ROLL CALL: By Clerk. Councilmen present, J. A. Avery, L. E. Bonnett, C. R. Combs, S. A. Connell, Raymond Hicks and T. G. Overlie. C. S. Milne was absent also City Attorney,Orville B. Olson. REGULAR ORDtR OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. CONSOLIDATED GAS COMPANY: Two representatives of this Company spoke relative to piping natural gas from Canada or Texas to this area in the very near future; would like to have a franchise given the first reading at this time for purpose of discussion and attention in general. In conclusion the Mayor appointed a committee of Hicks, Connell and Bonnett to bring in a recommendation. They stated the usual charge was through Utility Tax. MODERN HOME BUIToDERS, INC: Mr. J. Eubanks presented a letter and sketch of proposed development in Foster's Addition and requested permission to install the sanitary sewer system as it is developed by said company, Modern Home Builders, Inc. is to bear all costs of all actual expense involved in securing approval of the Washington State Pollut- ion Board and inspection fee of 2/ of total cost of installation. The total cost of_�.installation issto mean the actual installation cost plus a ten per cent contractors mark up. Motion made by Bonnett that request for sewer extension as outlined in letter be granted. Motion seconded by Hicks and carried by roll call vote of six (6). OILING SOUTH 6th, 5th & SYLVESTER: Mr. Ridenour was present in the interest of oiling Sputh 6th Street. City Eng- ineer states they were unable to obtain rock; suggested oil penetration treat- ment; other locations were mentioned by Overlie and discussed. Motion made by Bonnett, seconded by Avery authorizing the City Engineer to shoot oil on South 6th Street between Ainsworth & B; 5th Street between Clark &Yakima and Sylvester between 7th & Lucas. Motion carried by roll call vote of six (6). INLAND GLASS COMPANY, WEST LEWIS & 11th: A representative for the Inland Glass Company wishes to know action taken on filling street adjacent to their building at 11th & Lewis. Committee recommends making fill if the Glass Company will black top to existing black top. A Bis cussion followed. Motion made by Connell, seconded by Hicks that the City fill hole as requested (fill in-w-ith dirt on Lewis 70' long). Motion carried by roll call vote of six (6). Louis Diamond also wants a fill. No action taken. AT 1st & A STREETS, VIEW OBSTRUCTED: On the Northern Pacific Property at 1st & A Streets a high bank of dirt obstructs view of motorists. Motion made by Hicks, seconded by Overlie to request the Northern Pacific Railway to remove obstruction by dirt bank. Request to be made to Superintendent at Spokane. Motion carried. READING OF THE MINUTES HELD UP. PUBLIC HEARING, VACATION OF NORTH & SOUTH ALLEY,_ BLOCK 3, HELM'S SECOND ADDITION: Notice of hearing read at this time. No objections were registered. Motion made by Overlie, seconded by Bonnett that City Attorney be instructed to write Ord- inance. Motion carried. ✓ COMMUNICATIONS PURCHASE OF CITY PROPERTY: A letter was read from Fred Huber stating his desire to purchase Lots 11 & 12, Block 22, Northern Pacific Plat Addition to Pasco for off street storage lot & wrecking yard. This was turned to a committee of Combs, Milne and Connell.to_ report. SEWAGE DISPOSAL PLANT SITE: A letter was read from Warren G. Magnuson in connection with Senate Bill No. 2175 stating that the.Public Works Committee has not received the Army report. Motion made by, Bonnett,.seconded by Combs that the Mayor be authorized to give Colonel L. B. Wilby information as requested for report. Motion carried. 1. el r,9 PASCO, WASHINGTON AIRPORT LEASES_: A letter was read from F. L. Endelbrock approving five (5) sub -leases. Copy of letter to be mailed to 0. V. Cotton. CARTER'S ADDITION PLAT: A letter was read from the Planning commission i•nforrming the City Council that a Public Hearing on the acceptance of this plat was held October 9, 1951. No pro- tests were made. Chairman was authorized to sign plat. Motion made by Avery, seconded by Combs to concur with the Planning uommission,on acceptance 6f -,Carter's Addition Plat. Motion carried. Motion made by Bonnett, seconded by Avery that the Planning Commission be requested to follow grid iron pattern with alleys. Motion carried. City Clerk to so notify. RESIGNATION - WATER MANAGER: A letter was read from Myron Radelmiller tendering his resignation as Water Manager effective November 1, 1951. Motion made by Bonnett, seconded by Avery to accept the resignation. Motion carried. WATER SERVICE, KIEWIT SONS CO. CONTRACTORS: A letter was read from City Engineer relative to water service for contractors constructing the Pasco Levee along the Columbia River. Sketch showing nearest main was attached. Motion made by Connell, seconded br Avery that Kielgit & Sons be given permission to build their own line and will be metered at regular rate plus meter installation. Mopion carried. MERIDIAN STREET: A letter wAs read from City Engineer relative to requests made for improvement of Meridian Street along East side of Meridian Addition.At the present time there is only 30 feet which has beendedicated for street purposes. Mr. W. E. Brenne- m n owns this property and has placed a price of $300.00 for a strip 30' in width and approximately 660' long. This was turned to the City Attorney. PURCHARP City Engineer desires'to purchase'20 meters @ 21.60..ea; 2 hydrants @ 177.26 ea; 1020 ' Copper tube @ .35� per foot; and 1000 lbs lead 0 .21� per fib; approximate cost is $1,353.52, based on previous purchases. Motion made by Overlie, seconded by Avery that authority to purchase be granted. Motion carried by roll call vote of six (6). APPOINTMENT: A letter was read from Mayor Beck appointing George R. Fither as Water Manager and City Engineer effective November 1, 1951. $300.00 to be paid from the Water Department and $300.00 to be paid from the Current Expense ,thus making $7,200.00 per year. Motion made by Avery, seconded by combs accepting the appointment and division of salary. Motion carried by roll call -vote of five (5). Bonnett vot- ing »To". E. V. CRONIN, WATER EXTENSION: for Request of Mr. Cronin's/extension of water service on Marie Street was discussed. Motion..made by Avery, seconded by Connell that the City construct a 4" water line charging front footage to serve 5 homes, at present, on Marie Street between Arthur and Norbert (400' @ approximately $800.00) Cronin to pay $337.50. Motion carried by roll call vote of (6). six. REPORT The City Clerk furnished each member a copy of the monthly Budget of all depart- ments.
