Honorable Mayor John Beck presiding. ROLL CALL:. By Clerk. Councilmen present, J. A. Avery, C. R. Combs, S. A. Connell, Raymond Hicks, C. S. Milne and T. G. Overlie. Absent, L. E. Bonnett; City Attorney Orv- ille B. Olson w„s present. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. CHRISTMAS STREET DECORATIONS: Ed Hendler representing the Jr. Chamber of Commerce requests authority to make installations of light strings with ornaments, etc., from pole to pole and across the streets at intervals. Comprehensive Insurance Policy covering the City was discussed. Hendler states that policy to high for Jr. Chamber of Commerce to handle. Motion made by Avery, seconded by Combs authorizing installation by the Jr. Chamber of Commerce. Motion carried. !; CITY HELP NEEDED: Mr. Hendler also asked. for some city equipment and city labor o roan e equipment. Motion made by Avery, seconded by Combs that a truck and one man be allowed to assist with installation. Motion carried. They desire to have this completed by December 2, 1951. TAXI CAB ZONES: Del Bunch requested two more loading and unloading stands; would like one at the Crescent Drug and one at the Bus Depot. Chief of Police Mc"ibbin stated that he thought they should be located for the convenience of the public. Motion made by Milne, seconded by Avery that this be turned to the Police Committee and Chief of Police with authority to act as they see fit. Motion carried. EARL LUDWIG SERVICE STATION NORTH 4tL.& COURT ST: Mr. Ludwig requests permission to oil surface street from present oiled surface to his property. Installation of sidewalks and curbs as per Ordinance No. 688.9discussed Mr. Fisher, City Engineer, states that Mr. Rhodes of the State Highway Department reviewed the situation. The General Petroleum Representative stated that -their permits were obtained a few days before the Ordinance welit into effect. Motion made by Overlie, seconded by Milne that Ludwig will install sidewalks and curbs on Court Street;sidewalk on 4th to be put in at a lat6r.-date at the request of the Council. Motion carried. LOADING ZONE, 711 W. LEWIS: Mr. Harry,: Stickles states he is badly in need of a place to load and unload his produce at the store. Telephone Company employees consume all the space in front and in the alley for all day parking. Store frontage 24'. Motion made by Avery, seconded by Overlie that width of store be allowed for temporary relief. City Engineer to supervise.painting. Motion carried. TELEPHONE POLES IN YARDS: Councilman Combs states he has had several complaints about the Telephone Co. making pole installations in the property owners yard. Inside sidewalk in the location of Arthur and Aurelia Streets, the line supposedly serving the Hanford Area. Motion made by Connell, seconded by Overlie directing the Telephone Com- pany to make pole installations on property lines and in alleys. Mayor to write letter. Motion carried. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT: READING OF THE MINUTES: Minutes of meeting held November 6, 1951 were read and approved. COMMUNICATIONS: N. P. R. R..CROSSING AT"A'AND SO. 2nd STREETS: A letter was read from.C. E. Dorfler, Superintendent in Spokane, regarding signals, maintenance operations and easement. He requests that the City remiburse the Rail- road Company for costs of signals. Taking this up direct with the Sty Paul Office was suggested. Mayor to answer letter and forward copy to St. Paul. SEWAGE DISPOSAL PLANT SITE: 1. A letter was read from Walter A. Taylor regarding disposition of real estate. Report by Division Engineer was forwarded September 5, 1951 to office of Chief of Engineers, Washington, D. C. 2. A letter_was'read from R. N. Anderson, Lt. Colonel, confirming information furnish- ed by Mr. Taylor that Section 605 of Public Law 155, 82 Congress, permits the Secretary of the Army to take real estate disposal fictions. REGULAR MEETING PASCO, WASHINGTON COUNCIL CHAMBERS NOVEMBER 20,'1951 3. John P. Gifford, Area property coordinator, Federal Security Agency, sends form for making application of purchase fot the property for public benefit. Warren Magnuson's bill was discussed. City Engineer to furnish