Honorable Mayor John Beck presiding. I ROLL CALL: By Clerk. Councilmen present, J. A. Avery, L. E. Bonnett, S. A. Connell, Ray- mond Hicks and T. G. Overlie. Absent, Co R. Combs and C. S. Milne. City Att- orney Orville B. Olson w,�s present. 1952 BUDGET: Discussions and reviews started with the Fire Department. Fire Chief Matthias itspeaking in behalf of his department. _ o FIRE ,: POLICE & PARKING METER DEPARTMENTS: Motion made by Bonnett to raise Fire Chief's Salary to $4,800.00• Assistant Fire Chief's Salary to $4,020.00; Create a position of Captain at $3,640.00; Four (4) Regular Firemen at. 14,880.00; Hydrant Rent&1 be changed to 61,764.00; Equipment Repair be $400.00; Supplies 01,138.00, making a total of $36,842.00. POLICE DEPARTMENT: Police Chief Salary $4,800.00; Captain or Sergeant $4,320.00; Sergeant , . 0; Two Clerks 'x'7,815.00.; Nine (9) Patrolmen $34,660.00,; making a total of 70,418.00. Parking,Meter Superintendent Salary 63,960.00 thus making a total of 87,210.00. Motion seconded by Avery and carried. PARK DEPARTMENT: Motion made by Overlie, seconded by Connell that Superintendent's Salary be $4,320.00; Grass Seed & Fertilizer $800.00; thus making a total of $32,905.00. Motion carried. CURRENT L~XPENSE RECEIPTS Motion made by Overlie that Ta-Ses in Current Expense be changed back to $30,143.52; total $197,851.82. Motion seconded by Connell and carried. WATER DEPARTMENT: Motion made by Connell that Water Superintendent and City Engineer's Salary be $4,800.00; Office Manager & Field Man -$4,200.00; Excise Tax $7,095.00; Storage Tank, Reservoir or Sewage Disposal $76.,412.60; Capital Improvement & Filtration Plant Landscaping 023,295.00; Chane "In Lieu of Taxes" to read "Office Rent" at $5,625.00; thus making a total of 9341,194.00. Motion_secorzded by Avery and carried by roll call vote of four (4). Bonnett voting "No10. STREET DEPARTMENT: M Motion made by Overlie to change Street Oiling to $17,000.00 and Street Signs and Traffic Lights to $1,700.00 Capital Outlay. Motion seconded by Avery and carried. ORDINANCE NO. 703: AN ORDINANCE ADOPTING THE BUDGET FOR THE YEAR 1952. Motion made by AVERY, §econded by Overlie that Ordinance No. 703 be given the second reading b y title only. Motion carried. Bonnett voting "No". Ordinance No. 703 was read. Motion made by Avery, seconded by Connell that Ordinance No.h703 has been given the third reading. Bonnett would like to make amendment by motion, changing title of Water Manager and City Engineer in Water Department to read Water Superintendent $2,400.00 and City Engineer $2,400.00_as separate items account city ordinance states that the Council appoints the Water Manager. Motion seconded by Overlie. Motion lost 3 to 2. Avery, Connell & Hicks voting "No." Motion made by !.very, seconded by Connell that Ordinance No. 703 be given the third reading. Motion carried. Bonnett voting "NoiO. Ordinance No. 703 was read. Motion made by Avery, seconded by Hicks that. -Ordinance No. 703 has been given the third reading. Motion carried.
