ROLL CALL: By Clerk. Councilmen present, J. A. Avery, L. E. Bonnett, C. R. Combs, Sol, Connell, C. 6,S Milne and T. G. Overlie. Absent Raymond Hicks. City Attorney arrived at 8:50 1P. M. READING OF THE MINUTES: Minutes of meetings held July 3rd & 5th were read and approved as corrected. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: CARNIVAL. WATER FOLLIES: Ed Broughton requests that the Wayor declare July 26, 27, 28 and 29th, 1951 for Water Follies celebration; also that 3rd Street be blocked off between Lewis and Columbia. Carnival to be between Alley and Columbia. Motion made by Bonnett, seconded by Overlie permitting close of 3rd between Alley and Columbia. Motion carried. WATER EXTENSION (BURGE): Mr. Burge in person requests that Water be extended to Agate and Hawthorne to serve 13 building sites of his and five others would be served by this extension. Following a discussion motion was made by Milne, seconded by Bonnett that Water be extended from Opal and Hickory to the corner of Hickory and Agate with an 8" line. Lateral extension along Agate to Hawthorne approximately 900 feet; Burge to pay front footage on Agate Street on sixteen 50-t lots plus deposit of $1,320.00 to defray expense of trunk line on Hickory; deposit to be refunded upon extension of trunk line from Court and Hickory to Agate. Motion carried by roll call vote of six (6). The estimated cost of entire extension $3,877.00; $750.00 estimate for labor and excavation. SEWER LINE (BURGE): Mr. Burge asked if he installed the sewer himself could he be assured of reimb- ursement as developments are made. Following a discussion motion was made by Milne, seconded by Bonnett to turn this to the Water Committee to report at next meeting. Motion carried. POLICE JUDGE W B. WEST: Requested that Ordinance No. 698 be considered at this time. ORDINANCE NO.Q698: AN ORDINANCE DECLARING AN EMERGENCY AND APPROPRIATING MONEY TO MEET THE SAME AND TO PROVIDE FUNDS FOR CLERI- CAL ASSISTANCE IN THE OFFICE OF THE POLICE JUDGE FOR THE CITY OF PASCO. Motion made by Bonnett, seconded by Overlie that Ordinance No, 698 be given the first reading. Motion carried. Ordinance No. 698 was read. Roy Kersberger relative to sewer connection in Block 131, j Pasco Land Company's First Addition. A discussion followed on extension and ease- ment. Motion made by 1'onnett; seconded by Milne that the City Attorney write West Coast Fast Freight, Inc., for easement in Block 131, Pasco Land Co's First Addition. Motion made'by Bonnett', seconded by Connell that sewer be extended to Mar,�tn from Lytle through Block 130, upon payment covering 272 feet at $3.00 per ft. and receipt of Easement in Block 131, Pasco Land Company's First Addition. This amount pays for'lots-on north side of Marvin Street. Motion carried by roll call vote of six (6). i DOG NUISANCE: Mr. David'Scott, 114 No. Douglas reports dogs running in'bands in the area and creating a hazard for children and a nuisance in general.' Motion made by Bonnett, II that the Mayor contact the Dog Warden. Motion lost for want.of a second. Mayor will report to Warden. CEMETERY SPRINKING OUTLAY: t Sexton Roy Shaw requested authority to call for bids on approximately 648 ft of pipe for sprinkler extension. Motion made by Bonnett, seconded -by Avery that the Sexton be authorized to ;all for bids on overhead sprinkling. Engineer to furnish specifications. Bids callabte August 7, 1951. Matthias spoke to the Council relative'to setting up on ordinance adopting the 1947 Firemen's Pension Law. This was referred to the .ire Committee and City Attorney. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT - PEDDLER ORDINANCE (CHAMBER OF COMMERCE): A letter was read from the Pasco. Chamber of Commerce recomm$nding that the City Cduncil adopt a solicitation control ordinance. Motion made by Overlie,°seconded by Combs that this be referred to the Police and License Committee. Motion carried. PETITION VACATING ALLEYS, HELM'S 1st ADDITION: A petition.signed by four property owners wAs read requesting that the north & south alley in Block 1 & 8 of Helm's First Addition.b a vacated. Motion made by Overlie, seconded by Milne that this be turned to the Street Committee. Motion carried. �I WATER TANK SITE: - A°letter was read from Water Manager Myron R'adelmiller submitting estimate of $2,305.00 for grading, graveling and fencing city property at this site on Arthur .I Street. This was turned to Water Committee for report at next meeting. RICHFIELD OIL CORPORATION, INC. (PROPERTY EAST LEWIS): A letter was read from Mr. E. Kirby relative to cost of sewer service quoted by Mr. Zuber who wishes to erect a service station and Cafe at' -this location. Mayor t& answer letter stating that -front footage, payment willibe required, on Lewis I, Street only. REFUND ON BUILDING PERMIT (R. E. ZUBER): Mr."R.