copy of letter to Senator and Repres- entatives. INTAKE AT PUMP HOUSE: A letter was read from W. H. �Aills, Colonel, -Corps of Engineers, Walla Walla, with sketch attached, stating that in accordance with your written request, dated Sept- ember 27, 1951, the revised plans hereto attached are approved to supersede the plans for the works authorized by the Secretary of the Army for construction and maintaining an intake for water supply in the Columbia River ati oot of 12th Street in Pasco. THE WOMAN'S CLUB, PASCO: A letter was read from Mrs. J. D. Mangun, President, requesting a traffic light at 10th & Ainsworth account Ainsworth being used for truck traffic. City Engineer to answer. GARAGE AT OLD PUMP HOUSE: Paul Savage: A letter was read from Mrs. Paul Savage stating she is interested in purchasing this building. Motion made by Donnell, seconded by Overlie to set the minimum price at $100.00; to advertise sale by auction on December 18, 1951 at 10:00 A. M. Motion carried. PURCHASE PLANT MIX: A letter was read from George Fisher requesting permission to purchase 132 tons of Plant Mix for street patching purposes. Motion made by Overlie, seconded by Avery that purchase be allowed. Motion carried by roll call vote of six (6). BIDS, L. I. D. NO. 61: City Engineer, George R. Fisher requests authority to call for bids on construction of.sewer extensions under L. 1. D. No. 61, callable 'December 18, 1951. Motion made by Avery, seconded by Connell authorizing call for bids on December 18, 1951 as re- quested. Motion carried by roll call vote of six (6). REPORTS FROM COMMITTEES:. PUMPING PLANT: Mr. Corey spoke with reference to agreement which was reread by the dlayor and dis- cussed. The last part of item 9 was stricken following the wor� ""work". All of item 10 was stricken. A 90 day building period was favored. Avery wants action �I on awarding contract; in -conclusion motion was made by Avery, seconded by Milne j. that the City accept Mr. Corey's offer of 8%. Motion carried by roll call vote of six (6). MERIDIAN STREET: Purchasing 30 feet of property for the other half of Meridian Street was discussed; this was held up for the time being. TREASURER'S OFFICE: Councilman Connell spoke on operations in the Treasurer's Office; suggested that some changes be made; recommended the purchase of a new machine to replace cash drawer. A full report will be made. BUSINESS LICENSE APPLICATION:. One application for the Green Apple Sandwich Shop was approved. Motion so made by Milne, seconded by Combs and carried. IRRIGATION RO T• t JEC City property under this project is the Cemetery, Dump and Old Golf Course. More time asked; same was granted. CITY PROPERTY PURCHASE: Requested by Fred Huber. He has changed his mind; does not want property. i CEMETERY SURVEY: r Sexton Roy Shuw reports a survey is badly needed out there for extension. City Engineer to do this in the near future. L. I. D. LIFT STATION PUMPS: Motion made by Overlie, seconded by Connell authorizing call for bids, callable December 4, 1951- Motion carried. DOG WARDEN: Chief of Police McKibbin will help Mr. Haun set up reports,etc. when he comes in. READING OF ORDINANCES: ORDINANCE NO. 704: AN ORDINANCE AMENDING ORDINANCE 435, CITY OF PASCO, AND BEING AN ORDINANCE AMENDING THE .ZONE CLASSIFICATION OF THE SOUTH ONE-HALF OF BLOCK -1j, PERRY'S ADDITION -TO THE CITY OF PASCQ_, FROM RESIDENTIAL R-2 TO COMMERCIAL C-1 Motion made by Milne, seconded by Connell that Ordinance No 704 be given the third reading. ADDITION TO THE CITY OF PASCO _ Motion made by Milne, seconded by Overlie that Ordinance No. 705 be given the third reading. Motion carried. Ordinance No. 705 was read. ORDINANCE NO. 707: AN ORDINANCE AMENDING ORDINANCE NO. 697 PASSED ON AUGUST 29, 1951, RELATING TO LOCAL IMPROVEMENT DISTRICT NO. 61; REPEALING SECTION 12 THEREOF; PROVIDING THE -METHOD OF ASSESSMENT IN SAID DISTRICT; PROVIDING FOR THE ISSUANCE r AND SALE OF LOCAL -IMPROVEMENT DISTRICT WARRANTS REDEEMABLE IN C45H AND LOCAL IMPROVEMENT DISTRICT BONDS; AND ACCEPT- ING THE BID OF TERRY TFIOMPSON TO PURCHASE THE SAME Motion made by Overlie, seconded by Hicks that Ordinance No. 707 be given the first reading.
