Honorable Mayor pro tem Raymond Hicks presiding. ROLL CALL: By Clerk. Councilmen present, J. A. Avery, L. E. Bonnett, C. R. Combs, S. A. Connell, Raymond Hicks and C. S. Milne. Absent T. G. Overlie and Mayor John Peck. City Attorney Orville B. Olson was present. READING OF THE MINUTES: Minutes of meeting held Au.917, 17, 1951 were read and approved. p COMMUNICATIONS: GRAVEL, BROWN STREET: A letter wgs read from Mr. & Mrs. J. E. Wickham requesting that Brown Street be raveled in the near future ex g , also expressed p appreciation for changing the name of their street from "Lonesome Road" to Brown Street. Motion made by Milne, seconded by Bonnett to turn, this to the Street Committee. Motion carried. SEWAGi DISPOSAL PLANT SITE: A letter was read from Hal Holmes to the 14ayor asking'if the city was still interested in joint establishment of the sewage disposal plant with the Depart- ment of the Army. City Clerk to answer letter signed by Mayor pro tem. II VACATING ALLEY, BLOCK 19, HELM'S ADDITION: Jay Robinson petitions the council to vacate north and south alley in Block,19, Helm's Addition to Pasco; he has complied with Ordinance No. 650. Motion made by Connell, seconded by Milne to call for public hearing, Tuesday, September 18, 1951. Motion carried. li WATER SERVICE, BLOCK 5, OWEN'S ADDITION: A letter was read from Water Manager Myron Rgdelmiller stating request has been made by C. S. Haldeman for water to serve Lots 31 to 32 Inc. Block 5, on the �! corner of Gray-& East B. A sketch was attached. Water Manager recommends that �i property owner be allowed to extend his own line and the city installing the meter. Motion made by Avery, seconded by Milne that C. S. Haldeman be authorized to make his own water installation with agreement to discontinue when the City extends water to this property and usual front footage is accessed; he is privil- eged to salmage his own line. Motion carried. PIPE & HYDRANT PURCHASE: Water Manager Merron Radelmiller requests permission to purchase 600''of gal- vanized pipe, 10 valve boxes and two fire hydrants. Motion made by Avery, sec- onded by Milne that Water Manager be authorized to make -purchase. Motion carried. PAINT FIRE TRUCK: A letter was read from Fire Chief L. A. Matthias requesting permission to have the Ford fire Truck painted; he had three estimates, graves Auto Co. $200,'.)00; Pasco Auto Company $260.59 and Stromme Motors $242.05. Motion made by Milne, seconded by Combs that this be referred to the Fire Committee. i, PARK BOARD APPOINTMENT (Edward Dunnavan): i A letter was read from Mayor Beck appointing Edward Dunnavan to succeed Frances Conner on the X'ark Board, term -to expire May 17, 1954, subject to Council's app- ; roval. Motion made by Connell, seconded by Avery approving the Mayor's appoint- ment. Motion carried. E. S. BURGE,. Re: CREDIT BALANCE: Three letters were read from Mr. Burge requesting that credit balance on sewer installations in the amount of $898.00 be credited on water and meter install- ations'also that his check'in the amount of $1,800 paid August 7, 1951 be re- turned. Motion_ made by Bonnett, seconded by Milne that this be turned to the City Attorney, City Engineer and Water Manager for study and report to Council. Motion carried. HARTIS BUILDING, 1029 W. SYLVESTER: Mr. Hart and Contractor John Miller request -permission to black top from Street to building to conform with adjoining building. Motion made by Avery,=seconded by Combs that C. Hart be authorized to black top from street to building at 1029 W. Sylvester to corner of Adams and Sylvester from East property line with provisions that when side walks are constructed in this area he will conform. City Attorney to write a letter -covering this agreement. Motion carried. POPLAR STREET SIGN: Mr. Miller states the sign should be changed to correct spelling - leave out "U". He also reports three Hawthorne Streets in Pasco. RIDENOUR, OIL FOR S0. 