COMMUNICATIONS:
PEDDLERS ORDINANCE:
A letter was read from H. G. Kapelle requesting a statement from the council
regarding the Peddleris
Ordinance. Councilman Milne reports the suggested
Ordinance from Alexandria is to drastic; requiring a 30 day filing of approval
or $1,000.00 Bond was suggested. Kennewick and Pasco adopting identical Ord-
inance is being considered. Motion _Wade by Milne, seconded by Avery to dis-
approve -consideration of the Alexandria Ordinance. Motion carried.
L. I.D. No. 61: Terry Thompson.
Three lettere from Mr. Thompson to City Engineer Fisher were read stating that
the Bond Attorneys advise it willrnot be necessary to hold another hearing
account property owners will have oppor'tunljj-y to protest the assessments when
advised the amount of their assessment. Amendatory ordinance will be forwarded
to Mr. Olson in a day or two. Method of paying assessments relative to benefits
received was also mentioned.
SEWAGE DISPOSAL PLANT SITE:
A letter was read from Senator Warren G. Magnuson stating the Army Engineers
have prepared a favorable report. General Pick is being requested that this
report be completed during the recess and made available to the Committee on
Armed Services by the time Congress reconvenes on January 8, 1952.
A letter read from George E. Meier, Deputy Chief of Real Estate, Department of
the Army,. WP'shington, D. C., stating the report on this measure had been for-
warded to th.e Senate Armed `Services Committee..

POLLUTION CONTROL:
A letter was read from Walter W. Saxton relative to a short school for Sewage
Treatment Plant Operators. This will be held in Moscow, Idaho, on November

15 & 16 and suggesting that a representative be sent to take advantage of these
meetings.
PUMPING STATION BUILDING:
An agreement was read from H. R. Corey, Engineers on Engineering services for the
i
construction of a new pumping station building and facilities required forrthe
moving of the present pumps, all briefly described in 12 items of the agreement.
Motion made by Milne, seconded by Overlie that this be turned to the Water Comm-
ittee. Motion carried.
APPOINTMENT, 0. C. ADAMS, POLICE JUDGE:
Mayor John Beck appointed 0. C. Adams to'act as Police Judge for an indefinite
period due to illness of W. B. West..
CLAIM,. WILLIAM STANFILL,. JR.:
! A claim was filed with the City October 30, 1951 at 5:00 P. M. by Dean W. Loney
for William Stanfill to cover injuries sustained September 30, 1951, on North
�I 3rd at intersection of W. Nixon where sidewalk ends. Hospital expense, suffering
and loss of time in excess of $11,500.00. A copy of claim was furnished Wendell
Brown Insuance Agency and the City Attorney on November 2, 1951. No action taken.

REPORTS:
HOSPITAL WATER SERVICE:
Motion made by Connell, seconded by Bonnett that the City Engineer be authorized
to make changes in Water Service for Hospital as requested. Motion carried by
roll call vote of six (6).
FIRE AT PUMPING STATION, RESIDENCE:
A form furnished by Mr. Wood of the Fire Adjustment Bureau requesting that a City
official be appointed and authorized to negotiate a settlement was discussed.
Valuation set at approximately $6,900.00 or $8.00 per sq. ft. Motion made b
Bonnett, seconded by Connell authorizing the Mayor to sign proof of loss of $8.00
per sq. ft. on'Insurance Adjustment for fire loss on residence atpamping station.
Motion carried.
SOUTH 6th STREET OILED, (RIDENOUR):
Committee reports this has been completed.
10th & A STREETS:
Corrections to street at Railroad crossing and installation of traffic lights was
requested. P. P. & L. will be asked to remove poles. Motion made by Overlie,
seconded by Bonnett to approve plans of State Highway Department on traffic lights
at 10th & A Streets. Motion carried.
Black top mix will be needed for Street work. Motion made by Overlie, seconded by
Bonnett that City Engineer be authorized to go ahead with work at 10th & A in conn-
ection with the State Highway Plan. Motion carried by roll call vote of six (6).

Relative to City owned property that would come under this project, City View
Cemetery, City Dump and the Old Golf Course. This was turned to Councilman Combs.

Councilman Bonnett states he has been trying to have a meeting with Harry Hudlow;
has had no luck up to now; requests more time.
DOG CATCHER:
Councilman Combs.reports he is unable to find the Dog Catcher at home; too many
dogs running at large without license; seems to be the conaex.slisrt of the Council.
Motion made by Connell that he report on how many dogs caught and disposed of
each month also dogs returned to owners; he is to keep complete record of oper-

SEWER EXTENSION-DESERTAIRE MOTEL:
Mr. C. C. Mackner requests sewer extension to serve his motel on North 4th, loc-
ated on an unplatted piece of property 250 feet in length. Building is 120 feet;
has lawn around the building; would need two hook -ups; -in conclusion the. Council
advised that extension -could only be made in accordance to Ordinance governing
same. I
GAS PUMP:
City Engineer Fisher states the Fire Department is cleaning up a pump to replace
the old one at Police Station. They need parts and paint which would amount to
between fifty and seventy-five dollars. Motion made by Connell, seconded by Bonn-
ett to authorize purchase of parts and material as requested. Motion carried by
roll call vote, of .five
S. A. Connell was excused at this -time.
BUILDING INSPECTOR:

A general discussion relative to Building Inspector's position was entered into
with no action taken.
