Lewis: -A letter was read from Harry M..Stickles requesting a loading zone in front of his .store. This was turned to the Police Committee for recommendation. WATER DEPARTMENT PURCHASE: Water Manager Merron Radelmiller requests to purchase timber for meter box Construct- ion in the amount of $300.00 and meters in the amount of 431.60., Motion made by Avery, seconded by Combs authorizing the purchase. Motion carried by roll call vote of six (6). E. V. CRONIN. WATER SERVICE: A letter from Water Manager states Mr. Cronin is asking for water service to serve Lots 17 to 23 inc and 26 &D 27, total of 225' in Block 6, Sylvester's Second Addit- ion on the south side of Marie Street. This was turned tot he Water Committee for ,recommendation. TERRY THOMPSON* A letter and contract was read relative to financing contemplated Newer improvements. This was turned to the Water Committee and City Attorney. PUBLIC UTILITY DISTRICT: A letter was read from,Harry Rudlow, Manager, adking to meet with the Council and present a street lighting contract for the system now installed also discuss .contract for new section. This was turned tothe Fire and Light Committee. .SEWAGE DISPOSAL PLANT SITE: A letter was read from Senator Warren Magnuson stating a bill had been prepared ,to authorize the Secretary of the Army to convey to the City of Pasco a site 5.68 .acr6s . Copy of bill will be f orwar•ded when available. . I _ ,Army Engineers have asked for a meeting to negotiate for duel operation at Sewage Disp6sal Plant. INLAND GLASS COMPANY PETITION: A petition and sketch was presented by the Inland Glass Company requesting by petition for fill and surface without cost to petitioner, that portion of South 11th Aven7ge between the property line of the building under construction and the graded portion of South 11th Avenue, as well as that portion of West Lewis Street which lies between the.surfaced portion and the northerly boundary line of the .property to be occupied by the Inland Glass Company. Sketch, was reviewed. This was turned to the Street Committee. FIREMEN'S FUND GROUP: A second letter was read/Commending six corrections to be made whtdh are considered hazardous. Held up for Engineer's report and estimate of costs. Police Committee to check with Eggineer. I V P PA PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS OCTOBER 2, 1951 REPORTS FROM COMMITTEES:. SEWAGE DISPOSAL PLANTS: Councilman Hicks & Overlie report on trip to the coast for personal survey of plants in operation. They saw four plants of type recommended by Carey & Kramer. One in Seattle of type.recommended by John W. Cunningham & Associates. The type mentioned first is. all under one roof and nothing exposed. BUSINESS LICENSE -APPLICATIONS: Motion made by Avery, seconded by Bonnett that the following eleven business license applications as approved be issued. Motion carried. Fisher is working up a new estimate and can complete same when estimated cost -of lift pump is received. Mr. Shefelman will advise relative to holding another public hearing. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: Cecil Downey spoke about a loading zone or location for salvage material, scrap metal, etc., with the thought in view of it being permanent; needs to be.on a spur track; the airport was suggested as a possible site. It was also suggested that bbecontact the Planning Commission. RESOLUTION NO. 316: (Read by the Mayor) That the Corps of Engineers of the U. S. Army or other appropriate governmental agency be requested to set over to the City of Pasco all of that land fronting on such slack water pool.as may be located within the limits of the City of Pasco for the administrations,and supervision of the City of Pasco and for the use of the public as a recreational area. Motion made by Bonnett, seconded by Connell that Resolution No. 316 be adopted. Motion carried by roll call vote of four (4). Avery & Combs were out of the room. FOSTER'S ADDITION. SIDEWALKS & CURBS: ,3. Eubanks and Mr. Spencer, Engineer for Modern Homes Construction, wish to start 'construction of homes in Foster's Addition,in the process of leveling grounds, they desire to fill holes and low spots with dirt from streets and sidewalks. Following a discussion relative to need of dirt for low places in streets and sidewalk locations, motion was made by .Hicks, seconded by Avery that the City Council be agreeable to thevproposition of Mr. Eubanks and Engineers providing streets are taken care of first and method used and grades are approved by I. N. Brickey, Street 'Superintendent. Motion carried. CURB & SIDEWALK ORDINANCE NO. 688:' Mr. Eubanks states they would like to make thwir own grades with approval of the City Engineer. He also felt that they had been overcharged by the Building Insp- ector. He was furnished a copy of Ordinance No. 688. Will submit information for refund. EXECUTIVE SESSION (HEARING): The Council Chambers were cleared for Executive session on Hearing of Rudy Wertenberger's dismissal by the Water Manager effective October 1, 1951. Mr. Wert- enberger stated that on account of an anonimous letter received by a Councilman which involved the Water department resulted in his dismissal. Water Manager stated he had been reasonably assured that Mr. Wertenberger had nothing to do with the letter and has no desire to go any deeper in the case at this time also that Mr. Wertenberger had not always been to cooperative. Following a discussion motion was made by Avery, seconded by Combs that the mater Manager be asked to reconsider the discharge of Mr. Wertenberger. Motion carried by roll call vote of six (6).(. Motion made by Avery, seconded by Combs that WertenLaerger be reinstated to former position in the Water Department with all accrued benefits restored. Motion carried unanimous. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS OCTOBER 21 1951 POLICE DEPARTMENT - RICHARD SCHULTZ: This case was stated tothe Council by Mayor Beck,regarding the Superior Court decision. No action taken. REGULAR ORDER OF BUSINESS RESUP,ZED BY UNANIMOUS CONSENT. ADJOURNMENT: Motion made by Avery, seconded by Overlie to recess to Wednesday, October 3, 1951• Mot ion carried.
