Ordinance. Motion carried. Engineer to write Building Inspector and make inspection. A STREET SIGNAL AT 10th: Cost of signal installation approximately $8,000.00. State has out.a call for bids. Letter regarding this has not -been answered. Motion made by Bonnett, seconded by Milne that the City Attorney explore action taken showing City has done all they can possibly do. Motion carried. Army Engineers working at the Ainsworth crossing to Big Pasco. TRAINING; POLICE CHIEF: Mr. Milne spoke regarding Police training. Police Chief mentioned as member most desired to take training. The Auditor Mr. Cash advised Mr. Milne that an Emergency Ordinance for this purpose would be honored; he thought $1,000.00 or $1,500.00 would be ample; training period 1 to 4 months. Mition made by Milne, seconded by Combs that the City•Attorne,y be instructed to draw up an Emergency Ordinance for Police train,tng course in the amount of 1.500.00. Motion carried. CURB REPAIRS, STREET D EPARTMENT: City Engineer states work will start right away on curb repair if weather stays favorable. They are working on drains at the present time. DOG CATCHER: Dog Catcher is to be present at the second meeting in January with report. ENGINEER: SEWAGE DISPOSAL: This was discussed. All agree that•an engineer should be selected immediately. John W. Cunningham & Associates Representative to b e notified by the Committee to come before the Council. If change is to be made how much would we owe t-� John W. Cunningham Associates up to this time. Milne and '-%ombs suggest that the Committee go into action. . Mayor to write to John Vti. Cunningham & Associates for an appointment with the Council, READING OF ORDINANCES: ORDINANCE NO. 707: AN ORDINANCE AMENDING ORDINANCE NO. 697 PASSED ON AUGUST 29, 1951, RELATING TO LOCAL IMPROVEMENT -DIST- RICT NO. 61; REPEALING SECTION 12 THEREOF; PROVIDING THE METHOD OF ASSESSMENT IN SAID DISTRICT: PROVIDING FOR THE ISSUANCE AND SALE OF LOCAL IMPROVEMENT DIST- RICT WARRANTS REDEEMABLE IN CASH AND LOCAL IMPROVE- MENT DISTRICT BONDS: AND ACCEPTING THE BID OF TERRY THOMPSON TO PURCHASE THE SAME. Motion made by Overlie, seconded by Milne that Ordinance No. 707 be given the third reading. Motion carried. Ordinance No. 707 was read. ORDINANCE NO. 708: AN ORDINANCE DECLARING AN EMERGENCY AND APPROPRIATING MONEY WITH WHICH TO PROVIDE ADDITIONAL FUNDS FOR.SAL- ARIES, WAGES AND LABOR FOR THE WATER DEPARTMENT OF THE CITY OF PASCO Motion made by Overlie, seconded by Milne that Ordinance No. 708 be given the third reading. Motion carried. Ordinance No. 708 was read. Motion made by Overlie, seconded by -Bonnett that Ordinance No. 708 has been given the third reading. Motion carried. ORDINANCE NO. 709: AN ORDINANCE DECLARING AN EMERGENCY IN THE CURRENT EXPENSES FUNDS IN THE CITY OF PASCO AND APPROPRIAT- ING MONEY WITH WHICH TO MEET THE SAME, AND TO PROV- IDE ADDITIONAL FUNDS FOR THE MAINTENANCE AND THE OPERATION OF THE PASCO POLICE DEPARTMENT AND FOR ADDITIONAL HYDRANT RENTAL FORT HE PASCO FIRE DEP- ARTMENT .Motion made by Overlie, seconded by Bonnett that Ofdinance No. 709 be given the second reading by title only. Mot- ion carried by roll call vote of -six (6). =SALE OF PUMP HOUSE•GARAGE: City Clerk adbises that an auction sale wls conducted according to Ordinance iso. ..551 at 10:00 A. M., December 18th as advertised. Garage sold to Joe Murray for -$200.00. City Attorney tofurnish bill of sale. GASOLINE & FUEL OIL: Bids were considered. Motion made by Bonnett, seconded by Avery that the Union Oil Company be awarded bid on both Gasoline @ '..216 and Fuel Oil @ .122. Motion carried by roll call vote of six (6). City Clerk furnished each member a copy of the monthly budget of all departments, for the month of November 1951. ADJOURNMENT: Motion made by Hicks, seconded by Cjmbs to recess to Monday, 1:00 P.
