HomeMy WebLinkAbout12-06-1951 MinutesPASCO, WASHINGTON CALL TO ORDER: Meeting called to order at 12:05 noon. Honorable Mayor John Beck presiding. ROLL CALL: By Clerk. Councilmen present, J. A. Avery, L. E. Bonnett, C. R. Combs, S. A. Connell, Raymond Hicks and C. S. Milne. T. G. Overlie was absent, also City Attorney Orville B. Olson. COMMUNICATIONS: WATER SYSTEM PUMPING STATION AT INTAKE: A letter was read from the Corps of Engineers, U. S. Army, Walla Walla regarding possibility of a cumulative radioactiveness of the sludge from the filters and settling basins was discussed with Atomic Engergy Commission. It was determined to be impracticable to revise the present plans for the Pasco Levee and Pumping Plants. Discharge of waste water from Filter Plant: State Department of Health letter Tr-om Emil C. Jensen was read reques ng a report on preliminary plan relative to altering plans if need be. T' STREET CROSSING NORTHERN PACIFIC RAILROAD TRACKS: A letter was read from J. T. Moore stating his understanding is that the City will do all the work removing bank of dirt. A permit No. 74418 attached was read by the Mayor; they request a copy of resolution or ordinance authori ing the Mayor & Clerk to sign. Motion made by Milne, seconded by Avery that res- olution be drawn authorizing Mayor and Clerk to sign permit. Motion carried. REFUND, E. S. BURGE: A letter from City Engineer George R. Fisher requesting that E. S. Burge be refunded $150.00 as per contract account sewer hookup. Motion made by Avery, seconded by Hicks authorizing refund. Motion carried by roll call vote of six (6). FIRE HYDRANT SERVICE - NAVY HO14ES: A letter was read from Fire Chief Matthias regarding the need of a fire hydrant in the vicinity of Court & Arthur Street. Housing hydrants not in order and hose would have to lay across the highway. Motion made by Milne, seconded by Avery to turn this to the Water Committee. Bonnett voting "No". Motion made by Milne, seconded by Combs that the Housing Authority be instruct- ed to put their fire hydrants in A-1 shape. Motion carried. Motion made by Milne, seconded by Combs that a hydrant installation at Court and Arthur be taken care of immediately by the Water Department. Motion carried by roll call vote of six (6). Motion made by Bonnett, seconded by Avery to so notify the Housing Authority. PURCHASES: Approval was asked by the Police Judge for the purchase of three (3) Police Dockets in the mount of 09T-49- Police 9 .Police Department need to purchase parts for Serva-Car in the amount of $130.91. Water Department needs ten (10) 0 -Tees in the anount of $300.00 Cemetery Department needs twenty (20) grave liners in the amount of $460.00 Motion made by Connell, seconded by Combs authorizing the above purchases. Motion carried by roll call vote of six (6). 6treet Department wishes to purchase 150 tons of plant mix, estimated cost is 0490-00- Motion made by Combs, seconded by Bonnett granting purchase. Motion carried by roll call vote of six (6). Stocking liners at the Cemetery was discussed. Hicks to study situation; may be cheaper to make the liners at the Cemetery. Hicks states that the Ordinance should be amended to allow the omission of liners when metalic boxes are used. PUMPING BIDS: Engineer Corey spoke on qualities of different pumps; he recommends the Chicago Pump Company's pump in the amount of $4,092.00 over the Allis Chalmers in the amount of y Bonnett, $1,129.00. Motion made b e , seconded by Hicks that the bid of the Chicago Pump Company be accepted. Motion carried by roll call vote of six. Motion made by Avery seconded by Milne to accept agreement subject to approval by the City Attorney. Motion carried by roll call vote of six BUSINESS LICENSE APPLICATIONS: Five License Applications were read as follows: U Save Service Norman Hepp 2101 North 4th Furniture Mart A. S. Zook Vending Machines 17-C Navy Homes Motion made by Milne, seconded by Bonnett that same be issued. Motion carried. PENSION RESOLUTION: Keopy of resolution adopted by the County was furnished the Mayor; he suggest- ed that the Attorney draw up resolution or ordinance to cover pensions for the City Employees.