6th: Mr. Ridenour was present making inquiry about oiling on South 6th Street. City Engineer states the approximate cost would be $700.00 for 22 blocks to serve K houses.. Previous action was referred tojwith no further action taken. L. I. D. NO. 61: x Mr. Archer was asking about the progress of -the L. I. D. District. City Attorney advised, eves thing was coming along nicely; call for bids under way. Mr. Whitney wanted to know if it was to late to add Mrs. Carterts Addition, North of Meridian; he was advised that it was. MYRON RADELMILLER:, WATER MANAGER: Mr. Radelmiller spoke to the Council regarding his services as Water Manager for two and one-half years; future plans for betterment of the system and developments; if the present council iso:satisfied 'he would like a vote of confidence at this time. Motion made by Bonnett; seconded by Avery that a vote of confidence be given at this time. Motion carried. 'REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT: REPORTS FROM COMMITTEES: BIDS,,CEMETERY SPRINKLING SYSTEM: p The City Engineer and Sexton reviewed the*bids and recommend that thebid of the Smith Truck & Tractor Company be accepted. Motion made by Bonnett, seconded by Connell to accept the recommendation. Motion carried by roll call vote of -six (6). HAZARDS AND CORRECTIONS, INSURANCE COMMITTEE: City Epgineer requests more time for report. Main READING OF ORDINANCES: ORDINANCE NO. 697: AN ORDINANCE ORDERING THE CONSTRUCTION OF A SEWER SYSTEM OVER AND ALONG THE STREETS AND ALLEYS IN THE CITY OF PASCO, WASHINGTON,, AND CONSISTING OF•PIPES, DRAINS,, TANKS, DITCHES, PUMPS, AND OTHER EQUIPMENT NECESSARY TO-STICH SEWER SYSTEM FOR THE AFFECTED PROP- ERTY: AND ESTABLISHING WITHIN THE CITY OF PASCO A LOCAL IMPROVEMENT DISTRICT TO BE KNOWN AS LOCAL IMPROVe- it'INT DISTRICT # 61; AND PROVIDING FOR THE ISSUANCE OF WARRANTS AND FOR THE PAYMENT THEREOF FOR COSTS INCURRED IN CONNECTION WITH THE CONSTRUCTION OF SAID SEWER SYSTEM AND APPURTENANCES AND DEFINING THE TERRITORY EXTENT OF SUCH LOCAL IMPROVEMENT DISTRICT Motion made by Bonnett, seconded by Milne that Ordinance No. 697 be given the third reading. Motion carried by roll call vote of six (6). e PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS AUGUST 21, 1951 ORDINANCE NO. 696: AN ORDINANCE PROVIDING FOR THE GUARANTEE OF LOCAL IMPROVE- MENT BONDS IN THE CITY OF PASCO, CREATING A FUND FOR THE PURPOSE OF GUARANTEEING, TO THE EXTENT OF SUCH FUND, BONDS AND WARRANTS ISSUED AGAINST LOCAL IMPROVEMENTS THEREIN IN ACCORDANCE WITH CHAPTER 1419 LAWS OF 1923, AS AMENDED BY CHAPTER 183, LAWS EXTRAORDINARY SE68ION 1925, AS'AMENDED BY CHAPTER 209, LAWS OF 1927, AS AMENDED BY CHAPTER 109, LAWS OF 1933, STATE OF WASHINGTON Motion mabe by Bonnett,'seconded'by Milne that Ordinance No. 696 be given the se00nd'reading by title only. Motion carried by roll call vote of six (6). L. I. D. FINANCE: ,Motion made by Bonnett, seconded by Milne that necessary funds to the L. I. D. .No. 61, be loaned from.Sewage Disposal Fund, repayment to be made soon as bonds are sold. Motion carried by roll call vote of six (6). ,ALL NIGHT PARKING: Oil Tankers and trucks parking on streets all night was discussed; also apart- ment houses and multiple dwellingsnot having ample off street parking space therefore occupants use adjoining space; many property owners seldom have access to front curb parking. Motion made by Milne, seconded by Bonnett that this be turned to the Police Committee. ,Motion carried. ,MONTHLY BUDGET: The City'Clerk furnished each member a copy of the monthly Budget for all departments. TENTATIVE BUDGET: �ayor-pro tem made inquiry as to when the tentative Budgets for 1952 would be ready. He was informed that"they were ready to be presented. Mayor pro tem ,furnished each member a copy. ADJOURNMENT: Motion made by Avery, seconded by Connell to adjourn to next regular meeting, Tuesday, 8:00 P.