-E. Zuber requests a refund on Building Permit No. 119 'in the amount of $37.00. Motion made by Overlie, seconded by Milne that refund be allowed. Motion carried by roll call vote of six (6). STREET OILING: lPity Engineer George R. Fisher recommends that the followingstreets be oiled in order to stay within the amount budgeted for street oiling; also 800 cu. yds. of crushed cover stone for stock pile. 1. SEWAGE DISPOSAL PLANT SITE: Three letters were read from Vajor Gen. G. J. Nold, Senator Magnuson and Representat- ive Henry M. Jackson relative to obtaining a site from the Army Engineers and assur- ing the Council that a description of the property will be furnished and a bill will ° be drawn proposing transfer. ' IFI,,' 7 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JULY 17,-1951 BIDS ON STREET OILING: The City Engineer recommends that L. W. Vail's bid, alternate No. 2 be accepted. Motion made by Bonnett, seconded by Connell that the Enggineer's recommendation be accepted. Motion carried by roll call vote of six (6). STREET EXPENDITURES: City Engineer requests permission to purchase two broom refills for rotary sweeper, posts for traffic control signs, gravel and anti freeze for equipment. Estimated cost is $610.00. Motion made by Bonnett, seconded b 'Overlie that expenditures be allowed. Motion carried by roll call vote of six (6. METERS, VALVES AND PIPE PURCHASE: j Water Manager Myron Radelmiller requests g 8 q permission. to purchase 4 meters, 6 valves ' and 252 ' galy. pipe. Motion made by Bonnett, seconded by Avery to make purchases' as stated in letter of July 17,_1951. Motion carried by roll call vote of six (6). RECORDING FLOW METER PARTS: Water Manager Myron Radelmiller requests permission to purchase parts for this meter which is recording incorrectly. Alteration to cost approximately $99.00. Motioh made by Bonnett, seconded by Overlie authorizing purchase. Motion carried by roll call vote of six (6). AIRPORT LEASES: Two leases were read as follows: ' Cascade Cocaa.Cola Bottling Co., S. Motion carried. P. U. V. RIGHT-OF-WAY EASEMENT: Request'for 20' easement in Riverside Addition over Lots 32 to 37 inc. by the P. U. D; following a discussion motion was made by Bonnett, seconded by Connell that easemebt not be granted. Motion carried. UNITED NATION'S DAY: Mayor Beck appointed this date, L. E. Bonnett as Chairman of the United Nations Day Committee. LICENSE APPLICATIONS: I! Two applications were presented as follows: �! Bob's Hobby Shop, Auto repair & hobby shop 1303 Irving Geo. Belton Fruit & vegatable stand 320 So. Main • I Motion made by Milne, seconded by Bonnett that George Belton's applications for operation of a fruit & vegetable stand at 320 So. Main be issued and that Bob's Hobby Shop and Auto repair at 1303 W. Irving be turned to the Planning Commission. Motion carried. REPORTS FROM COMMITTEES: POLICE COMMITTEE, SIGNS AT MEMORIAL PARK: Motion made by Overlie, seconded by Milne authorizing Police Committee to purchase proper signs for Park. Motion carried by roll call vote of six (6). AIRPORT COMMITTEE: C. R. Combs reports he met with the Airport Committee. City has authority to Police Airport. Combs to discuss the cost of this service and how much policing will be necessary. 0. V. COTTON made inggiry of his committee regarding payment of salary while on military-- Teave for'a couple of weeks. Motion made by Overlie, seconded by Bonn- ,I ett that request be denied. Motion carried. A STREET: Bonnett requests that A Street be made a -stop street all the way out. WATER COMMITTEE: CRONIN'S REQUEST: ation Motion made by Bonnett, seconded by Milne that Committees recommend/ to deny Cronin II exchange of locations on water deposit be accepted. Motion carried. At this time Councilman S. A. Connell was excused. ii PUMPING PLANT: With reference to City Engineer's report of July 3rd, relative to pump plan ocation, in iTegard to levee construction, the eater Committee reoommend that the first plan be accepted;'to locate on river s-ide'of dyke. Motion made by Bonnett, seconded by Avery to accept the Committss's report. Motion made by Bonnett, seconded by Avery that resolution No. 312 be adopted. Motion carried by roll call vote of five (5). HICKORY STREET: City Engineer George R. Fisher reports he is negotiating with G.'A.'Myers to widen Hickory*Street to regulation width. READING OF ORDINANCES: ORDINANCE NO. 688: AN ORDINANCE REGULATING'AND PRESCRIBING THE WIDTH OF STREETS TO BE ESTABLISHED WITHIN THE CITY OF PASCO, AND AN ORDINANCD REGULATING STREET AND ALLEY IMPROVE- MENTS TO BE CONSTRUCTED BY ABUTTING PROPERTY OWNERS WITHIN THE CITY OF PASCO, AND REPEALING ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH Motion made by Bonnett, seconded by Overlie t'zat Ordinance No. 688 be given the third reading. ORDINANCE NO. 699: AN ORDINANCE REQUIRING THAT LAND WITHIN THE CITY OF i PASCO UPON WHICH CONSTRUCTION IS TO TAKE PLACE SHALL BE PLATTED BEFORE A BUILDING PERMIT FOR SUCH CONSTRUCT- ION SHALL BE ISSUED AND PRESCRIBING PENALTIES FOR THE VIOLATION THEREOF Motion rra de by Bonnett, seconded by Overlie that Ordinance No. 699 be given the first reading.
